Pig meat
Pig slaughter, boning and further processing establishments must be listed for
Singapore.

Slaughter and boning establishments, as well as establishments producing


injected meat such as moisture infused pork must submit an application to
the relevant Area Technical Manager (ATM) who will send the application
to the Department of Agriculture (the department) in Canberra with a
recommendation for listing. Application forms are available from the
Singapore Agri-Food & Veterinary Authority (AVA) website for
slaughter/boning establishments and processing/canning establishments.

Establishments exporting chilled processed pork products are not required to


submit an application to Singapore AVA for approval. These establishments
must seek approval for listing through the ATM. Once the Approved
Arrangement is updated and approved, the ATM will request listing to be
added to Export Registration system.

Production for Singapore may commence when the department has advised
the establishment, ATM and departmental officer in charge of the
establishment that listing has been granted.

The department will advise the Singapore AVA of the listing.

Poultry meat and meat products; game meat and meat products
Poultry meat and/or meat products; game (including pheasant, quail, wild
rabbit, kangaroo, wild boar) meat and/or game meat products, slaughter,
boning and processing establishments, must be listed for Singapore.

Establishments that want to be listed for Singapore must submit an


application to the relevant Area Technical Manager (ATM), who will send the
application to the Department of Agriculture in Canberra with a
recommendation for listing. The AVA application form is availble

on the AVA website for slaughter/boning establishments and


processing/canning establishments.

The Department of Agriculture in Canberra will send the application to


the AVA. Production may not commence until the Department of
Agriculture informs the establishment that the AVA has granted listing.

Note that the listing procedure is different for pork and poultry.

Chilled boneless modified atmosphere packaged (MAP) chicken


Exporters of chilled boneless MAP chicken from Australia must be listed for
Singapore to export poultry meat and meat products.

The processor must provide evidence that the MAP products meet
microbiological specifications for food safety and the required shelf-life.
Further guidelines are set out in 'Specifications for MAP chicken to
Singapore'.

Beef and sheep


Listing for Singapore is not required for export-registered slaughter and
boning establishments.

Beef and sheep meat slaughter establishments that produce farmed


game meat
Beef and sheep meat slaughter or boning establishments need not submit an
application for listing for Singapore to produce farmed game meat and meat
products such as emu, ostrich, and venison. However, the Department of
Agriculture must notify the AVA that the establishment is eligible to produce
farmed game meat for export to Singapore.

To gain eligibility, the establishment must provide to their ATM, for forwarding
to the AVA, detailed photographs of the establishment showing an outside
view of the establishment and important operational areas such as the
receiving area, deboning/cutting room, packing area, coldstore, carton store
and loadout area. The photographs must be clearly labelled on their reverse
side to indicate which areas they represent. Production may commence once
the ATM has accepted the photographs and forwarded them
to the Department of Agriculture in Canberra.

Meat meal, bone meal, related fertilisers; and inedible tallow for uses
other than biofuel
Raising certification for these commodities requires the manufacturing
establishment’s details to be entered (listed) in the department’s
Establishment Register (ER) database.
Manufacturers can be added to ER by contacting the department via the Non-
Prescribed Goods Program at NPGExports@agriculture.gov.au
Inedible tallow for use as biofuel
Prior to exporting to Singapore, all establishments producing inedible tallow
for use as biofuel must be subject to independent audit for compliance with
the Australian Standard for Hygienic Rendering of Animal Products, and
approved and listed by DAWR in the Establishment Register (ER) for this
commodity and this market; ongoing audits for compliance with this standard
are then required to maintain this initial listing. For further information please
contact NPG Exports or the Australian Renderers Association.

Raw Pet meat and processed pet food

Raising certification for these commodities requires the manufacturing


establishment's details to be entered (listed) in the department's
Establishment Register (ER) database.
New manufacturers can be added to ER by contacting the department via

There is no age or sex-related prohibition for frozen pig meat and meat
products, processed meat products, and ready-to-eat products.

There is no age or sex-related prohibition for chilled or frozen pig offal.

ACCESS FOR POULTRY MEAT AND MEAT PRODUCTS IN THE EVENT OF


OUTBREAK OF NEWCASTLE DISEASE

Poultry meat may be imported into Singapore in the event of an Australian


outbreak of Newcastle disease, if it is derived from poultry that are sourced
from outside the restricted area (RA).

Poultry meat products may be derived for poultry sourced from the RA, if they
have been heat-treated, for example by processing into petfood, or canning,
so that Newcastle disease virus, if present, would be killed.

1.5 Prohibited Products


PROHIBITED PRODUCTS
The following meat and meat products are prohibited:

 chilled pork meat and meat products (excluding sucker pork and pork
offal) derived from entire male pigs, including pigs castrated by
immuno-castration
 chilled pork that has been marinated by injection
 donkey meat
 rabbit meat, meat products and edible offal
 chilled game meat excluding kangaroo meat (Note: frozen game meat is
not prohibited)
 any meat that has undergone chemical decontamination
 product that has been frozen, thawed and re-frozen before export
 meat for which the interval between slaughter or production, and
arrival in Singapore, is greater than indicated in the table below:

2. OPERATIONAL REQUIREMENTS
2.1 General Operational Requirements
AIR INFLATION FOR SKINNING OSTRICHES AND EMUS

Air inflation must not be used as an aid to skinning ostriches and emus.

CARTON ASSEMBLY IN THE BONING ROOM

If carton assembly occurs within the boning room, the establishment must
implement procedures to ensure that meat product is not at risk of
contamination. These procedures must include removal of external wrapping
before cartons on pallets are moved into the boning room, and separation of
the carton assembly area from the chilled pork, by as much space as
possible.

Company staff who assemble cartons must not handle meat and must be
identified differently to staff who handle meat.

2.2 Religious Slaughter


RELIGIOUS SLAUGHTER

Religious slaughter is not an official requirement for import of meat and meat
products into Singapore.

Australian Islamic organisations that provide commercial halal certification


must be approved by Singapore's MUIS.

Islamic organisations seeking approval from MUIS of must apply directly


using this form.

2.3 Microbial And Residue Sampling And Maximum Acceptable Limits


MICROBIAL AND RESIDUE SAMPLING, AND MAXIMUM ACCEPTABLE
LIMITS

Singapore has microbiological specifications for chilled boneless modified


atmosphere packaged (MAP) chicken.

Singapore does port-of-entry microbial testing of imported meat and meat


products. Apart from this, Singapore has no known specific requirements for
microbial sampling in addition to Australian national programs such as the E.
coli and Salmonella Monitoring Program (ESAM).

Cadmium limits
Singapore’s maximum limits for cadmium in beef and sheep liver are 0.2
mg/kg, and for kidney 0.2 mg/kg, which are lower than the Australian limits of
1.25 mg/kg for liver and 2.5 mg/kg for kidney.

In order to not exceed Singapore’s maximum limit for cadmium in liver and
kidney exported to Singapore, exporters must source livestock with respect
to the source state and animal age, in accordance with the national program
set out in Meat Notice 2015/02.

Otherwise, the National Residue Survey gives Singapore adequate assurance


that Australian meat and meat products are unlikely to contain violative
residues of agricultural and veterinary chemicals, and environmental
contaminants.

2.4 Antimicrobial Rinses


ANTIMICROBIAL RINSES
The following antimicrobial rinses may be used on Australian exports of meat
and poultry to Singapore:

a) Acetic acid;

b) Blends of lactic acid, citric acid and potassium hydroxide;

c) Ammonium hydroxide;

d) Citric and Hydrochloric acid solution adjusted to pH 0.5-2;

e) Lactic acid;

f) Sodium hypochlorite;

g) Calcium hypochlorite;

h) Peroxyacetic acid [as blend of peroxyacetic acid, octanoic acid, acetic


acid, hydrogen peroxide, peroxyoctanoic acid, and 1-hydroxyethylidene-1, 1-
diphosphonic acid (HEDP)].

The following conditions must be met:

1) The final product must contain no residues or breakdown products of the


antimicrobial treatment.

2) The approved chemicals must be used as shown in the following table.

3. SLAUGHTER AND PROCESSING


3.1 Sourcing And Receival Of Slaughter Livestock
SOURCING AND RECEIVAL OF SLAUGHTER LIVESTOCK
Poultry for the production of poultry meat or non – heat-processed poultry
meat products, must not be sourced from the restricted area in the event of
an outbreak of Newcastle disease.

Apart from this restriction, Singapore has no known specific requirements for
sourcing and receival of slaughter livestock, that differ from relevant
Australian Standards

Imported raw pork materials must be sourced from countries and/or


establishments approved by the Agri-Food & Veterinary Authority (AVA) of
Singapore. .A list of approved countries and establishments is available on
the AVA Website

AVA also provides industry circulars notifying of suspended countries and


establishments and the date of suspension, which are published on their
website in the "Newsroom" section, which is open to RSS Feed subscription
at AVA Newsroom. The subscription to RSS Feed is free-of-charge.

3.2 Antemortem Inspection, Slaughter And Postmortem Inspection

INSPECTION
For the production of meat and meat products, other than casings, ante-
mortem inspection, slaughter and post-mortem inspection (including poultry)
must be done under departmental veterinary supervision

For the production of casings, ante-mortem inspection, slaughter and post-


mortem inspection must be done under departmental veterinary supervision
or under the supervision of a relevant Australian state or territory
government.

Kangaroo meat must be derived from kangaroos that have been found to be
free from Pelecitus roemeri.

Chilled marinated pork may only be marinated by external application, for


example, by mass vat marination.

CHILLED BONELESS MODIFIED ATMOSPHERE PACKAGED (MAP)


CHICKEN

Chilled boneless MAP chicken must be:

 prepared using hygienic practices that will produce product with a shelf
life of 14 days when stored at 4 °C or colder.
 packaged under a modified atmosphere containing a mixture of
nitrogen (N2) and carbon dioxide (CO2). Both gases must be certified to
be of food grade.
 Further guidelines are set out in 'Specifications for MAP chicken to
Singapore'.

GAME MEAT
Frozen and chilled kangaroo meat products are permitted to be exported to
Singapore.

All other game meat and meat products must be frozen.

4.2 Meat Products


MANUFACTURED PORK PRODUCTS
Establishments that produce manufactured pork products which contain
imported raw materials, must have an approved program in place to ensure
that imported pork can be traced through the system. The approved program
must show that imported meat can be correlated with the relevant health
certificate.

Raw materials of porcine origin must be sourced from an AVA approved


country and/or establishment. Where processed pork products contain
imported raw materials from a recently suspended country or establishment,
these products will only be eligible for certification if the date of processing
(in Australia) of the processed pork product is prior to the date of suspension
by AVA. In this instance, exporters will be required to provide evidence (i.e.
print out of the date of suspension from the AVA website) when requesting
certification to confirm that the date of production (in Australia) is prior to the
date of suspension by the AVA.

CANNED MEAT PRODUCTS

Canned meat and canned meat products must be subjected to a heat


sterilisation process to achieve an F0 value of at least 3.0.

4.3 Casings
CASINGS
Casings must be derived from healthy cattle, sheep, pigs or goats that passed
ante-mortem and post-mortem inspection.

Apart from inspection, Singapore has no known specific requirements for


production of casings, that differ from the Australian Standard for the
Hygienic Production of Natural Casings for Human Consumption.

4.4 Rendered Edible Animal Fats And Oils, Including Tallow


RENDERED EDIBLE ANIMAL FATS AND OILS, INCLUDING TALLOW
Edible tallow must be derived from animals that have passed veterinary
antemortem and postmortem inspection.

If packed in drums, cans or pails, the containers must have been sterilised.

If shipped in a ship’s bulk tanks, the tanks must have been sterilised under
the supervision of a DAFF officer.

Apart from this, Singapore has no known specific requirements for production
of rendered edible animal fats and oils, including tallow, that differ from the
Australian Standard for the Hygienic Rendering of Animal Products.

RAW PETMEAT AND PROCESSED PETFOOD
Raw petmeat and processed petfood may only be derived from animals of
Australian origin.

Singapore accepts Australian manufacturing plants that are


licenced/approved through the relevant State Regulatory Authority.

Raising certification for pet food to Singapore requires the manufacturer's


details to be listed in the departments Establishment Register database. This
allows the manufacturer details to print on the electronic certificate.
Exporters wishing to use electronic certification should contact the
department at NPGExports@agriculture.gov.au to request manufacturer
listing.

5.5 Rendered Products


INEDIBLE TALLOW FOR USE AS BIOFUEL
The tallow must have been produced at establishments accredited under the
Australian Standard for Hygienic Rendering of Animal Products and listed by
the department in the Establishment Register for this commodity and this
market.

Rendered products must be subjected to one of the following treatments:

 dry heat of 140 °C for not less than 3 hours


or
 moist heat under steam pressure of not less than 1.4 kg/m2 (1.3
atmospheres) for 15 minutes
or

 treatment of the bones, after they are broken, with the vapour of benzine
boiling between 95 °C and 115 °C for not less than 4 hours, live steam to
be thereafter admitted for 1 hour
or

 moist heat at a steam pressure in excess of 1.5 atmospheres for a period


of 2 hours and a product temperature of 124 °C.

°C for 3.5 sec (or equivalent).

6.1 Labelling And Trade Description
LABELLING AND TRADE DESCRIPTION

In addition to any other standard information, all cartons of meat and meat
products imported into Singapore must have the following information on the
product label:

 trade description of the meat product


 country of origin of the meat product
 brand name of the meat product (if any)
 in the case of processed meat, the name or registration number of the
processing establishment, and the date on which the meat was
processed
 in the case of frozen or chilled meat product, the name or registration
number of the slaughter establishment in which the animals were
slaughtered, and the date of slaughter
 the name or registration number of the establishment in which, and the
date on which, the meat product was packed
 the batch number and, if the meat product is canned, the canned code
 the net weight of the meat product as contained in each basic
packaging unit.

LABELLING OF CHILLED PORK

Trade descriptions (either gilt pork, barrow pork, sow pork or sucker pork)
must be included on prescribed tags attached to non-cartoned product such
as chilled sides.

7. DOCUMENTATION REQUIREMENTS FOR EDIBLE


PRODUCTS
7.1 Meat, Meat Products And Edible Offal
ANIMAL SPECIES MUST BE INCLUDED IN THE PRODUCT DESCRIPTION
The animal species used in the product must be included in the product
description of the export health certificate. This particularly applies to
processed meat products such as salami and cabanossi. For example, the
product description should read ‘Frozen beef salami’ not just ‘Frozen salami’.

ADDITIONAL INFORMATION

If supporting documentation such as the packing list or a


manufacturer’s/exporter’s declaration is provided with a health certificate,
that documentation must include:

 the importer’s telephone number


 batch numbers.

If the supporting documentation is a manufacturer’s or exporter’s declaration,


it must be signed and stamped by AQIS and include a reference to the AQIS
health certificate number.

also attach a copy of the NZ health certificate to the Australian health

Veal stock with a meat and fat content of 5% or more


For veal stock with a meat and fat content of 5% or more, use E171R.

The manufacturing establishment must be export-registered, but need not be


accredited by the Singapore Agri-food and Veterinary authority (AVA).

Veal or beef stock with a meat and fat content of less than 5%
For veal or beef stock with a meat and fat content of less than 5%, a meat
health certificate is not required, but the manufacturer must obtain prior
written approval from the AVA before export. To gain approval, the
manufacturer must submit a processing flow chart, ingredient list, and source
of raw meat and fat for evaluation.

The manufacturer must provide a declaration for every consignment, stating:

 Product description; product quantity; date of production; name/address


of consignee; and name/address of consignor.
 The product contains less than 5% of (species of meat) meat, including
fat;
 The product has been prepared with wholesome meat which was
derived from animals slaughtered in government approved
slaughterhouses (names and establishment number);
 During the course of manufacture, the meat has been subjected to heat

PROCESSED PORK PRODUCTS THAT CONTAIN IMPORTED PORK MEAT


For processed pork products that contain imported pork meat, use Z947
(manual certificate).

The exporter must provide a declaration that the producing establishment has
an approved program that provides traceability of the imported raw product
through to the end product.

In addition to the DAWR health certificate, a copy of the health certificates


that accompanied the imported pork into Australia must accompany the
consignment. The health certificates for the imported pork must be presented
to DAWR regional staff when an Australian health certificate is requested.

The exporter must provide a declaration that imported products have been
sourced from establishments or countries that are eligible to produce product
for Singapore. Where processed pork products contain imported raw materials
from a recently suspended country or establishment, these products will only
be eligible for certification if the date of processing of the processed pork
product is prior to the date of suspension by AVA.

Singapore will not accept product that contains pork sourced from suspended
countries and/or establishments. Please refer to Section 3.1 products
sourcing for further information.

Australia has been free from Foot and Mouth Disease and Rinderpest for the
last six months prior to export of the above tallow. The product has been heat
treated at a minimum core temperature of 70°C for 3.5sec (or equivalent).

INEDIBLE TALLOW DERIVED FROM PIGS

For inedible tallow derived from pigs, use E14 (manual) or M336 (EXDOC) with
endorsement 3814 or 3815.

The exporter must provide a declaration confirming that drums for transport
have been sterilised, or in the case of a ship’s bulk tank, it has been sterilised
under the supervision of a DAFF officer and, in both cases, that every care has
been taken to prevent re-contamination of product.

For manual certificates, the following must be included in the endorsement:

Tallow has been processed in government-licensed establishment, number……

The tallow referred to above has been subject to a temperature above 130 °C
for 20 minutes by a system known as batch dry rendering and, after
treatment, every precaution has been taken to prevent contamination prior to
export.

Australia has been free from Foot and Mouth Disease and Rinderpest, Swine
Fever and Trichinosis for the last six months prior to export. The tallow has
been shipped in sterilised drums and every care has been taken to prevent re-
infection.

Fever and Trichinosis for the last six months prior to export. The tallow has
been shipped in the ship’s bulk tank which has been sterilised under the
supervision of an officer of the Department of Agriculture, Fisheries and
Forestry, and every care has been taken to prevent contamination of the
product.

MEAT MEAL, BONE MEAL AND FERTILISERS

For meat meal, bone meal and fertilisers, use E242 (manual) or E242A
(EXDOC) with endorsement 3816, or 3817 or 3818 or 3819.

For manual certificates, the exporter must provide a manufacturer’s


declaration that the product has been subjected to one of the following
treatments:

 dry heat of 140 °C for not less than three hours


 moist heat under steam pressure of not less than 1.4 kg per square cm
(1.3 atmospheres) for fifteen minutes
 treatment of the bones, after they are broken, with the vapour of
benzine boiling between 95 °C and 115 °C for not less than four hours,
live steam to be thereafter admitted for one hour
 moist heat at a steam pressure in excess of 1.5 atmospheres for a
period of 2 hours and a product temperature of 124 °C.

The factory of origin has been approved by the Department of Agriculture,
Fisheries and Forestry. After treatment every precaution was taken to prevent
the reinfection of the sterilised product. The sterilised product was packed at
the factory in new or sterilised bags. The material referred to in the
certificate has been subjected to a dry heat of 140 degrees Celsius for not
less than three hours. The mammalian proteins in the animal feed are derived
only from animals of Australia origin. Australia has been free from BSE for six
years prior to the date of export of product to Singapore.
