PREFACE
In order to efficiently delineate the question of the professionalization of teaching in
Cameroon, the Ministry of Higher Education, proceeded to redesigning programs relating to the
national examination of the Higher National Diploma (HND) from the 12th to the 15th of November
2019 in the Universities of Bamenda and Buea .
These meetings which brought together all the main components of this level of education,
namely Representatives of socio-professional circles, Teacher-Experts of Universities and
Professional Training Schools and Promoters of Private Higher Education Institutes (PHEI), have
resulted in the publication of XXXXXXXXXXXXXXX on the regime of studies, evaluations and
teaching programs for the award of the Higher National Diploma (HND) in the Republic of
Cameroon .
The implementation of this text by the National Commission for the Organization of
National Examinations (NCONE), a technical body responsible for the organization and evaluation of
the said examinations, confirming the disappearance of the Higher Diploma of Professional Studies
(HDP), posed a practical problem linked to the absence of evaluation referential. To remedy this
situation, the NCONE, with the authorization of the Minister of Higher Education, and as a logical
result of the efforts made by this structure to control the quality and content of the assessment tools
for candidates and the material organization of the Examinations falling within its competence,
organized, from 10 to 14 September 2018 in the various Examination Centers, in Yaounde, Douala
and Bandjoun, workshops for the development of the various referentials, aids to the implementation
of the new organization of the Higher National Diploma (HND) examination in Cameroon.
The pages that follow are therefore the fruit of this long, qualitative and quantitative process,
expression of the collaborative synergy of academic and professional Experts, Teachers of PHEI
authorized to present candidates for the National Examinations to NCONE. Following the afore-
mentioned Order, the new organization of BTS is subdivided into three (2) volumes, divided into
sectors.
Volume 1 which concerns primary, secondary and quaternary sectors deals with three (3)
domains: the agro-pastoral domain, water and environment domain, and finally the domain of
information and communication technologies.
Volume 2 deals with the tertiary sector with only one study domain, that of industry and
technology.
These two volumes will serve as a compass and dashboard for any HND candidate and any
Private Higher Education Institute, so that from now on, no one will ignore the programs and framing
essential for the smooth running of the Higher National Diploma (HND) national examination in
Cameroon.
NB: Students should be tested on ONE of the various practical sections listed above. A typical
practical examination paper should be set from each section and a DRAW made to determine which
to be given to students in an examination session.

In his/her activities, the agro-pastoral adviser mobilizes in counseling situation knowledge and
techniques linked to agro-pastoral production and fisheries and manage agro-pastoral conflicts
In effect, the agro-pastoral adviser works daily with farmers on their crops, animals and the soil.
It is therefore very indispensable …….
The advisers are not only going to integrate the technical determinants but also socio-economic and
technical determinants.
EVALUATION CRITERIA
The evaluator basis her judgment on:
➢ The posture of the agro-pastoral adviser in active listening and active questioning, taking into
account the expression of needs, the aid to reflection on autonomous development
➢ The procedure based on the questioning, the valorization of the internal competences, the
research of the external competences, taking into accounts the strengths and weaknesses.
➢ The possible solutions proposed and the feasibility of the solutions proposed

Description of Activity:
The evaluation permits the judgment of the capacity of the future agro-pastoral adviser on the
characterization of agro-pastoral farms and organizations and or fisheries and their evolution linked
with the typology of different groups of farmers. In this case, she mobilizes the systemic approach
tools.

- Each part is presented in the form of analysis; the questions can be a brief description.
- Sketches and drawings should be clear and legible and must contain all necessary details and
information
- Each question shall be allocated a mark distributed rationally and logically.
- Precise the instructions to candidates patterning to the answering of the questions
- Precise in details the necessary materials to give to candidates

The objective of this paper is to evaluate the ability of the candidate to:
- Use topographic instruments to carry out and control works
- Carryout leveling for the purpose of earth works
- Carryout setting out using topographic equipment.

- Carryout test on soils, cement, mortars and concrete
II- STRUCTURE OF THE PAPER
The paper is composed of three parts:
Each of the parts carries equal marks and equal duration. Each candidate is expected to answer only
one of the parts which shall be chosen through secret ballots
Part I: Construction Practice
Approximate duration: 5hours; weighting: 100%; Marks: 20mks
This part is based on the study of; Reinforcement and formwork of building elements, implantation
and setting out of buildings
Part II: Practical Engineering Surveys
Approximate duration: 5hours; weighting: 100%; Marks: 20mks
This part is based on the study of:

Part III: Test on construction Materials

This part is based on the study of:

III- PRESENTATION OF THE PAPER
The paper shall be presented in the following manner:
- The marks allocation should be presented in details both for office and field works
- Precise the various stages and materials to be prepared in advance
- Preview all the working forms and all the annex documents required
- Clearly precise the methods to use in function of standard instruments
- Precise the instructions to candidates patterning to the answering of the questions
- Precise in details the necessary materials to give to candidates
