In a shocking incident, the Chief of DCW, Swati Maliwal has been reportedly

and allegedly harassed and ‘dragged by a car’ for several meters opposite of
AIIMS, Delhi.
This incident took place in the early hours of January 19th, around 3am. While
inspecting a situation of security for women in Delhi, the chief was molested by
a man who had been driving under influence. After she caught a hold of the
alleged molester, he forcefully caught her hand and trapped it in hir mirror.
After this the man drove off with the chief still stuck. After getting herself
dragged for several meters, the chief finally broke free and was able to save
herself.
Story as narrated by the chief is as follows: “Late last night, I was inspecting the
situation of women's security in Delhi. A driver of a car molested me in a
drunken state and when I caught hold of him, he locked my hand in the mirror
of the car and dragged me. If the Chairperson of the Women's Commission is
not safe in Delhi, then imagine the situation.”

In her complaint to the Police, the DCW chief alleged that the man pulled up to
a footpath where she was standing at about 2:45 AM and made indecent male
gestures which made her feel disgusted. The driver even beckoned her to sit
inside the vehicle. After she reprimanded him from a distance, he drove off only
to return after a short while. This time when she went around the driver’s side to
reprimand him, he grabbed her hand and rolled up the car’s glass window to
trap her and then simply drove off dragging her for several meters.

Deputy Commissioner of Police (South) Chandan Chowdhary said a patrol


vehicle spotted her on the pavement opposite AIIMS around 3.05 am and
enquired if she was in distress. After Maliwal narrated her ordeal, the police
tracked the car down and arrested its driver, Harish Chandra.

The DCP said a case was registered under IPC sections 323 (voluntarily causing
hurt), 341 (wrongful restraint), 354 (assault or criminal force to woman with
intent to outrage her modesty) and 509 (word, gesture or act intended to insult
the modesty of a woman) and section 185 of the Motor Vehicles Act at Kotla
Mubarak Pur based on a complaint from the DCW chief.
Commenting on the tweet made by Chief Swati, it is a dire situation where even
a DCW chief is not safe in a state. The actions committed by people have
become worse and the state of safety in Delhi has worsened. Till the time strict
measures are not implemented against criminals who commit such crime, there
won’t be much significant change. If something like this can happen to a chief,
then what all could happen to normal women.
This is the time for strict and stringent measures/laws to be set.
