Dear Chairman Steil, Ranking Member Morelle, Chairman Guest, and Ranking Member Wild,
On December 13, 2023, Congressman Eric Swalwell reserved a space in front of the Capitol that is
made available to Members for press events. Shortly after 9:30am, Hunter Biden arrived at the site and
proceeded to address the media with Congressman Swalwel silently standing behind him.
In today’s Washington Examiner, “Biden’s surprise press conference was added to the Capitol’s event
schedule but was listed as being organized by Rep. Bric Swalwell without any mention of the president's
son's appearance, Swalwell appeared alongside Biden as he gave his remarks, and the two were also
flanked by entertainment lawyer Kevin Morris, who lent Biden money to pay off his debts.”
In today’s Politico, Congressman Swalwell confirmed ... that he reserved the ‘Senate Swamp’ ~ a spot
mere feet from the Capitol that often hosts press conferences — for Hunter Biden's dramatic remarks.”
Also scheduled for 9:30am was Hunter Biden’s deposition before the House Committees on Oversight
and Judiciary. He did not attend this legally required event, and, as a result, he is in the process of being
held in contempt of Congress.
By all appearances and reporting, the media space reservation by Congressman Swalwell — a member of
the Judiciary Committee — was intended solely to allow Hunter Biden to fail to appear before these
committees, publicly announce his refusal to comply with a dually-issued subpoena, and be in contempt
of Congress. This would also appear to be a violation of Radio-TV Correspondents Gallery Rules.
‘This inquiry is seeking guidance from relevant committees to determine the extent of any and all
potential violations of the Code of Official Conduct or House Rules.
