Agency Proprietary Limited and Provincial Roads Act 07 of 1998, as amended (RAL Act).
RAL is mandated for the planning, construction, maintenance, control and management
of the Limpopo Provincial road infrastructure. The Head Office of RAL is in Polokwane,
26 Rabe Street.
The Agency hereby invites applications from suitable, innovative, and credible candidates
for the filling of the following vacancies:
The incumbent will be responsible to provide planning, design and control of roads and
bridges falling under the Agency’s assets.
REQUIREMENTS

KEY PERFORMANCE AREAS AND MAIN TASKS (BUT NOT LIMITED TO)
• Coordinating, presenting and motivating the divisional business plan and budget.
• Presenting and motivating capex proposals for large expense items.
• Developing and assessing new standards and methodologies relating to SHE and
road safety in accordance with business plan and yearly budget.
• Developing objectives for the departmental risks, which satisfy the safety criteria
and guidelines.
• Managing health, safety and environmental risk reduction projects.
• Actively participate in EXCO to provide inputs to the business plan.
• Mainly planning and designing provincial roads network (PRN).
• Developing strategic plans for PRN in accordance with plans, designs and
budgets.
• Aligning plans with provincial economic development strategy/ addressing issues
of mining, agriculture, tourism and accessibility/mobility of the public.
• Set up short, medium and long-term plans (for 3 yrs, 5 yrs & 10 yrs).
• Plan and design in accordance with budget and MTEF.
• Capital expenditure project plans and programmes.
• Maintain assets, gather information to establish needs and consider predictions.
• Ensure compliance regarding environment during planning & design and plan for
relocations of affected properties.
• Monitor actual performance against budgets, forecasts and projects.
• Review forecasting figures and review budgets if required.
• Recommend changes to the divisional organisation structure to meet strategic
needs.
• Ensure the right mix of skills and staff is appointed and ensure efficient reporting
structures are in place.
• Approve and implements reporting and control systems.
• Evaluate and monitor the existing processes to optimise staff, equipment and
process efficiency and reliability.
• Ensure relevant and timeous recording of information and ensure efficient
reporting management structures are in place.

• Ensure staff capacity planning to produce sufficient outputs to meet programmes
in the most cost effective and professional way.
• Develop and manage RAMS by ensuring availability of the systems for intended
use.
• Manage drawings and documents by ensuring availability of same.
• Ensure meetings on internal communication take place in the section.
• Communicate with and inform own staff of relevant information including policy,
finance and business.
• Liaise with appropriate internal and external stakeholders.
• Develop a team-based culture and develop staff plans and empower staff by
ensuring training and development takes place.
• Review staff performance against objectives and determine further training needs.
• Ensure control systems are in place to measure most relevant activities and
processes.
• Set performance standards for: Report/Assessment Output, Quality, Safety and
People.
• Regularly measure and correlate performance against standards.
• Manage performance correction when required.
• Manage all statutory control activities.
• Respond to applications, queries and complaints.
• Submit list of projects and consultants to the Board.
• Ensure that designs are done according to requirements in terms of standards and
specs/guidelines (COTO, TRH, and TMH).

REQUIREMENTS
• B Eng. or B Sc. or B Tech Eng. Degree in Civil Engineering a must.
• MEng Pavement / Materials or MTech Pavement / Materials advantageous.
• Registered with ECSA as a Professional Engineer or Professional Engineering
Technologist.
• The incumbent must have at least 3 to 5 years working experience in related
industry, and specialist experience in pavements.
• Driver’s License.

strategies.
• Conduct geometric design analysis on road projects in AutoCAD.

• Consider innovation / alternatives in road designs.
• Mitigate and report on incidents as and when required.
• Review all geometrics designs.
• Review or investigate all instances of non-conforming work.

MANAGER: MONITORING AND EVALUATION
MARKET-RELATED COST TO COMPANY (PATERSON GRADE D1)
REQUIREMENTS

• Assist in analysing the RAL strategy and determine future trends, strategic
direction and implications pertaining to RAL.
• Ensure that information is collated for use in the development of a monitoring and
evaluation strategy.
• Provide inputs to systems and tools for the utilisation in the monitoring and
evaluation of RAL’s performance and operations management framework.

• Monitor the reporting framework and measure RAL’s performance in compliance
with the relevant regulatory requirements.
• Monitor progress against strategic and annual performance plans of business units
and performance assessment action plans.
• Analyse and assess strategic and annual performance plans for the correct
alignment, thereof.
• Monitor and evaluate performance for RAL based on the strategic objectives.

LEGAL ADVISOR

REQUIREMENTS
• Bachelor’s degree in law (LLB) a must.
• Admission as an Attorney of the High Court of South Africa and Registration as a
Member in Good Standing with the Legal Practice Council.

• 6 years’ post-admission experience as an Attorney / Legal Advisor, 3 of which
must have been in, or (in the case of a practising attorney) rendering professional
legal services to the Public Sector.
• Experience in drafting, interpreting and managing contracts (experience in
construction contracts will be an added advantage).
• Sound knowledge in public procurement laws and procedures, litigation
management, land use management, contract law, corporate law and alternative
dispute resolution.
• Driver’s licence.
• Computer skills (MS Office software programmes)

GRADUATE ENGINEER: LAND USE MANAGEMENT

• B-tech or Degree in Urban/Town Planning or Regional Planning and Land
Surveyor
• Registration with SACPLAN/ SAGC/relevant body as(candidate).
• 3 years’ experience (roads).

• Receive application – acknowledge receipt after checking requirements regarding
guidelines.
• If required, visit site to inspect.
• Take DPS coordinates.
• Ensure compliance with guidelines.
• Ensure other applications are lodged through Regional Roads Board.
• Compile document with relevant information for Roads Board.
• Acknowledge receipt of all applications.
• Inspect before final comment to applicant (if applicant meets requirements).

REQUIREMENTS
• A national diploma (NQF level 6) in Human Resource Management/Industrial
Psychology/ Business Administration/ Human Resource Development/Public
Administration with Human Resource Management modules a must.
• 3 years in HR inclusive of experience in performance management systems,
staff training & development, bursaries, internships, and recruitment.
• Computer literacy.

REQUIREMENTS
• Diploma in Secretarial Studies/Office Administration or equivalent.

• BCom or equivalent qualification majoring in Management Accounting or
Financial Accounting (NQF 7) a must.
• CIMA and other higher qualifications will be an added advantage.
