Ministry of Road Transport and Highways (MoRTH) has issued a D.O. No. RT-
160111212022-T dated 20.12.2022 (copy enclosed) regarding above subject wherein they have

desired the information in respect of government-owned vehicles along with monthly schedule of
scrapping such vehicles.
In this regard, all Institutes of ICAR are requested to provide the information by return
mail on surnitra*'at.icar,la)sor,.in in the enclosed format (Table-I&Il) in excelformat only to the
Council at earliest, as the information is to be compiled and provided to the Ministry of Road
Transport and Highways (MoRTH).
The matter is time bound and hence required on urgent basis.

3. Subsequently, Department of Expenditure has issued an OM dated 9th December


2022 regarding condemnation of such vehicles and their scrapping at RVSFS.

4. MoRTH, vide OM dated 17th December 2022, has proposed a process for
scrapping of such vehicles through e-auction platform developed by M/s Metal Scrap
Trade Corporation Limited (MSTC).

S. ln this regard, Cabinet Secretary will be chairing a meeting on 24th December,


ZO22 at 12 noon. Therefore, it is once again requested to furnish the details of
government-owned vehicles (as per Annexure-l) along with monthly schedule of
scrapping such vehicles latest by 21"t December 2022'

Transport and Highways (MoRTH), vide GSR 845(E) dated 24th November 2022, has issued a draft
notification prohibiting renewaI of registration of Government owned vehictes otder than 15 years,
w.e.f. lst Aprit 2023. Al[ condemned vehictes (inctuding vehictes which have been prematurely
condemned) are required to be scrapped through RVSFS.

3. ln order to facititate seamless scrapping of such vehictes, it is proposed that the e-auction
ptatform developed by ,\ etat Scrap Trade Corporation Limited (litSTC) which is a A{lni Ratna
Company.l PSU under the administrative control of Ministry of Stee{, be used to conduct e-auction
of such vehicles. RVSFS which have been commissioned as per provisions of MoRTH Notification
cSR 653 (E) dated 23rd September 2021 shatt onty be attowed to participate in the auction. This
woutd support operations of existing RVSFs by providing them with a base votume of end-of-iife
vehictes and woutd atso encourage private investment in estabtishing new RVSFS,

4. The details of the proposed mechanism for scrapping of Government-orrned vehictes


through e-auction on MSTC portal is provided in Annexure-l. The necessary instructions shatt be
issued to MSTC by Ministry of Steet in this regard.
