20. Instructions
a. The Police Operational Procedures and Human Rights Protocols shall be strictly
observed and upheld;
b. Proper wearing of Uniform must be observed;
c. Safety of personnel, land/water assets and other equipment is paramount at all times;
d. Lateral coordination with other Law Enforcement Agencies is hereby encouraged; and
e. Submit after Seaborne Patrol Report upon completion of the assigned tasks with
certification from Barangay Officials certifying that the operating team conducted
seaborne patrol/operations within their coastal barangay/s.

MEMORANDUM
1. References:
a. Memorandum from C, RMU NCR dated October 28, 2023, re above
subject; and
b. Memorandum from DRDO, NCRPO dated October 27, 2023, with above
subject.
2. Please be informed that on November 20, 2023 at about 6:20 AM, personnel
of this Station led by PCMS Rene A Alcairo, PCpl Doven S Tano Pat, Pat Edward
Bullawit, Pat Aerrron Simangan and Pat Jerome C Galang, conducted Seaborne Patrol
Operation in relation to Mandamus on Manila Bay onboard HSTW within the sea waters
of Navotas City and AOR which resulted to the interception of one (1) motorized fishing
banca with markings “FBCa Juliana Claire", color Orange at grid coordinate 14°39'53.3"
N, 120°56'25.2" E, piloted by Abelardo Inocencio y Matito, 50 years old, single, DOB:
September 14, 1973 POB: Malolos Bulacan, male, Boat skipper of "FBCa Juliana
Claire" and a resident of A Cruz St. Bgry., Tangos South, Navotas City., for violation of
Municipal Ordinance No. 2006-10 as amended by City Ordinance No. 2021-03
(Unregistered Fishing Banca), in Relation to Supreme Court Manila Bay Mandamus
under G.R. Nos.171947-48 and E.O. 305.

2. In connection with the above reference, the following personnel are directed to
conduct Seaborne patrol Operation onboard High Speed Tactical Watercraft (HSWT) in
relation to “All hands! Full Ahead!” on November 20, 2023 at 5:00 AM onwards at
seawaters of Navotas City.
