This is the final report about the unidentified dead body which was found floating in the
Cabancalan River at the back of the Sta. Lucia Subdivision, Cebu City, about 8:00 a.m.
November 23, 2023. This case was reported to this office by Sgt. Joart Olayon, Desk
Officer of Precinct No. 4 A copy of its initial report is attached hereto, marked as Exhibit
"A"

At 6:00 pm November 23, 2023 the victim was identified as RHOWEN CHRISTIAN
LAGMAN, 21 years old, single, first year Nursing Student at the South Western University
PHINMA, resided with his parents at house No. 0020 Cabancalan 2, Bulacao, Cebu. The
identificetion was made at the morgue by Mr. and Mrs. Juan Malas, parents of the victim.
A copy of the progress report is also enclosed herewith, marked as Exhibit "B"

After viewing the body, the mother inquired about the pieces of jewelry of her son. She
revealed that everytime Rhowen goes to school, he always wears his gold necklace with
pendant that has an image of the Blessed Virgin Mary, his gold time watch, and his
android phone.

Dr. Ren Casiano, the medical exarniner who performed the autopsy, informed the mother
that when her son was brought to the morgue, he was still wearing his clothes, and without
those described pieces of jewelry. He disclosed that the victim had three punctured
wounds at the back, presumably caused by an icepick, which caused the death. The
autopsy report is attached in this report, marked as Exhibit "C".

With the missing jewelry and the nature of the wounds inflicted on the victim, the
investigation of this case was pursued on the theory of robbery with homicide. Dally
reports of pawnshops, starting from November 24, 2023 were checked. Likewise,
notorious entrenched "fences," particularly those specializing in expensive watches, were
discreetly flushed, Sooner than expected the description of the suspect was known,

About 12:00 midnight, November 25, 2023 he was apprehended while celebrating
and dancing with his friends inside the Tambayan Resto Bar at the Colon Area. When the

wearing the gold necklace with pendant that has an image of the Blessed Virgin Mary, his
gold time watch of the victim. Also found in his possession was an Icepick and a
steamship ticket for Tondo, Manila.

In his signed confession, the suspect identified as ARCHIE SABELLANO, 24 years old,
single, native of Samboan, Cebu, doing odd jobs as laborer and waiter of Tambayan
Resto Bar, with no fixed city residence was arrested.
The suspect revealed that about 10:00 pm November 23, 2023 after he came from the
Basilica Del Sto. Niño Church, he boarded a passenger jeepney bound for Bulacao. Upon
reaching the terminal at South Bus Terminal, near City Mall, he noticed that he and a
young man carrying belt bag, were the only passengers left. He was immediately attracted
by the wrist watch and the necklace his co-passenger was wearing. After they alighted,
he followed the man from a distance. A strong desire was formed in his mind to rob the
man of his jewelry. All he needed was an opportunity.

When his intended victim walked towards Brgy. Candulawan, there was his opportunity.
There was no passer-by; the area is dimly lit. He approached his victim from behind,
poked an icepick at the back, and whispered, "Hold-up ni bai, ayawg shagit," and forced
his victim to walk towards the bridge of the Cabancalan River. the victim put up a struggle
so that he was forced to stab him thrice at the back. After divesting the victim of his watch,
necklace, pushed the body into the river.

The next day, November 24, 2023 through an acquaintance whom he knows only by the
nickname of "Parkoyz", he had the watch sold for two thousand (P2,000.00) pesos. He
gave Parkoy two hundred pesos for his commission.

About 10:30 am, November 24, 2023 through Patrick Santos, alias Parkoyz, 25 years old,
laborer, native of Bantayan, Cebu, and residing at house No. 0031 J. Urgello St, Cebu
City, was picked up at the same Tambayan Resto Bar. He identified Boy Robus Temblor
as the person who requested him to sell the gold time watch for two thousand; that he
received two hundred pesos as commission; that he did not ask from where the watch
came from; that he sold it to Pareng Boy for two thousand three hundred (P2,300.00)
pesos, instead of P2,000.00 as he told Boy Robus Temblor, the assailant.

About 12:00 pm. November 24, 2023 BOY ROBUS TEMBLOR, alias Pareng Boy, 40
years old, married, a buy and sell agent, a native of Cebu, residing at house No. 1414
Brgy Suba, Pasil, was picked up in his residence. He admitted buying the gold time watch
from Parkoyz for P2,000.00 but denied knowing that it was stolen property.

After taking down their respective written confessions, the following persons were placed
under arrest.

ARCHIE SABELLANO, 24 years old, single, laborer, waiter of tambayan resto bar, native
of Samboan, Cebu, with no fixed city residence arrested for Robbery with Homicide..

PATRICK SANTOS, alias Parkoyz, 25 years old, laborer, native of Bantayan, Cebu and
residing at house No. 0031 J. Urgello St, Cebu City arrested as an accomplice (to be
recommended as state witness).
BOY ROBUS TEMBLOR, alias Pareng Boy, 40 years old, married, Businessman (buy
and sell), a native of Cebu, residing at house No. 1414 Brgy Suba, Pasil, arrested for
Violation of the Anti-Fencing Law.

In view of the aforementioned facts and circumstances concerning the arrest of the
suspects, the racovery of the stolen property and the fatal weapon, this case is considered
SOLVED/CLOSED.

The corresponding charges will be filed with the Prosecutor's Office.
