CONSTITUTION AND BY-LAWS OF THE RURAL IMPROVEMENT

CLUBS (RIC) FEDERATION OF CAGAYAN

PREAMBLE

We believe that women should be an active economic partners and should play a
vital role in community development in the process of nation building.

We are aware that as home managers, in our hands lie the life and future of our
family which is the basic unit of our society and as such, we would unite and organize
ourselves, bound by one goal: “ Better Homes and Community Life Through Women’s
Participation”.

We realize that a vigilant organization dedicated to the achievement of this goal


could be a great help in its attainment.

We, therefore home managers all of legal age, Filipinos, bound by common interest
and under the guidance of the Department of Agriculture thru the Office of the Provincial
Agriculturist voluntarily associate ourselves together in forming this voluntary, civic, non-
sectarian, non-political, non-profit organization to be registered as a non-stock
organization under the laws of Republic Act of the Philippines.

AND WE HEREBY CERTIFY:

ARTICLE I

NAME AND PRINCIPAL OFFICE

SECTION 1 - That the name of the organization shall be the Rural Improvement
Clubs Federation of Cagayan or RIC Federation for brevity.

SECTION 2 - That the principal office of the organization shall be at the Office of
the Provincial Agriculturist – Farmers’ Training Center, Provincial Farm School and Agri-
Tourism Center, Barangay Anquiray, Amulung, Cagayan with email address:
opacagayan02@gmail.com.

ARTICLE II

OBJECTIVES

SECTION 1. To promote mutual cooperation of all the Municipal Rural Improvement


Clubs throughout the province which are organized by FHRM/RIC
Coordinators/leaders of the Office of the Provincial Agriculturist, the Department of
Agriculture-RF02 and the Office of the Municipal Agriculturist.

SECTION 2. To encourage activities generally towards the improvement of the


member’s family and the community welfare.

SECTION 3. To promote unity, peace, love and camaraderie among women of our
province, our country and that of the world.

SECTION 4. To implement rural development programs and projects of the Office of
the Provincial Agriculturist, Municipal Agriculturists and the Department of
Agriculture – RF02.

SECTION 5. To be a partner of the Provincial Government and the Department of


Agriculture RF02 in communicating and implementing Farm and Home Resources
management throughout the province.

SECTION 6. To coordinate and establish linkages with other government agencies


and non-government organizations (NGO’s) and private sectors in the
implementation of programs and projects relevant to the upliftment of the rural
families.

SECTION 7. To accept donations, grants, contributions, financial and other legal


contributions intended to benefit the organization and its members subject however
to the review and approval by a majority of the Board and to enter into legal
contracts for services of whatever nature, in order to carry out the foregoing
objectives.

SECTION 8. To purchase, acquire, hold or otherwise deal in real or personal


properties necessary for the operation of the organization to carry out its objectives
and generally, to perform all and everything necessary and proper to the attainment
of the purposes set forth or incidental to carry out the objectives and purposes of
this organization.

ARTICLE III

OFFICIAL SEAL, PIN, BANNER AND MOTTO

SECTION 1. OFFICIAL SEAL The organization shall officially adopt the national RIC
Seal which shall appear on stationaries, programs, pamphlets and other
paraphernalia of the organization. The seal shall be made up of three concentric
circles. The outermost circle bears the words RURAL IMPROVEMENT CLUBS OF
THE PHILIPPINES, and shall be placed in yellow color with a green background. The
middle circle shall contain the words, HOME, FAMILY, COMMUNITY in green and
yellow background. The innermost circle shall appear a silhouette of a mother in
Filipino costume with a child and a nipa hut, the silhouette is to be green in color
with white background.

SECTION 2. OFFICIAL PIN. For distinction, the members should adopt a club pin to
be bought by them at a price to set by the BOARD as additional source of funds. Said
pin is to be worn during all RIC activities and shall be pinned of the upper part of the
logo or on the right collar.

SECTION 3. OFFICIAL BANNER - There shall be a provincial, municipal and


barangay banners for organization identification purposes. The seal of the RIC OF
THE PHILIPPINES, shall appear in all banners.

For the provincial banners, the name of the province shall appear at the bottom of
the banner and shall measure 22”x34”. It shall be made of green felt materials with
yellow letters to follow the Department of Agriculture 0fficial colors.

Rural Improvement Club in the municipalities and barangays must have local RIC
Banners.

For the municipal banner, the name of the municipality shall appear at the bottom of
the banner.

For barangay banner, the name of the barangay shall appear at the bottom of the
banner.

All banners shall have yellow tassels to match the shade of the lettering.

SECTION 4. OFFICIAL MOTTO – The organization shall have for its motto “ BETTER
HOME FOR BETTER FAMILY LIVING”

ARTICLE IV

MEMBERSHIP

SECTION 1. Membership shall compose the following:

a. Officers and members of all Rural Improvement Clubs through-out the province.

b. All agricultural technologists of the Office of the Municipal Agriculturist,


personnel of the Office of the Provincial Agriculturist and Department of Agriculture
RF02 who are involved in the program shall be ex-officio member.

c.) Honorary and lifetime members are decided by the majority of the RIC Provincial
BOARD in special meeting held for the purpose. Honorary members are those
considered who have given or devoted their time, talent, efforts and meritorious
contribution to the Provincial, Regional or National RIC.

d.) Lifetime members are those who are members of RIC for FIFTEEN (15)
consecutive years including past national, regional and provincial presidents and
Department of Agriculture personnel whose love for RIC has been in their past life
and works.

ARTICLE V

AFFILIATION AND REGISTRATION

SECTION 1. The Rural Improvement Clubs Federation of Cagayan may affiliate


itself with local, regional national and international organizations with parallel
objectives as those of the Rural Improvement Clubs provided that the same is
approved by a majority vote of its Provincial Board.

SECTION 2. The Rural Improvement Clubs Federation of Cagayan may accept local
clubs as Homemakers Club or any women organization who may desire to affiliate
with the Rural Improvement Clubs of the Province, provided that their objectives
are also parallel or in consonance with the RI Federation and that the registration
and affiliation fees are paid for which shall be agreed upon by the Provincial RIC
FEDERATION BOARD.

ARTICLE VI

DUES

SECTION 1. An Annual National Affiliation Fee of One Hundred Pesos (P 100.00)


per city/municipality shall be paid.

An Annual Regional Affiliation Fee of Twenty-Five Pesos (P 25.00) per


local/barangay club shall be paid.

An Annual Provincial Affiliation Fee of Twenty-Five Pesos (P 25.00) per


local/barangay club shall be paid.

A membership fee of Fifty Pesos (P50.00) and annual fee of One Hundred
Pesos (P 100.00) per member shall be paid.

SECTION 2. The Provincial RIC Federation BOARD is hereby authorized to adjust, by


a majority vote of its members, the schedule of fees set forth under Section 1 hereof.

ARTICLE VII

THE PROVINCIAL RIC FEDERATION BOARD

SECTION 1. There shall be a Provincial Rural Improvement Clubs Federation


BOARD which shall be the COORDINATING and POLICY MAKING BODY of the Rural
Improvement Clubs of the Province. There shall likewise be an RIC EXECUTIVE
COMMITTEE whose members shall be elected from among the members of the
Provincial BOARD which shall be vested with GOVERNING and EXECUTIVE
FUNCTIONS.

SECTION 2. - The Provincial RIC Federation BOARD shall consist of THE ELECTED
PRESIDENTS AND VICE PRESIDENTS from each Municipality RIC Federation.

SECTION 3. - The immediate past president of the Provincial RIC Federation


BOARD shall automatically be an ex-officio member of the BOARD WITH VOTING
POWER.

SECTION 4. - A legal counsel shall be consulted in by the RIC Provincial Federation


BOARD whenever necessary.

ARTICLE VIII

QUALIFICATIONS OF OFFICERS

SECTION 1. -She must be of good moral character and with proven leadership in
the field of women’s program.

SECTION 2. - She must be a Municipality/City RIC President elected from among


the members of their respective local clubs.

SECTION 3. - She should be a bonafide member of at least one year of the


Municipal Rural Improvement Clubs.

ARTICLE IX

ELECTION OF OFFICERS

SECTION 1. -The elected Presidents and Vice Presidents of each Municipality/City


shall automatically be members of the Provincial RIC Federation BOARD.

SECTION 2. - The Provincial RIC Federation BOARD shall elect from among the
members the following Officers: 1 President, 1 Executive Vice President, 3 District
Vice Presidents, 1 Provincial Treasurer, Provincial Information Officer (PIO) and
Auditor and 3 Business Managers. The Secretary and Assistant Secretary shall be
appointed by the President among the members of the Board.

SECTION 3. - The selection of the Provincial Officer shall be by secret balloting and
voted by the members of the Provincial RIC Federation BOARD.

SECTION 4. - Election of officers for the next two (2) years shall be presided over
by the incumbent President or in her absence or incapacity, by the Vice President
for three (3) consecutive terms.

SECTION 5. - No members of the Provincial RIC Federation BOARD shall be


elected to any office at the Provincial level if the affiliation fee of all the barangay
clubs in the municipality where she belongs has not been received and certified by
the Provincial RIC Treasurer.

SECTION 6. - Any proxy authority elections can vote but cannot be voted upon as
officer.

ARTICLE X

TERMS AND APPROVAL FROM OFFICE

SECTION 1. -The term of office of each officer shall be two (2) years subject to re-
election or reappointment for another term. At the end of three (3) consecutive
terms for the same office, no officers shall be re-elected to the same position until
after the lapse of one full term.

SECTION 2. - In the event of the death, incapacity or resignation of the President,


the Vice-President shall take over and shall serve the unexpired term. In case of
incapacity of the Vice President, the Provincial RIC BOARD shall elect her
replacement by secret ballot at a meeting called for the purpose.

SECTION 3. - In case of vacancy among the other Officers, the Board shall then
accept the recommendation of the Municipal RIC Federation Board where said
officer comes from and the recommendee will have to serve the unexpired portion
of the term.

SECTION 4 - No member shall hold more than one elected office at the same time.

SECTION 5 - REMOVAL FROM OFFICE

A. Any officer of the ORGANIZATION may be removed from office on the grounds
and in the manner provided by law, or by withdrawal of appointment in case of
Secretary and Assistant Secretary or by impeachment in case of President and
other Officers elected from the Provincial Board.

B. Removal by withdrawal of appointment may be made by the President and it
shall be effective upon complaint duly sworn by any member of the Provincial
RIC Federation BOARD after due process, and with the concurrence of a majority
of the BOARD members actually taking part in the deliberations if the case
provided that quorum is present.

C. Removal by impeachment may be initiated by any member of the BOARD for


inactivity, conviction of crime involving moral turpitude, culpable violation of
the RIC constitution and by-laws and such other serious grounds as the BOARD
may, by policy statement, determine from time to time. No impeachment shall be
effective unless the following procedures are complied with.

1. A verified complaint stating the facts and circumstances of the grounds relied
upon is filed with the Provincial Federation BOARD.

2. Upon filing thereof, an ADJUDICATION COMMITTEE shall be created. This


committee shall be composed of three (3) members from the BOARD - one
chosen by the complainant, one by the respondent, and the last, who shall set
as chairman shall be chosen by the Provincial Federation BOARD.

3. The committee shall require the respondent to answer the complaint within
ten (10) days from receipt of the complaint. The committee may then
proceed with a trial or by agreement of the parties, decide the matter on the
basis of all documents presented.

4. The committee shall decide within fifteen (15) calendar days from the time
the issue is deemed submitted for decision. Such decision shall be subject to
ratification by two thirds (2/3) vote of the members of the Board.

ARTICLE XI

DUTIES AND RESPONSIBILITIES

SECTION 1 - PRESIDENT

a.) It shall be the duty of the President to preside all meetings, appoint
committee chairperson and other appointive officers as provided for in the
constitution and by-laws, call special meetings and perform other duties pertaining
to the office.

b.) The President shall be the official representative of the BOARD and shall
designate the Vice President in case of her inability to act in her absence.

c.) The President shall be at the same time be the chairperson of the
internal/international affairs committee, and as such will coordinate activities with
other national/international women association/institution, monitor and report all
locally/ nationally funded projects, and look for local/national o foreign funding.

SECTION 2 - EXECUTIVE VICE PRESIDENT

a.) She shall act in behalf of the President in case of the latter’s inability or absence

b.) She shall assist the President in the performance of the latter’s functions, duties
and responsibilities.

SECTION 3 - DISTRICT VICE PRESIDENT

a.) It shall be the duty of the District Vice President to assist the President in all
duties assigned to her most especially in their respective districts.

b.) That the District Vice President take over the duties of the President in case of
absence or inability to do so with respect to their districts.

c.) The District Vice President assist the President in monitoring and evaluating
projects and activities in their respective areas of responsibilities within their
district of assignment. They shall collect reports and submit the same to the
President during the scheduled regular meeting.

SECTION 4 - SECRETARY

It shall be the duty of the Secretary to keep accurate records of the proceedings
of meetings and all reports and documentations to include for the Provincial
Federation Board and take care of all correspondence.

SECTION 5 - ASSISTANT SECRETARY

It shall be the duty of the Assistant Secretary to assist the Secretary and to
perform the duties of the Secretary in her absence.

SECTION 6 - TREASURER

a.) It shall be the duty of the Treasurer to keep accurate accounts of the Provincial
Funds, pay outstanding bills, and take care of supplies and properties of the
Provincial Federation Board. She will receive dues from the Municipal RIC Board
at the time of registration. The funds shall be deposited in and withdrawn from
reliable bank under joint signature of the President and the Treasurer and
FHRM/RIC Coordinator. The records of accounts shall be attested by the Auditor
and approved by the President prior to each meeting.

b.) The Treasurer shall render her financial reports in every meeting of the
Provincial Board. She maintains separate accounts for each funds received as
grants, endorsement, donations, convention, fund raising, general funds and
membership.

SECTION 7 - ASSISTANT TREASURER

It shall be the duty of the Assistant Treasurer to assist the Treasurer at all times I
the discharge of the latter’s function and to perform the duties of the Treasurer
in the latter’s absence.

SECTION 8 - PROVINCIAL INFORMATION OFFICER (PIO)

It shall be the duty of the PIO to serve as a liaison officer of the organization in
the dissemination of information that may benefit the association.

SECTION 9 - BUSINESS MANAGER

It shall be the duty of the Business Manager to manage the financial concerns of
the association, plan and implement activities to augment financial resources
and perform such functions as may be assigned to her from time to time.
ARTICLE XII

COMMITTEES

SECTION 1 - The President is empowered to appoint the chairperson of each


committee and in turn, the chairperson shall appoint her vice –chairperson and
members of her committee from among the members of the Provincial Federation
BOARD municipal/barangay RIC level.

SECTION 2 – The Working Committees:

a.) FINANCE COMMITTEE – It shall recommend ways and means of funding


Provincial RIC activities when needed. It shall prepare the annual budget for
approval by the Provincial Federation Board.

b.) AMMENDMENT, REVISION, RESOLUTION AND AWARDS COMMITTEE - It


shall receive and study the amendment/revisions recommended by any
member of the Provincial RIC Federation Board and to present them to the
working committees for further study and final action and shall prepare
whatever resolution that are needed.

c.) PROGRAM COMMITTEE – It shall plan ways and means of making the
meetings interesting and instructive study and recommend activities for the
Club.

d.) INTERNAL AND INTERNATIONAL COMMITTEE – It shall promote


national/international activities or interest to rural women in the
Province/Philippines as well as in other countries.

e.) MANAGEMENT COMMITTEE – It shall take charge of determining training


needs, organize trainings at different levels, conduct feasibility studies or
income generating projects and other related activities, and implement RIC
Provincial plans and projects.

f.) SPECIAL PROJECT COMMITTEE – It shall manage special projects assigned


to it, prepare project feasibility studies and make recommendations on
special projects to be undertaken.

Chairperson of the Management and Special Projects committee shall be


appointed on the basis of their adequate knowledge and experiences in
management and their active association with RIC for at least five (5) years

g.) GRIEVANCE COMMITTEE – It shall be responsible in receiving complaints


and responsive pleadings and responsible in investigating and assessing the
grievance fairly, without discrimination and in a non-arbitrary fashion.
Depending on the circumstances and seriousness of the grievance, the
investigation shall include:

i. At least one (1) meeting with the aggrieved member to determine all
of the relevant facts and secure all relevant documentation. The

investigate Grievance Committee member shall interview or attempt
to interview any relevant witnesses to the facts of the grievance.

ii. During the course of the investigation, the investigation will maintain
careful notes of interviews with the aggrieved member and relevant
witnesses.

It shall also render judgment after full assessment of the documents


submitted and testimonies gathered.

ARTICLE XIII

MEETINGS

SECTION 1 - The Provincial RIC Federation Board shall meet twice a month,
subject however to availability of funds, but in no case shall they meet less than
twice a year at the place depending upon choice of the Provincial RIC Board.

SECTION 2 - There shall be conducted emergency committee meetings as need


arises. A quorum in any of these meeting shall be fifty percent plus one of the
regular member entitled to vote.

SECTION 3 - An Annual conference shall be held in any place of choice or as


agreed upon by the members of the Provincial Federation Board, Office of the
Provincial Agriculturist (OPA) and the Department of Agriculture. The Department
of Agriculture technicians, supervisors and personnel shall be participants in the
conference as an ex-officio member of the Provincial organizations.

SECTION 4 - Regional Board Meetings conducted shall be attended by


representative of the Provincial Federation Board and the Provincial Coordinator.

SECTION 5 - An Annual convention conducted by the National RIC of the


Philippines shall be attended by Provincial RIC Board Presidents and Municipal
President to gather with their corresponding coordinators with the approval of their
respective local chief executives.

SECTION 6 - There shall be a report rendered during the biennial convention of


the National RIC Board by the Provincial President to the Provincial Federation
Board.

SECTION 7 - Transportation to the National Convention cum Seminar Workshop ,


Regional/Provincial Meetings shall be paid by the corresponding organizations
where the representative participants come from with the assistance of their
corresponding LGU’s.

ARTICLE XIV

HONORARY PRESIDENT AND ADVISERS

SECTION 1 - The Provincial RIC Federation Board may offer the position of
Honorary President to the incumbent Women Governor, First Lady of the Province
or any Outstanding Filipino Women who has the interest of the women at heart.

SECTION 2 - The Director of DA-RF02 and Agricultural Training Institute shall
automatically be the adviser of the organization.

ARTICLE XV

FUNDING

SECTION 1 - The contributions and fees paid by the RICs throughout the province
shall constitute the regular funds of the provincial organization which may be
disbursed in accordance with annual budget duly prepared by the President and
Treasurer and approval by the Board.

SECTION 2 - To carry out the objectives of this organization, the RIC Provincial
Federation Board may accept donations, grants, contribution, financial and other
legal funds from persons, corporations, organizations, foundations and entities,
public or private locally and abroad.

SECTION 3 - These funds shall be deposited in separate special accounts in a


reputable bank to be chosen by the majority of the Provincial Federation Board
where funds can only be used for the purpose for which they have been donated.

SECTION 4 - The special funds shall be administered by the management


committee.

SECTION 5 - The interest obtained from the deposit of the special funds shall go
to the general fund for operational expenses.

ARTICLE XVI

MISCELLANEOUS PROVISIONS, DISMISSAL OF OFFICERS

SECTION 1 - Any officer elected to the Provincial Federation Board who absent
herself from committee meeting for three consecutive times without a valid excuse
shall be treated by the Board as having abandoned the office to which she is elected
and the Board shall consider her position vacant.

ARTICLE XVII

PARLIAMENTARY AUTHORITY

The rules contained in Robert Rules of Order shall govern this organization
in all cases to which they are applicable and in which they are not inconsistent with
the by-laws on special rules or orders of this organization.

ARTICLE XVIII

METHOD OF AMENDING THIS CONSTITUTION AND BY-LAWS


OR ANY OF ITS PROVISIONS

SECTION 1 - METHOD OF REVISING. Any revision of the Constitution and By-


Laws shall be made with the concurrence of Sixty-Seven Percent (67%) or two third

(2/3) of RIC Members with voting rights, provided that the proposed amendments
shall have been previously sent in writing at least one (1) moth in advance to the
AMENDMENTS COMMITTEE who will study the proposals and submit their
recommendations in the Provincial Board for action during the annual board
meeting.

SECTION 2 - METHOD OF AMMENDING. Any amendment or modification to be


made should be concurred in by Fifty Percent Plus One (50%+1) of RIC Members
with voting rights, provided that the proposed amendments shall have been
previously sent in writing at least one (1) month in advance to the AMENDMENTS
COMMITTEE who will study the proposals and submit their recommendation of the
Provincial Board for action during the annual board meeting.

SECTION 3 - EFFECTIVITY OF AMENDMENTS. Any such amendments revisions


and modifications to this constitution and by-laws shall be effective immediately
upon ratification thereof by the Provincial Board convening for the purpose.

ANNEX “A”

Robert’s Rules of Procedure

Parliamentary Procedure

 It is a set of rules for conduct at meetings, that allows everyone to be heard


and to make decisions without confusion.

Importance of Parliamentary Procedure

 It’s a time tested method of conducting business at meetings and public


gatherings. It can be adapted to fit the needs of any organization. Today
Robert’s Rules of Order newly revised is the basic handbook of operations for
most clubs, organizations and other groups. So it’s important that everyone
know these basic rules.

Order of Business

1. Call to order
2. Roll call of members present
3. Reading of minutes of last meeting
4. Officers reports
5. Committee reports
6. Special Orders – Important business previously designated for consideration at
this meeting

7. Unfinished business
8. New business
9. Announcement
10. Adjournment

The method used by members to express themselves is in the form of moving
motions. A motion is a proposal that the entire membership take action or a stand on an
issue. Individual members can:

1. Call to order
2. Second motions
3. Debate motions
4. Vote on motions

There are Four Basic Type of Motions:

1. Main Motion: The purpose of a main motion is to introduce items to the


membership for their consideration. They cannot be made when any other motion is
on the floor and yield to privileged, subsidiary and incident motions.

2. Subsidiary Motions: Their purpose is to enhance or effect how a main motion is


handled and is voted on before a main motion.

3. Priviledged Motion: Their purpose is to bring up items that are urgent about a
special or important matters unrelated to pending business.

4. Incidental Motions: Their purpose is to provide a means of questioning, procedure


concerning other motions and must be considered before other motion.

Presentation of Motions:

1. Obtaining the floor


a.) Wait until the last speaker has finished
b.) Rise and address the Chairman by saying: “Mr. Chairman, or Mr. President”
c.) Wait until the Chairman recognizes you.
2. Make your Motion
a.) Speak in a clear and concise manner
b.) Always state a motion affirmatively, Say, I move that we….”rather than, “I move
that we do not….”

c.) Avoid personalities and stay on your subject

3. Wait for someone to second your motion


4. Another member will second your motion or the Chairman will call for a second.
5. If there is no second to your motion it is lost.
6. The Chairman States Your Motion.
a.) The Chairman will say, “It has been moved and seconded that we…….” Thus
placing your motion before the membership for consideration and action.

b.) The membership then either debates your motion, or may move directly to a
vote.

c.) Once your motion is presented to the membership by the chairman it becomes
“assembly property” and cannot be changed by you without the consent of the
members.

7. Expanding on Your Motion

a.) The time for you to speak in favor of your motion is at the point in time, rather
than at the time you present it.

b.) The mover is always allowed to speak first.

c.) All comment and debate must be directed to the chairman.

d.) Keep to the time limit for speaking that has been established.

e.) The mover may speak again only after other speakers are finished, unless called
upon by the Chairman.

8. Putting the Question to the Membership

a.) The Chairman asks, “Are you ready to vote on the question”
b.) If there is no more discussion, a vote is taken.
c.) On a motion to move the previous question may be adapted.

Voting on a Motion

The method of a vote on any motion depends on the situation and the by-laws of
policy of your organization. There are five (5) methods used to vote by most organizations,
they are:

1. By Voice – The Chairman asks those in favor to say, “yes”, those oppose to say “no”.
Any member may move for an exact count.

2. By Roll Call - Each member answer “yes” or “no” as his name is called. The method
is used when a record of each person’s vote is required.

3. By General Consent- When a motion is not likely to be opposed, the Chairman says,
“if there is no objection….” The membership shows agreement by their silence,
however if one member says, “I object,” the item must be put to a voice.

4. By Division- This is a slight verification of a voice vote. It does not require a count
unless the chairman so desires. Members raise their hands or stand.

5. By Ballot- Members write their vote on a slip of paper, this method is used when
secretary is desired.

There are two motions that are commonly used that relate to voting.

1. Motion to Table – This motion is often used in the attempt to “kill” a motion. The
option is always present, however, to “take from the table”, for reconsideration by
the membership.

2. Motion to Postpone Indefinitely – This is often used as a means or parliamentary

Parliamentary Procedure is the best way to get things done at your meetings. But it will
only work if you use properly.

1. Allow motions that are in order.


2. Have members obtain the floor properly.
3. Speak clearly and concisely.
4. Obey the rules of debate.
