(c) 'Dealer' means a person engaged in the business of purchase, salb or storage

(5) The licensee shall not contravene any of the provision
of the

Karnataka Essential Commodities Licensing Order, 1986 or any other
Order relating to Essential Commodities issued under the Essential
Commoclities Act, 1955 (10 of 1955) either by the State or Central
Government.
(6) The licensee ..shall not
(a) have in his possession or under his control stock in excess or
short of the net quantity of scheduled revealed by his
(b) keep the stocks of scheduled commodities in his premises or
godowns when once they are sold by him
(c) have in Possession or under his control or shall sell Food articles
which do not conform to the Specification of the prevention of
foocl adulteration Act 1954, and the rule made there under from
time to time.
(7) The licensee shall comply with any direction that may be given to him
by the State Government of the Director of Food and Civil Supplies
or the Licensing Authority in regard 1to purchase, consign, sale, mill,
crush or process and storage for sale of any essential commodities and
in regard to the language in which the register, returns, receipts or
invoices mentioned above shall be written and the authentication and
maintenance of the registers etc.
(8) The licensee shall take adequate measures to ensure that stocks of
, essential commodities stored by him are maintained in proper
conditions and that damage to them due to ground moisture, rain,
insects, rodents, birds, fire and such other causes is avoided, Suitable
dunnage shall be used to avoid damage from ground moisture and
stocks of essential commodities thus stored shall be fumigated with
chemicals approved for the purpose by persons who have undergone
practical training in that behalf. The Licenses shall also ensure that
tertilisers, insecticides and poisonous chemicals are not stored
alongwith such stocks of essential commodities in the same godown
or in immediate juxtaposition of the said stocks of essential
commodities.
(9) This licence shall be valid upto the end of Deqember of the year of

(6) The licensee shall use the weights ancl measures only approved
by the weights and Measures Departmenr only while supplying
essential commodities to the consumers
(7) The licensee shall not contravene the provisions of the Karnataka
Essential commodities Licensing order, 1986 or any other order
relating to essential commodities issuecl under the Essential
commodities Acr, 1955 ( l0 of 1955) eirher by the Srate or
Central Government
(8) The licensee shall not have in his possession or under his control
any essential commodities in excess or short of the net quanity
revealed by his accounts

which donot conform to the specitication of the prevention of
food adulteration Act 1954 and the rules made there under from
time to time.
(9) The licensee shall comply with any direction rhar may be given

and storage for sale of any essential commodities ancl the hours'
of sale or any other matter relating to essential commodities
which the State Government or Licensing Authority may thinks
fit to regulate.
( l0) The Licensee shall take adequate measure to ensure that stocks
of essential commodities stored by him are maintained in proper
condition and that damage to them due to ground moisture, rain,
insects, rodents, birds, fire and such other cause is avoided,
Suitable dunnage shall be used to avoid clama,ee from ground
moisture and stocks of essential commodities stored shall be
fumigated with chemicals approved for the purpose by persons
who havc under-gone practical training in that beharf, The
licensee shall also ensure that fertilisers, insecticides and

juxta-position of the said stocks of essential commodities.
(lt) In addition to the above conditions,.the foilowing conditions
shall be fultilled by the Hawkers

(a) A passport size phoro of the licensee (Hawker) shall be
affixed in the rnarginally noted space attesting his signature
by the Licensing Authority.
(b) The Licensee shall maintain a 'Hand Book' showing his
narre, address Licence No, in the I page of the book ancl
there after write the details of transaction in kerosene
done on each day showing the date, opening stock, on each
day, purchase rnade during the day, total sales macle
durin-e the day and closing balance, and shall produce this
Hand Book for verification when clemandecl 'by the

Licensing Authority or any officer authorised in his
behalf.
(c) The Licensee shalr dispray his name and address
with the
Departmentar Licence No. and the price per
litre fixed by
the Government on the barrer o. ury oih.. container

which he carries the kerosene for selling purpose.
(d) The Licensee shall carry with him the license and the
'Hand Book' referred to under condition
4, and produce it
