SUBJECT: PROJECT FUNDING PROPOSAL FOR 1X DOUBLE CLASSROM FOR KERABI PRIMARY SCHOOL.

With due respect to the Chief Executive Officer (CEO) Kagua/Erave Electorate and to your honorable
office, we are submitting this funding request proposal at the total cost of K50 000.00 for the above
subject matter.

Kerabi Primary School has proposed for a single double classroom to accommodate the ever-increasing
student population in the remote part of the Polopa Region and is moving forward with infrastructure
development Initiatives.

Therefore, we put forward a request through the Kagua/Erave District Development Authority on the
Infrastructure Sector to support Kerabi Primary School under its Public Investment Program (PIP) to assist
this project.

Kerabi Primary School is located within the Impacted Project Area of Gobe Oil Field but has never
benefited from the Infrastructure Development Grants despite been identified under the High Impact
Project of Gobe Oil Field.

More so, we have become spectators in any development programs initiated by all governments of PNG
over the years. This is the desire of the people and we request through project proposal to the Hon
Member for Kagua Erave to gives us opportunity to actively participate.

Title of the Project: Proposed 1x Double Classroom For Kerabi Primary School:

Project Location: Kerabi Primary School, Polopa Region, Kagua/Erave district, Southern Highlands
Province, Papua New Guinea
FUNDING PROPOSAL:

Throughout most of Polopa villages - like anywhere in Kagua/Erave districts, there is a tremendous lack
of resources in all areas and this is noticeable in schools (see picture below). The Kerabi primary school
has only one double classroom for over 387 pupils. Currently, about 300 pupils are using these
dilapidated temporary structures.

Project Abstract

Based on the growing needs of the community and the student population, Kerabi Primary School is
seeking a grant to construct 1x double classroom. There is no office administration building and good
permanent classrooms being built at present. This is a new school established to accommodate the
growing number of school aged children and therefore, bush material classrooms are erected to cater the
students where students improvise and learn despite not having good classroom to use and learn.

Organization Information

The proposed project is very much instrumented fully and would be administered by Kerabi Primary
School. The school is located at Kerabi village, 60km south of Erave Government Station. Kerabi Primary
School can compete with other schools in the district and province if conducive environment for learning
is provided through project funding, but having lack of good infrastructure development and better
implementation plan for the school is a real problem.

Statement of Need

The purpose of this project is to enable the numerous children from remote mountainous Polopa Region
to attend school. To learn with proper materials and equip them (students) is the key focus of this proposal
because they don’t have good classroom. For instance, Kerabi Primary School to have proper materials to
open up these key areas would greatly ease the permanent classrooms and office administration problem
currently being faced. In order for students and teaching staff members to have proper learning facilities
and materials; they will need good office administration and classrooms and staff houses.

Goals & Objectives

Main development goal of the project is to build some new building and improve the standard of learning.
The school to date have no proper materials, office accessories and facilities to support teaching staff
members’ teaching and students’ learning. Kerabi Primary School to produce best students in each
academic year to send to various high schools and secondary schools in Southern Highlands Province and
other National High Schools in the country.

Description of the project;


The aims of the project to build;
 1x Double Classroom
 Purchasing of basic school materials

Justification of the project;

Level of education, the crucial reason why this project is needed is the low level of education. According
to the current research carried out within the communities it was found out that the majority of people
have no education, and 99% of female cannot read and written. There are no female (girls, and women)
who have completed primary education leave alone secondary education. This was due to the fact that
the Polopa Region villages have been neglected by government services making it impossible for teachers
and other public servants to carry out their duties. As a result the Polopa Region villages have been left
behind in all areas of development.

Low school enrollment;

Currently, the number of students attending Kerabi Primary School are only 387 students and many
students have been turned out due to the consequence of limited space. In this regard there is a great
need to construct more classrooms to cater for these growing demands.

Inadequate teaching materials;

The final problem is the teaching materials. The school has never bought teaching materials and physical
equipment (PE) due to lack of TFF Funds. This has led to the boredom and physical detriment of many
students. Furthermore, the school has no curriculum textbooks and the students have no textbooks
available for learning due to lack of fund.

Benefits accruing to target;

It is expected that a total number of 387 students and the teachers will benefit direct immediately from
this project. About 450 new pupils will be admitted yearly when this proposed project is implemented and
the school will have enough classes for all grades.

Expected output;

The output of this project will depend on three parts: project management, labor, and monitoring. The
management will be conducted by the school BOM and the community. The labor will be carried out by
the people of Kerabi and nearby community free of charge.
Expected results;
 school building constructed on permanent structures
 Supplying of teaching materials – ongoing activity
 More and more children will get quality education – ongoing activity
 Community will get develop and the lives of people will also improve
 Girls from local areas will have more life choices due to education
Execution;

The local volunteers from Kerabi community will be responsible to provide free labor until the competition
of the entire school building project.

Sustainability;

The proposed funding will also supplying teaching and study materials to the students and teachers as
well and the villages have agreed to contribute fund necessary for routine maintenance of the school
building, and teacher’s houses. The community will also provide the labor needed to perform this
maintenance on a yearly basis.

Monitoring and Evaluation;

All activities shall be monitored and evaluated by the school BOM members, the community and the
authority responsible.

Conclusion;

This project is designed to produce maximum results. The vast majority of money will be used in
purchasing building supplies. The local overhead costs are kept to the minimum. The local workers of this
project will be chosen on the basis of their ability and a real passion for improving the educational
opportunities for local children from the Kerabi community. We are confident that this project will have
major and long lasting benefits for the Polopa Region and the Kerabi communities and that it will make a
major contribution on poverty reduction.

These students have passed their exams but the closest school is 30km to and from each day. The
children do not have a street to walk on, school bus to ride, or a bicycle to help them with 30km journey
through the wild bush.
