1 SCOPE
This specification details the minimum requirement for the design, materials,
fabrication, inspection, testing, painting, documentation and preparation for shipment of
Transportable Switchrooms to be installed at QUU facilities.
1.1 DEFINITIONS

All equipment and workmanship shall conform to the most recent requirements of the
relevant statutory Local, State and Commonwealth Authorities and current applicable
Australian Standards. Alternatively, where no Australian Standard exists, work shall
conform to the most current and applicable International standard.
Where conflict exists between different Codes, Standards or Regulations, the most
onerous conditions of specification shall apply unless accepted otherwise in writing by
QUU.
The Contractor shall not deviate from the provisions of the relevant standard without
first obtaining agreement in writing from QUU Superintendent.
The equipment shall be designed, manufactured and tested in accordance with the latest
edition of all relevant Australian and International Standards, Codes and Regulations
except where modified by this specification.

2.3 REGULATION
AS/ISO 1000 (metric SI system) shall be used. All documentation and correspondence
shall be in the English language.
2.5 SUB-CONTRACTORS
The Contractor shall disclose, at the tender stage, all sub-Contractors or sub-suppliers
they intend to use as part of the equipment package supply. The Contractor shall not
sub-contract any work to any party without the prior written consent of QUU. It shall
remain the Contractor’s responsibility to audit and co-ordinate the performance of their
sub-Contractors with results being disclosed to QUU.
The Contractor shall be responsible to submit, together with the Tender, a list of
deviations or exceptions to this Specification. In the absence of any exceptions, it will
be construed that the Contractor fully complies with this Specification.
In the event of any conflict arising between this Specification and other documents
listed herein, refer comments to QUU for clarification before design or fabrication
commences.
3 GENERAL REQUIREMENTS
3.1 GENERAL
This specification defines the minimum technical requirements for the design,
manufacture, inspection, testing and delivery to site of a transportable switchroom
building. It shall be read in conjunction with the Project Documentation and Standards
referred to herein and other documents that define QUU’s requirements and equipment
details.
The building shall be self-contained and complete, including all structural members,
supports, framing and cladding, electrical wiring, lighting fixtures and socket outlets,
split system reverse cycle air conditioning systems, fire systems and all other
miscellaneous accessories. The building shall be suitably sized, designed and stiffened
for transportation to site by road with all electrical equipment preinstalled. The building
design shall be purpose-built for QUU’s switchgear, including guide rails, cable entries
and cable distribution.
Switchrooms shall be provided with sufficient space for future extensions of the
switchgear and switchboards. Allowance shall be made for future switchgear as shown
in any layout drawings.
The building shall provide an IP54 rating for the door and door sealing. All other parts
of building shall be IP56 to AS 60529 with a minimum thermal insulation of R-2.5 in
the walls unless otherwise specified in the Project Documentation.
The building shall be supplied complete with all necessary accessories and fittings to
form a complete, operational, standalone building. All parts shall be new and free from
defects in material and workmanship. Equipment (e.g HVAC units) mounted to or part
of the exterior but within the volumetric shipping requirement shall be suitably
restrained and protected from damage and weatherproofed or otherwise shipped
separately.
The Contractor shall provide the weight and dimensions of the switchroom with all
equipment installed as part of the tender. The building shall be designed and constructed
to maintain ingress protection rating and construction integrity with minimal
consequential damage to fitted equipment under the following typical conditions:
• Site conditions
• Transportation conditions
The Contractor’s scope shall generally include the following, unless specified otherwise
in the Project Documentation:-
Design, construction materials, fabrication, fit out, assembly and final finishing as
per Project Documentation and the Contract.
Labour and supervision.
Supply, installation, wiring, and testing of:
Switchroom light and power distribution board (L&P DB)
Split system reverse cycle air conditioning systems
Internal and external building luminaires mounting and wiring to the L&P DB,
including emergency lighting luminaires
Switchroom socket outlets and wiring to the L&P DB
VESDA
Fire detection system (for within the room only)
Dry type fire extinguisher(s)
First aid equipment
First aid and resuscitation charts
Statutory signage
Complete interconnecting cabling between electrical equipment
Fabrication and assembly of all structural steel work, platforms, landings, stairways
and handrails.
Design of door openings to allow for future removal/installation of large
equipment.
Supplier data, drawings, testing and test reports including calculations and all other
documentation required to apply for a building permit, and obtain building
approval.
Painting and protective coatings.
Permanent structural steel support frames to be mounted on footings.
Provide support reaction forces and moments at the connection to the footings.
Provide SLS and ULS primary and combined effects (including wind, seismic
effects).
Removable stiffeners, lifting hooks and spreader beams for safe lifting and
transportation to site.
Design of floor openings for all cable penetrations.
Design of cable termination boxes as required in consultation with the switchgear
Manufacturer and QUU.
Special tools, equipment and/or materials for site installation and maintenance.
The equipment shall be designed for minimum life duration of 20 years in the
environment and for the duty specified herein and in the Project Documentation. The
equipment shall also be suitable for a minimum of 5 years normal continuous operation
without maintenance at the duty specified herein and in the Project Documentation.
Note: Corrosive environments are locations where H 2S gas or other corrosive chemicals
and gasses can exist under normal operating conditions and can be both indoor and
outdoor areas. This is applicable to all wet wells installations. All areas including inside
air conditioned switch rooms at Sewerage Treatment Plants are considered corrosive
environments. All materials installed shall be suitable for the environment.
3.6 MATERIALS
3.7 NOISE
Noise level shall comply with the BCA and Local Approval Authority requirements.
All equipment operating at rated duty and HVAC’s running at rated capacity shall be
considered in the noise calculations.
At sites prone to flooding, all door openings shall be 500mm above the 1 in 100 year
flood level.
4 DESIGN CRITERIA
The switchroom building shall be designed and rated according to BCA, and include the
following:
The Contractor shall incorporate the following safety features in each building:
Note: If switchroom contains HV switchboards the SLD displayed shall be the overall
site HV distribution SLD.
4.3.1 Access
Escape routes shall be properly identified for establishing walkway and stairway
systems. Each building shall have two access points and doors as per layouts (also
serves for equipment access). All doors shall have emergency push bar release from the
inside.
All warranty and responsibility for checking and testing of the entire transportable
switchroom building electrical and mechanical services and fire detection system shall
be that of the Contractor.
The Contractor shall document the make and model of all electrical and mechanical
services and fire detection equipment to be provided under their scope of work for QUU
acceptance prior to ordering.
Penetrations will be designed to maintain the building IP rating. Control and power
cables entering/exiting the building shall run through suitably sized openings in the
floor structure. The Contractor shall accommodate HV cable termination boxes or other
cable termination transit frames inserted in the floor for each piece of equipment and
passing through cables. Cable between equipment in the room will be run on ladder
installed by the Contractor in a manner accepted by QUU.
For termination into air insulated switchgear and general electrical equipment, gland
plates shall be provided and shall be installed in a manner accepted by QUU. Gland
plates shall be 6mm aluminium unless specified otherwise in the Project
Documentation.
Luminaires shall be the fluorescent industrial weatherproof IP54 type with the
illumination level inside the switchroom being no less than 300 lux at the front of panels
and 150 lux at the back of panels.
Entrances to the building shall be fitted with external IP65 weatherproof fluorescent
luminaires mounted above the doorways.
Two-way light switches are to be mounted at each entrance for operation of internal
lighting.
The building shall be furnished complete with fluorescent emergency and exit lighting.
The emergency lighting system shall provide immediate emergency lighting upon
failure of the normal power source.
Emergency exit lights shall be of the maintained type and be installed at locations so as
to guide personnel to egress doors as per AS 2293.
Emergency lighting with battery backup shall be provided to comply with AS 2293.
Provision shall be made in the lighting distribution board for facilities to test the
emergency lights. Emergency lighting shall provide a minimum light level of 22 lux
inside the building.
The building shall be furnished complete with, interior flush mounted 230-volt, single-
phase 10A double socket outlets. A socket outlet shall be located near the latch side of
each exit door, at least 1 m above the floor, and on each wall, at 6m intervals. Where
single-phase socket outlets are supplied from a battery backed essential supply, outlets
shall be red in colour.
Socket outlets and light switches shall be labelled with nameplates identifying the DB
and circuit number. Socket outlets shall comply with all relevant Australian Standards.
Two off flush mounted RJ-45 structured cabling outlet(s) shall be provided for business
network laptop computer and IP telephone connections. Category 6 cabling shall be
provided between RJ-45 outlets and the patch panel located in a communications panel.
Where a desk is specified the RJ-45 outlets shall be mounted on the wall above the top
of the desk with an adjacent double socket outlet.
All general power, lighting, fire systems and communications cables for building
services shall be routed inside the building wall cavities. Surface run conduits or ducts
is not accepted.
Where required, cable ladder installed on the under floor of the building shall be heavy-
duty NEMA 20B hot dip galvanised cable ladder.
There shall be no cable ladders installed suspended from the building internal ceiling.
All cable entry is bottom entry only to enclosures unless directed otherwise by QUU.
The Contractor shall supply adequate supports for cable ladders with strength and
working load capacity sufficient to meet static and dynamic loads occurring during
cable installation.
Cable ladder installations shall allow for minimum bend radius of cables and shall be
equipped with 20% spare capacity upon completion of the cable installation. Separate
cable ladders shall be provided for LV power and control cables. ELV cables and
communications cables may share the same cable ladder routes.
4.4.7 Wiring
The building shall be furnished complete with all interconnecting wiring for electrical
and mechanical services and fire detection equipment. The Contractor shall provide
QUU with a schedule of circuits connected to the light and power distribution board.
All interconnecting power, control, instrument and alarm wiring between various items
of equipment within the building shall be halogen free. All cables shall be uniquely
tagged (both ends) and identified on the building cable schedule.
4.4.8 Earthing
The building shall be furnished complete with a minimum of four (4) external earthing
M12 lugs, one at each corner of the building, for connecting the building to the site
earth grid.
The building shall be supplied with a tinned copper earth bar, wall mounted and
installed within the room to facilitate the earth connection to all switchroom electrical
equipment. Earth bar shall be mounted on standoff stainless steel brackets, anchored at
each end of the earth bar to the building frame. Where the building contains both an LV
and HV switchroom a separate earth bar in each switchroom shall be provided.
The earth bar length shall be sized and pre-drilled to facilitate the termination of all
earthing conductors plus additional 10% spare terminations. Only one earth conductor
shall be terminated at each connection point onto the earth bar.
The earth bar shall also include provision for two (2) off 120mm 2 earthing conductors to
connect to the site earth grid. Refer to TMS1200 Electrical Installation Technical
Specification for other conditions for earth bar installation.
A 6mm Aluminium gland plate of appropriate size for glanding of earth cable
connections to the earth bar shall be provided in the building floor below the earth bar.
Doors shall be fitted with neoprene seals to ensure dust proofing. Foam plastic or plastic
extrusion section is not acceptable.
Boards shall be arranged for maximum safety to personnel and equipment. Opening of
switchboard doors shall not reveal live bare metal. All equipment shall be arranged for
simplified servicing and shall be readily accessible for routine maintenance, inspection,
testing, and parts replacement.
Terminals and equipment shall not be installed closer than 100mm from the bottom of
the cubicle.
Busbars shall be PVC dipped in the appropriate phase colours and neutral, and shall
have the same rating for the full length and height of the board.
Residual Current Devices (RCDs) that comply with AS 3190 shall protect all light and
power circuits.
RCDs installed shall have a sensitivity of 30mA in accordance AS/NZS 3000. Circuit
breakers shall have a minimum of 10kA fault breaking capacity. It shall be possible to
lock all circuit breakers in the “off” position. Circuit breakers switching both active
phases and neutral shall be used for all lighting and power final circuits located in
hazardous areas.
Switchroom buildings shall be provided with a fire detection system accepted by QUU.
A fire detection system panel shall be installed in each switchroom building. The fire
detection system shall be a networkable microprocessor based with a Fire Indication
Panel (FIP) connected to the site PLC and SCADA system. The FIP shall be provided in
a key locked metal wall mounted cubicle complete with battery backup and LED
indicators and controls. Emergency warning speakers shall be provided internally and
externally to the switchroom.
As a minimum the indicators shall include Power On, Charger High/Low and Battery
Fail. Manual controls shall be provided for battery test, reset and lamp test.
Each switchroom shall be provided with minimum two off smoke detectors, actual
number and location shall be indicated on the Project Drawings.

Minimum two off spare volt free fire alarm contacts shall be provided for interfacing the
FIP to the PLC and SCADA system.
Manual call points shall be located at each exit and wired to the associated networkable
FIP. Manual Call Points located internal to Switchroom shall be to AS 1603.5. MCP’s
shall be surface mounted. All cable penetration to manual call points shall be bottom
entry.
The networkable FIP shall be constructed to AS1670, AS1603.4 and AS1428.1. They
shall be capable of a minimum of 8 inputs, 8 outputs and a redundant path network
module suitable for Category 6 Copper and incorporate Emergency Warning facilities to
AS2220.

The FIP shall have direct control over the local protection area. Any warning alarm,
trip, fault or isolation condition displayed on the FIP shall be relayed through volt-free
contacts rated 24VDC to the local PLC control system.
Facilities shall be provided at the FIP’s for Emergency Warning System functions.
A communications interface shall be provided on the FIP to connect to the PLC control
system via MODBUS TCP/IP using Category 6 cable. The information available from
the FIP over this communications link as a minimum shall be fire zone status and
detector status.
The FIP shall be fed from a UPS or the essential power supply for the building.
Backup power supplies shall be housed within the FIP and consideration shall be
provided for the total requirements of the Fire Alarm system and the Emergency
Warning system in the power supply calculations.
Interface devices shall be of the plug in type and shall be software identified with
respect to their type. Any 24V power supply required to power interface devices shall
be monitored for open and short circuit with suitable protection devices to ensure
integrity in the event of a short circuit on the power supply cabling. A single open
circuit on the 24V power supply loop shall register as a fault on the FIP.
Smoke detectors shall be low profile, plug in photo optical analogue addressable type
and shall be in compliance with AS1603.2.
Smoke detectors shall be fitted with a LED indicator which shall operate when the
device enters an alarm state and shall be fed from a UPS or essential power supply DB.
The system shall consist of a highly sensitive laser based smoke detector complete with
an aspirating fan and filter connected to a network of pipe and sampling points and
detector displays.
The system shall be modular in design and the detector shall be monitored by a display
dedicated to a specific detector to show a visual representation of smoke levels detected
by a particular detector.
The VESDA shall be of a type designed, manufactured and tested to comply with
AS1603.
Independent high intensity alarm indicators for Pre-Alarm and Fire (Alert indicated
by the Pre-Alarm LED flashing) corresponding to the alarm thresholds of the
detector

The unit shall be equipped with configurable relays for signalling alarm and fault
conditions. Initial settings for the alarm levels shall be determined by the requirements
of the fire zone. Default settings of the unit shall be:
The detector fault relay shall be connected to the addressable interface device located in
the FIP in such a way that a detector fault would register a fault condition on the FIP.
The fault relay shall also be connected to the appropriate control system.
The VESDA System shall be powered from regulated 24V DC supply from the FIP.
The response time for the least favourable sampling point in the system shall not exceed
90 seconds. The system shall be balanced so that the volume of air drawn from the last
sampling point shall not be less than 60% of the volume from the first sampling point.
The main sampling pipes shall be grey/white of the PVC electrical conduit type and
comply with AS 2053. All conduits shall be of 25mm nominal diameter, and shall be
identified as a 'Fire Detection Sampling Pipe' at intervals not exceeding 600mm for the
entire length.
All changes of direction shall be made with long radius bends. The far end of each trunk
or branch pipe shall be fitted with an end cap and drilled with a hole or holes normally
of 2mm diameter, or otherwise appropriately sized to achieve the performance as
specified and as calculated by the system design.
All joints shall be air tight and made by using solvent cement, except at entry to detector
mounting box. All pipe work shall be supported at not less than 1200mm centres.
Sampling is not required from switchboard compartments including cable zones. Each

sampling point shall be identified in accordance with AS 1670. Due regard shall be
given to AS 1670 and local regulations in relation to the number of sampling points and
the distance of the sampling points from the ceiling or roof structure.
The VESDA panel and FIP shall be located in the LV switchroom where a building
contains both HV and LV switchrooms.
4.5.5 Sounders
Each switchroom shall be fitted with 2 off indoor PAGA (Public Address and General
Alarm) Speakers to provide audible alarms via the SCADA system. The PAGA system
and Speakers shall be designed to comply with AS1670.4 to satisfy the requirements of
AS1670.1 for sound system for emergency purposes.
Each PAGA speaker shall be wired to a separate local PLC input channel. Wiring from
the PAGA Speakers to the PLC Control Panel shall be of minimum type WS51W in
accordance with AS1670.4. PAGA speakers shall be of the type accepted by QUU.
5.1 GENERAL
The switchroom shall be supplied complete with a supporting structure. The structure
shall be designed as prefabricated modules to minimise site erection requirements.
The supporting structure shall be designed for equipment loading as specified by the
Contractor. The structure shall be designed to support any extra loading such as air
conditioning ducts, false ceiling, cable trays, lighting fixtures, and piping. All general
permanent and imposed loadings shall be in accordance with AS1170, Building Code of
Australia, the project Structural Design Criteria including wind loads and earthquake
loads, AS3711-4 and project specification for design requirements for transportation
and lifting of equipment.
5.3.1 Foundations
The Contractor shall provide steel support posts for switchroom at an elevation of 2.1m
to underside of the building sheet flooring unless specified otherwise in the Project
Documentation. All stairs and landings shall be designed for this height. Steel support
posts shall be hot dipped galvanised.
Structural steel design shall comply with the relevant Australian Standards including
AS4100 and the project specification for structural steelwork and protective coatings.
This includes fabrication, erection, welding and protective coatings requirements. Stairs
and landings shall be provided at the access doors and shall be designed by the
Contractor in accordance with AS1657.
All connections and or fixtures shall not affect the sealed integrity of the switchroom
building. To avoid clashes with cable ladder below the switchroom, no support column
cross bracing shall be used and support columns shall be dimensioned accordingly.

All required brackets and fixings shall be provided. All bolt holes shall be predrilled
prior to delivery and sealed as defined in this specification. All equipment loaded on the
switchroom floor prior to shipping shall be adequately supported, restrained and
covered to avoid damage during transportation.
All openings in walls, floors and roofs for equipment, ducting, conduits, doors, and
other purposes shall have structural frames and shall have an air-tight, water-tight, and
incombustible seals.
Cold form sections can be used for steel framing. If adopted, they shall be designed and
constructed in accordance with the requirements of AS/NZS 4600 and all associated
reference codes.
Joints shall be performed by using MIG/TIG or contact fusion (spot welding) methods.
Connections of cold form sections to rolled steel sections may be achieved by welding
or bolting. Alternative fastener systems shall be submitted for acceptance by QUU prior
to commencement of fabrication.
Where the floor is supporting heavy switchgear panels, HV cable termination boxes or
similar steel joists shall be spaced to match the edge of each panel.
Switchroom bases exceeding 15m long may be fabricated in pieces and bolted or
welded together after galvanising.
Cable penetrations through the floor shall be clear of obstructions. The penetrations
shall be long enough to accommodate the future extensions to the switchgear and
switchboards (20% spares shall be allowed for).
The steel support frame for the building, including the ceiling supports, shall be
effectively earthed to the base frame.
Surface protection and colour requirements shall be provided according to the TMS76
Corrosion Protection for Electrical and Mechanical Equipment and Structures.
All finished work shall have corrosion-proofed surfaces or, alternatively, be fabricated
using corrosion free materials.
The base shall be hot dipped galvanised with all surface roughness eliminated. Areas
where galvanising is removed and cannot be rectified by hot dipping shall be sand
blasted and have two coats of cold galvanising applied.
Alternative systems of corrosion proofing, such as epoxy coating, may be submitted for
acceptance by QUU. Where an alternative system is proposed, construction shall not
commence until QUU’s acceptance has been obtained of the product performance test
results.
External walls shall be clad with shallow profile “Colorbond” steel sheeting. All joints
and connection shall be weather proof sealed and allow for a vermin seal.
Internal wall and ceiling lining shall be steel sheeting, colour white or off-white.
Support framing shall be incorporated where required, (internally within the wall frame
system) to cater for attachment of electrical equipment.
Insulation to be 75mm fire resistant Mineral Wool. Reflective foil sarking shall be
provided.
All penetrations shall be flashed and sealed to prevent the ingress of air, dust or water.
Wall and ceiling panels shall feature exterior and interior metal skins with an insulation
core of 50mm minimum thickness. Metal skins to be 0.48mm Colorbond sheet installed
for external walls and 0.42mm Colorbond sheet installed for internal walls and fixed at
centres no less than 200 mm apart. All metal skin exterior and interior wall and ceiling
cladding shall be earthed.
The metal skins shall be “Colorbond” steel coated with white vinyl on internal surfaces.
No windows shall be installed in the walls, and personnel entrance shall be through two
(2) outward opening doors. This entrance shall be at the opposite end of the building
from the equipment access door. The exterior colours shall be Colorbond Wilderness
green.
5.3.6 Roof
The roof shall be a raft style platform with galvanised sections used as perimeter
members and joists.
The roof shall be of similar construction to the walls including two hours fire rating.
Falls shall be in accordance with the cladding manufacturer’s recommendations.
All joints shall be sealed such that water and vermin ingress is not possible
Provide pre-cut notched eaves flashing and bird and vermin-proofing as necessary
Project sheets 50mm beyond the wall at discharge end
Provide purpose-made ridge fillers of closed cell polyethylene
Close off ribs at bottom of sheets by mechanical means or by purpose-made fillers
or end caps.
Finish off along ridge and verge lines with purpose made ridge capping or barge rolls.
All laps and seams in the roofing shall be sealed using appropriate flexible sealant.
Where end laps are unavoidable and the sheet profile is not suitable for interlocking or
contact end laps, construct a stepped type lap as recommended by the cladding
manufacturer’s recommendations.
5.3.7 Stormwater
The roof shall include gutters and downpipes to finished ground level for connection on
site to the site storm water drainage system.
Steel doors and frames shall be constructed and fire rated in accordance with AS1530,
AS4100 and Building Code of Australia. Doors shall be fire rated for 2 hours unless
specified otherwise in the Project Documentation.
Fixing to prepared openings shall be with countersunk flush or concealed screws not
less than 4mm diameter at 600mm maximum centres into the frame members of the
metal structure.
Where the frame includes a threshold member, provide a self-draining section with anti-
skid surface.
Where necessary to make a neat junction between the frame and the opening, provide
and fix architraves or similar mouldings consisting of compatible sections matching the
frame material.
Make suitable provision for fixing the hardware specified for the relevant doorset
including hinges and locksets. Mount strike plates, locksets, flush bolts and the like
flush with the face of the frame. Provide suitable cut-outs and fixing cleats.
Access/exit doors shall be provided for each switchroom and shall be sized and located
as per the Drawings. One leaf of the double door set shall be used for access/exit the
other may be held in place with tower bolts.
Doors shall be equipped with panic bolt release bars and shall open outwards to a free
exit area. Doors in switchrooms shall be provided with heavy duty locks. External and
internal door locks will be swipe card type and actual part number advised by QUU.
External doors shall be constructed with a high-density foam core sandwiched between
Colorbond metal sheeting of 0.5-mm minimum thickness.
Internal access doors may be of hollow core construction. These doors shall open in
either direction and be fitted with a window made from safety glass.
All doors shall be fitted with automatic self-closing mechanisms. Facilities shall also be
provided to hold the doors in the open position.
5.3.9 Floors
The wearing floor surface shall consist of CFC with a minimum thickness of 15 mm.
The floor shall be covered with 2-mm thick seam welded industrial vinyl. The room has
pressure sealed walls with a gutter edge mounted to the floor.
The vinyl flooring shall be protected from damage with temporary ply wood sheeting or
equivalent, fixed down so as to not cause a trip hazard. The temporary protective
sheeting shall cover the entire exposed floor and shall be installed immediately after
vinyl floor is laid. The building shall be delivered to site with protective sheeting
remaining in place and sheeting will not be removed until after building site testing is
completed.
Cable openings for switchgear and switchboards extension cable entry shall have
removable panels fitted. The panels shall be made from the same material as the
flooring and covered with the same coating material as the floor. The panels shall be
fixed in place with countersunk screws.
Galvanised support brackets shall be fitted into the opening to carry the panels. If
support brackets are used they shall be designed to support the final weight of the
intended panels, cables and electrical equipment.
Alternatively, 4 mm aluminium checker plate may be used to fill the holes. The top of
the checker plate is to be level with the top of the floor.
Generally internal floors shall be constructed from CFC sheeting screw fastened to
supporting joints but areas of high points or impact loads shall be excluded. Alternative
floor systems may be submitted for acceptance by QUU prior to commencement of
fabrication. All flooring shall be designed to withstand loading from lifting, transport,
in-service conditions and removal/installation of equipment insitu.
The switchgear Contractor shall supply electrical equipment loading and cable
termination floor opening requirements as applicable. The internal floor shall
incorporate cable termination cut-outs clear of structural floor beams. The floor support
structure shall also be designed to support below floor suspended cable ladders, which
shall be installed on site. All cable entries will be from the underneath of the building

and through cable glands, which will have at least 20% spare capacity and give weather
and fire proof seals after cable installation are completed on site by the Contractor.
All floor/wall/roof joints shall be fully sealed water and vermin/insect tight. Surface
finish shall be 2mm thick heavy-duty sheet vinyl, colour light grey applied and fixed in
accordance with the manufacturer’s recommendations.
CFC Sheeting (and vinyl covering) below permanent equipment cabinets shall be cut
out and the cabinets fully fastened and sealed to the surrounding floor, with edge
trimmers as required.
External floors shall be constructed from galvanised web-forged steel floor grating.
Expanded galvanised mesh shall be attached to the underside of the floor grating to
ensure small object cannot be dropped into area below.
Floors shall be 2 hour fire rated unless otherwise in the Project Documentation.
For Structures Covered by the BCA, AS/NZS 1170.0-2002 requires the design loads
to comply with the annual probability of exceedance as given in the BCA. For these
structures the relevant requirements of the BCA shall apply where they are more
severe than the values given in the table above.
Earthquake loads shall be obtained from AS/NZS 1170.4, AS/NZS 1170.0, Seismic
Security of Power Systems ND/S/-01 (ESAA, ESC158 January 1994), the Substation
Seismic Design Application Guide ND/S/-02 (ESAA,ESC156 September 1994) and
QUU project structural design criteria.
The annual probability of exceedance and the probability factor (kp) for earthquake
loading shall not be less than that shown in the table below: of
For structures covered by the BCA, AS/NZS 1170.0-2002 requires the design loads
to comply with the annual probability of exceedance as given in the BCA. For these
structures the relevant requirements of the BCA shall apply where they are more
severe than the values given in the table above.
6 BUILDING SERVICES
6.1 COOLING
The Contractor shall design, supply, install and commission electrically operated,
N+1 redundant refrigerated closed circuit split system reverse cycle HVAC units.
The HVAC system shall be designed to maintain the internal room temperature at
24°C with all the installed electrical equipment operating (maximum heat dissipation
of the switchgear, speed drives and other electrical equipment) and ambient
temperature of 45°C, when one HVAC unit is not working.
The air conditioning system shall be designed for, and maintain an internal
temperature of 24°C + 1.5°C dry bulb based on the following design assumptions:
Occupancy of 1 person/10m2
Internal lighting load of 11 watts/m2
The maximum thermal loads of electrical equipment supplied by the
switchgear Contractor
Heat Load calculations shall be submitted together with:
Type, model, catalogue number of the unit for which the calculations pertain
Nominal Cooling capacity in kW
Nominal Heating capacity in kW (reverse cycle and/or heating element)
Electrical energy consumption in kW
Weight, overall dimensions of the unit(s) and layout sketch showing
location and
Mounting.
Air conditioner condensers shall have a pad lockable local isolator of appropriate
voltage and current rating. Local isolators shall be supplied loose packed for site
installation by others.
Each air conditioning unit shall have a faulted volt free output contact available for
monitoring by the local PLC control system. After a power failure all the HVAC
units must automatically restart (without operator intervention) when power is
restored to the switchroom building.

Wall mounted equipment seals shall be provided to prevent ingress of dust and
moisture.
The condensers shall be suitable for outdoor installation and operation. If the air
conditioners condensers are mounted separate to the air conditioners then they shall
be mounted on concrete plinths next to the switchroom with anti–vibration rubber
feet.
Location of the condensers and associated pipework shall not interfere with the
location of cables and cable supports under the switchroom and shall be located and
installed in such a manner so as to minimise exposure to H2S gas.
Condensers shall be supplied loose packed within the switchroom for site installation
by others.
Provision shall be made for pipe work and cabling to the condensers to be supplied
within the switchroom wall cavities for site connection and plumbing.
On reverse cycle units, the Contractor shall ensure the refrigeration circuit includes a
reversing valve, accumulator and check valve, plus additional refrigeration pipework
to bypass the drier on reverse cycle operation.
The Contractor shall install console units fixed in place, levelled and restrained.
Plumbing and electrical connections at the units shall conform to the sites local
codes.
Air conditioning units shall be secured to prevent vibration and noise into the
building.
7 SAFETY EQUIPMENT
A portable wall mounted dry type fire extinguisher shall be provided at each end of
the switchroom. The fire extinguishers shall be located inside the rooms, adjacent to
the entrances. Each fire extinguisher shall be a 4.5-kg type suitable for electrical fires
and have operating instructions on the cylinder.
A switchboard recovery safety kit shall be installed on an inside wall adjacent to the
double external entrance to the LV switchroom.
8 FURNITURE
The following items shall be provided in both the control room and the switchroom
as a minimum or as detailed in the layout drawings:
9 SIGNS / NOTICES
All signs and notices shall meet the requirements of AS3000 and AS2067.
All switchroom building doors shall have labels fitted to indicate that the building is
a restricted area.
Danger signs, in accordance with AS/NZS 3000 and the requirements given in AS
1319, shall be fitted to each door providing access into the switchroom including
internal doors.

Above the LV switchboard recovery kit is to be a sign showing the location and the
correct operation of the kit.
QUU shall be entitled to witness all routine tests and at least ten (10) business days
notice given to QUU of the Contractor’s intention to execute the tests. The
Contractor shall prepare a comprehensive FAT Plan. QUU shall have accepted the
FAT plan before the actual testing activities can commence.
After assembly of the complete building, the Contractor shall perform the following
tests to ensure proper functioning of assemblies and systems:
Unless specified otherwise in the Project Documentation all electrical and control
systems equipment shall be fully installed and tested before delivery of the building to
the QUU site. This requires that all equipment is installed in the building and inter
panel wiring between equipment is installed and terminated and temporary power is
provided to the building for testing purposes. The software configuration files to
PLC’s, VSD’s etc shall be loaded to facilitate a thorough hardware and software factory
acceptance test.
The testing shall be undertaken strictly to the QUU accepted FAT Plan. Refer to
TMS1202 Control System Implementation for Network Assets Technical Specification
for other requirements for the FAT. The postponement of FAT of any item to after the
building is delivered to site is not accepted unless formally agreed to in writing by QUU
prior to contract award.
The Contractor shall be responsible for preparation for shipment including: packing,
protection, preservation, labelling and marking of all items.
The Contractor shall deliver any structural steel that may be required to be fitted to the
footings prior the installation of the switchroom to site two weeks prior to switchroom
delivery.
Any equipment within the switchroom that may be damaged during transportation shall
be removed, packed and shipped separately to site. Components in switchboards that are
rackable shall be removed from the switchboard enclosure for transport, unless
recommended otherwise by the equipment manufacturer.
The Contractor shall provide adequate temporary bracing for the roof and wall
structures to prevent damage during shipment. Switchroom floors shall be covered with
plastic sheeting prior to transportation to prevent dust, moisture and vermin ingress
All equipment installed in the building shall have been fully tested and inspected prior
to packaging. No packaging activities shall commence without the prior consent of
QUU. QUU shall be notified of the dates of packaging with sufficient notice to allow
attendance for completion of inspection and release certificates without affecting the
required delivery schedule.
The Contractor shall identify the exact requirements of the lift and the weight to be
lifted. The supervision of the lift shall be coordination between the Contractor and
QUU’s representative.
12 INSTALLATION
The Contractor shall apply for all building approvals from the relevant authorities.
Installation shall be carried out to the site specific requirements of QUU and TMS1200
Electrical Installation - Technical Specification.
All foundations shall be installed prior to the switchroom arriving on site. The
switchroom shall be unloaded from the truck and placed onto the foundations. All
external connection work for the electrical systems, air conditioners etc shall then be
carried out.
Cladding and access gates around the foundations shall be supplied and installed by the
Contractor after the switchroom is lifted into place. A minimum two (2) off security
lockable access gates shall prevent unauthorised access to the underside of the
switchroom building.
13 DOCUMENTATION
The Contractor shall provide the documentation specified in the Project Documentation
with the Tender submission. Unless specified otherwise The Contractor shall provide a
concept floor plan layout showing main equipment arrangements and elevation
drawings. Building overall dimensions shall be provided on the drawings along with an
equipment list of major items included in the offer.
After the award of the Contract, the Contractor shall supply the documentation specified
in the Project Documentation for the Contract. The information shall be supplied in the
time specified in the Schedule and in the format specified. Switchroom building
manufacture shall not commence until the design documentation related to the building
has been accepted by QUU
All drawings and documentation issued for construction shall be approved by an RPEQ
Engineer of the engineering faculty relevant to the drawing or document contents.
13.3 DRAWINGS
The Contractor shall submit design drawings detailing the building construction. This
shall include but not limited to the following:-
Shop drawings
Floor Plan
Elevation Drawings
Section Drawings
Schematics
Termination Diagrams
Installation Details
The Contractor shall submit documentation which demonstrates that the building
construction requirements are being met.
Where switchroom building 'Layout' drawings are issued by QUU with the Project
Documentation, they shall be used as a guide only; the Contractor shall remain
responsible for the detail design of the building and shall produce workshop and other
detail design drawings.

Equipment lists shall detail the equipment type and quantity of every item of equipment
being installed in the building. This shall include all minor equipment such as doors,
lighting, door furniture, etc.
Label lists shall be provided for all labels indicating label text and text size as well as
label overall dimensions, colour, material and fixing method.
13.6 MANUALS
The contractor shall provide Operations and Maintenance (O&M) Manuals for all
equipment associated with the building. This includes two (2) hard copies and one (1)
electronic copy in pdf format on DVD. The O&M manual must be provides within five
(5) business days after the building FAT is completed.
The Contractor shall provide the O&M manuals in compliance with SEQ Water Supply
and Sewerage Design & Construction Code (SEQ WS&S D&C Code). The hard copy
manuals shall be neatly presented in 2 ring binders, where hole punching is not suitable

or the manual is not provided with supports the manual is to be restrained by use of

manual shall be protected in individual plastic pockets. A maximum of two single sided
sheets shall be placed back to back in each pocket, allowing them to be read without
removal from the pockets.
Each folder shall have the following identifying information on the front cover giving

All files shall be in one of the following formats to allow QUU easily reprint portions or
all of the O&M Manual.
The following minimum information shall also be provided in the O&M manuals:-
Equipment schedule detailing the make, model and number of all separate items
of equipment within the building. This shall describe exactly the equipment
installed, including which manufacturer’s options and accessories are included;
Vendor generic manuals shall be modified with strike thru text or highlighted text by
the Contractor to indicate the actual equipment supplied and information contained in
the manual must be specific to the equipment supplied.
