1. PURPOSE

1.1 This global engineering specification defines Air Products' material retesting and certification
requirements for raw material and subcomponents of purchased mechanical equipment.

2. SCOPE

2.1 This specification applies to materials used in pressure and structural load-carrying service in
Air Separation (ASU) and Process Gas onsite sale of gas (SOG), third-party sale of equipment
(SOE), and intercompany projects managed by Global Engineering and Manufacturing (GEM)
Worldwide.

2.2 This specification is intended for Air Products’ shop and/or field fabricated mechanical
equipment. It shall be used in conjunction with an equipment specification,
requisition/construction package, and industry standards.

2.3 Any conflict between the requirements of this document, industry codes and specifications,
other documentation, or local regulations shall be referred to Air Products for clarification
before proceeding. Deviations from this document are permitted when included as part of
mutually agreed to contract documents between Air Products and the supplier.

2.4 This document does not address Positive Material Identification (PMI) requirements associated
with shop and field mechanical equipment fabrication; refer to SPEC-ENG-MQ041.

3. SPECIFICATION

3.1 CERTIFICATION

3.1.1 Material certification documents supplied by the original material manufacturer and maintained
by the equipment supplier shall comply with all statutory, legal, and governing code
requirements of the equipment’s country of use.

3.1.2 Unless required otherwise by the applicable statutes/codes in the country of use (i.e., PED,
refer to paragraph 3.4), the minimum material certification requirement shall be either:

• A mill certificate (for material originating within the USA) (1), (2)

OR

• An EN 10204 Type 3.1 certificate (for material originating outside the USA) (1), (2)

(2) Mill and/or EN 10204 Type 3.1 certificates shall be in the form of a Material Test
Report (MTR). The MTR shall include the results of mechanical tests and a full
chemical analysis that refers to the cast or heat identification of the component. In
cases where Post Weld Heat Treatment (PWHT) of the equipment/component is
required, the MTR shall also include simulated heat treatment to verify treatment
cycles and what the material’s PWHT properties will be.

3.1.3 When raw materials, components, or equipment are ordered and compliance with additional
industry standards or practices is required, AP Engineering shall communicate to the supplier
all additional requirements and standards with which they must comply. Refer to the Project
Equipment Specification (PES) for any additional requirements.

3.1.4 For raw materials purchased by Air Products or on its behalf, the following information shall
also be included on each material certification document (as applicable):

• Air Products purchase order number


• Air Products purchase order item number
• Air Products SAP material master

3.1.5 For aluminum materials, it is acceptable to follow the standard industry practice of
determining the chemical composition of the ingot before further processing.

3.2 MATERIAL ORIGIN VERIFICATION

3.2.1 All materials and components designated with a “Yes” in Appendix B require material origin
verification in addition to the requirements detailed in paragraph 3.1. Supplier shall comply
with this requirement by either:

• Purchase materials from a “qualified” country of origin. (3)

OR

• Meet the material qualification requirements defined in Appendix A. (4)

OR

• Provide EN 10204 Type 3.2 certificates from a material manufacturer with a Quality
Assurance (QA) system certified by an independent body.

NOTES:

(3) Countries of origin currently "qualified" by Air Products are; Austria, Belgium, Canada,
Czech Republic, Denmark, Finland, France, Germany, Ireland, Italy, Japan,
Luxembourg, Liechtenstein, The Netherlands, Norway, Mexico, Poland, Spain, South
Korea, South Africa, Sweden, Switzerland, Taiwan, the United Kingdom, and the
United States of America.
(4) For items of equipment or raw materials that are purchased frequently from the same
supplier, Air Products may apply alternative approval procedures from those defined in
Appendix A. In such cases, details of the materials and proposed suppliers shall be
submitted to Air Products for acceptance before submitting any quotation. Such
requests will not be considered after the placement of a purchase order.

3.3 MATERIAL TESTING AND RETESTING

3.3.1 All materials and components supplied to Air Products or used in Air Products equipment shall
comply with the requirements of their governing code, non-code material specification, or
local/regional law, whichever is more stringent.

3.3.2 Equipment and component suppliers are responsible for ensuring the dimensional accuracy of
product forms supplied to Air Products (piping, fittings, forgings, tubing, structural shapes,
fasteners).

3.3.3 Any Air Products or 3rd party representative witnessing materials testing shall be certified as
required by the equipment’s governing code or local law.

3.3.4 As a supplement to the material testing performed by the raw material or component
manufacturer per this specification, statutory, legal, and code requirements, Air Products may
specify additional material retesting to be performed by equipment or component suppliers.
Refer to PES for any additional requirements.

3.4 MATERIALS FOR EQUIPMENT SUBJECT TO EUROPEAN UNION (PED)

3.4.1 The European Pressure Equipment Directive (2014/68/EU) (PED) requires an EN 10204 Type
3.2 inspection certificate for main pressure-bearing parts or, as an alternative, an EN10204
Type 3.1 certificate from a material manufacturer with a QA system certified by a competent
body established within the European Community; refer to paragraph 3.4.3.

3.4.2 The EN 10204 Type 3.2 inspection certificate must be certified by a representative acceptable
to or appointed by Air Products. Generally any European Notified Body will be acceptable to
Air Products. If a Notified Body is not used, the supplier shall contact Air Products' Inspection
Department to establish who may be Air Products' representative when applicable.

3.4.3 If a Type 3.1 certificate is supplied instead of a Type 3.2, with the Type 3.1 certificate the
supplier must also provide either:

• The details of the material manufacturer's QA system and certifying body established
within the community. (3), (4), (5)

OR

• A copy of the relevant QA approval certificate. (5), (6), (7)

NOTES:

(5) Material (for example, plates, pipe, bars, and sections) from intermediary stockists or
suppliers shall be accompanied by original inspection certificates (per paragraph 3.4.1)
from the base/raw material manufacturer.

(6) Components (for example, welded pipe fittings and pipe fittings machined from bar)
manufactured from materials such as plates and bars, where the properties have not
been substantially modified by the component manufacturing process, shall be
supplied with the original inspection certificate (per paragraph 3.4.1) from the
base/raw material manufacturer.

(7) Where the component manufacturing process involves operations that may change the
material's properties (for example, forged pipe fittings, and dished ends), the
inspection certificate (per paragraph 3.4.1) shall list the results of mechanical testing n
the finished component. The chemical composition may be assumed unchanged from
the original base/raw material certificate values.

3.4.4 The PED permits EN 10204 Type 2.2 certificates for some applications (for example, non-main
pressure parts in categories I-IV equipment, attachments to categories II-IV equipment, and
main pressure parts in category I equipment). For other parts (for example, bolting), EN
10204 Type 2.1 certificates are permitted.

3.4.5 For pressure equipment supplied as CE marked under the PED, the equipment's CE mark and
Declaration of Conformity are deemed evidence that its material certification satisfies the
requirements of paragraph 3.1.

Note: Pressure equipment and assemblies the conformity of which has been assessed by a
User Inspectorate shall not bear CE marking [directive 2104/68/EU paragraph 2 of article 16].
In such cases the declaration of conformity alone is deemed evidence that is material
certification satisfies the requirements of paragraph 3.1.

3.4.6 For such CE-marked items, material certificates for the equipment's component parts are not
required by Air Products unless specifically requested in the item's purchase order or
attachments (that is, listed in final documentation requirements). The CE mark and
declaration of conformity will typically be sufficient for manual, control, and relief valves, but
material certificates will be requested for pressure vessels and heat exchangers.

4. RELATED INFORMATION

Note: The following documents form a part of this specification and refer to the latest edition
and addenda in effect at the date of manufacture of any item covered by this specification.
Any conflicts between the related documents that are not resolved by this specification shall
be brought immediately to the attention of Air Products.

Appendix A
Material Qualification Requirements

A.1. PURPOSE

A.1.1. This appendix defines Air Products' requirements for qualifying materials by material testing.

A.1.2. This appendix is intended to be used for qualifying material obtained from a source not known
or previously approved by Air Products.

A.1.3. The intent of this appendix is to qualify material before its release for fabrication.

A.2. SCOPE

A.2.1. This appendix applies to materials for use in Air Separation Units (ASU) or Process Gas (PG)
plants such as hydrogen, carbon monoxide, and syngas plants.

A.2.2. This appendix defines Air Products' minimum requirements. Customer or local authority
requirements shall apply when more restrictive.

A.3. MATERIAL QUALIFICATION REQUIREMENTS

A.3.1. Materials shall be qualified by testing.

A.3.1.1 When material testing is performed by an organization that is independent of the


material manufacturer and accredited by a nationally or internationally recognized
body, the testing need not be witnessed by Air Products or its representative but the
qualifications of all testing facilities shall be approved by Air Products.

A.3.1.2 When material testing is performed by the manufacturer's in-house test facility, an
affiliated company or by an independent organization that is not approved by Air
Products, the testing shall be witnessed by Air Products or its representative.

A.3.1.3 Unless otherwise agreed, the Air Products representative witnessing materials
testing shall be a PED (European Pressure Equipment Directive) Notified body or
other internationally recognized body approved by Air Products.

A.3.2. Raw materials (for example plate and welding consumables) shall be qualified by one set of
tests per heat.

A.3.3. Product forms (that is, pipe, forgings, pipe fittings, structural shapes, and flange bolting):

A.3.3.1 For PG plants; one item per lot shall be tested.

A.3.3.2 For ASU plants; random testing – One item per every 10 lots per supplier shall be
tested, but not less than 1 item per product form.

A.4. MATERIAL TEST REQUIREMENTS

A.4.1. Tests shall be in accordance with the relevant material specification or the following minimum
requirements, whichever is more stringent. Product forms shall also be checked against any
applicable dimensional standards.

A.4.2. One laboratory analysis to determine chemical composition is required. The chemical analysis
shall verify compliance with all elements listed in the material specification. Positive Material
Identification (PMI) is not acceptable for this analysis.

A.4.3. Three tensile test specimens, used to determine yield stress, ultimate tensile stress, and
ductility (elongation or area reduction) shall be tested.

A.4.4. Impact testing to demonstrate low-temperature properties (only required if the application
MDMT is such that the relevant design code would require impact testing). The impact test
temperature shall not be greater than the project-specific minimum design metal temperature
(MDMT).

A.4.5. Any project-specific requirements. The number of tests as outlined above may be adjusted
upward or downward by Air Products based on project-specific conditions. Refer to the PES
for any additional requirements.

A.4.6. All test results shall be assembled into a report together with the mill certificate or inspection
certificate from the material manufacturer. Material will be accepted or considered qualified,
upon approval of this report by Air Products. Material shall not be released for fabrication
without approval by Air Products.

A.5. DEFINITIONS

A.5.1. Heat is a generic term denoting a specific lot of steel, based upon steelmaking and casting
conditions. Where applicable, the term heat is used to mean primary heat, multiple heat, and
remelted heat.

A.5.2. Lot is a definite quantity of product manufactured under conditions that are considered
uniform.
