Understanding of ToR
Format for Land Use Survey
Utilizing the Base Map, (physical features survey overlay on survey map) the land use map will be
prepared indicating the broad categories of land uses as indicated below. And it will be described using a
suitable land use code reference. The characteristics of land use area will be fully described in the survey
report. The Land Use Maps will be prepared on Base Map. Density, Risk Sensitive, main activity, type of
waste effluent and others information will be collected.

Data deliverable to be used in the Land Use Survey


The following data will be used by the survey firm in order to carry out the Land Use Survey:

1. Orthophoto (Point Cloud/3D mesh)

2. LiDAR and Photogrammetry derived elevation data

3. Satellite Image as required

4. Digitalized and Georeferenced Mouza Maps

Data deliverable by the Project Authority


In order to carry out the Land Use Survey, the following should be provided by the client to the survey
firm:

1. Available secondary data procured by the project authority or CoxDA, also provide letters to
specific authorities if survey firm need to collect any data from secondary source.
2. Supporting letters and approvals to conduct survey in the CoxDA area

Land Use Survey Methodology


The entire survey and data collection process will include several measures to ensure proper structure and
efficiency.

Objective:
As per TOR, the objective of this land use survey is to indicate the use of plot of land in the project area.
Based on this, the below survey methodology will be followed.

Reconnaissance Survey:
A comprehensive reconnaissance survey will be conducted to gain a complete understanding of the study
area, which will aid in more effective planning. This will allow the surveyors to become acquainted with
the area of study and prepare for any potential challenges that may arise. This proactive approach will
help reduce time wastage and obstacles during the actual data collection process. Despite its brevity, this
survey will provide valuable insights that will enhance planning, management, and efficiency.

Base Map Preparation:


Remote Sensing and Photogrammetry:
Conduct remote sensing and photogrammetry processes to acquire high-resolution imagery of the project
area.

Feature Extraction (Digitization):


Utilize image-processing techniques to extract features from the acquired imagery, including roads,
buildings, vegetation, water bodies, and other relevant physical features.

Logbook Preparation:
Develop a logbook based on Mouza plots (land parcels) outlining their unique identifiers, boundaries, and
any pertinent information for reference.

GIS Geodatabase Configuration:


Geodatabase Setup:
Establish a Geographical Information System (GIS) environment to store, manage, and analyze spatial
data.

Application Configuration:
Configure a custom application within the GIS environment for seamless data collection and integration.

Survey Plan Creation:


Physical Feature Survey:
Define survey objectives for physical feature identification and data collection. Determine survey
locations and routes based on the features identified during the base map preparation phase. Develop a
survey plan that outlines specific areas to be covered, ensuring comprehensive coverage of the project
area.

Data Collection:
Physical Feature Survey:
Deploy field surveyors equipped with appropriate tools (e.g., Android mobile phone having in-built GPS
devices, cameras) to record the location and attributes of physical features as outlined in the survey plan.

Land Use Survey:


Concurrently with the Physical Feature Survey, document the existing usage of each site by physically
visiting the locations.

Land Use Data Recording:


Categorization:
Classify land use into broad categories (e.g., residential, commercial, industrial, recreational) based on
observed characteristics.

Detailed Characteristics:
Record detailed characteristics of each land use category, including but not limited to, building types,
occupancy status, vegetation cover, and any other relevant attributes.

Data Validation and Quality Assurance:


As previously stated, all aspects of data management and monitoring will be carried out using an
Integrated Online Geospatial-Operational Dashboard System. Post data collection, the data needs to be
organized and cleaned for efficient utilization, while simultaneously ensuring data security. In the
database management system, the data will undergo definition, organization, analysis, processing,
visualization, and conversion as required, before being securely stored. Data management practices help
to reduce potential errors by establishing usage processes and policies, thereby fostering confidence in the
data used for decision-making.

Step-wise Data Management Process


A four steps data management and validation system is proposed. In the first step, the surveyors will be
assigned an ID, respective work amount and designated area with duration and their progress will be
monitored on a daily basis by the assigned field supervisor for the team. The second step will involve grid
wise quality checks, where satisfactory datasets will be passed and erroneous data will be. Two layers of
quality control will be ensured at the end of third step followed by fourth and final step where a weekly
production report will be provided by the supervisor. The four step-wise management system will be
visualized and monitored in the dashboard system.

Data Integration and Analysis:
Geodatabase Integration:
Upload and integrate collected data into the GIS geodatabase for central storage and management.

Spatial Analysis:
Perform spatial analyses to extract meaningful insights from the integrated data, including generating land
use maps, statistics, and reports.

Reporting and Documentation:


Survey Report:
Compile a comprehensive report summarizing the findings of the land use survey, including
methodology, key observations, and recommendations.

Map Generation:
Create visual representations such as land use maps to provide a clear overview of the surveyed area.
