4. JUSTIFICATION
Reason why this particular need or opportunity is considered worthwhile for a project in terms of:
(a) Practicality – Are the necessary resources likely to be available for the project? If yes, describe
them. Is there an adequate capability to manage the project? If yes, who?

(b) Desirability – Explain to which it contributes to a national/provincial government objective.
