Roads Agency Limpopo SOC (RAL) was established under the Limpopo Province Roads

Agency Proprietary Limited and Provincial Roads Act 07 of 1998, as amended (RAL Act).
RAL is mandated for the planning, construction, maintenance, control and management
of the Limpopo Provincial road infrastructure. The Head Office of RAL is in Polokwane,
26 Rabe Street.

GENERAL MANAGER: PLANNING AND DESIGN


5 YEAR PERFORMANCE BASED FIXED- TERM CONTRACT

The incumbent will be responsible to provide planning, design and control of roads and
bridges falling under the Agency’s assets.

REQUIREMENTS

• Master of Science in Engineering (Msc Eng) or Master of Engineering (MEng).


• Registered as a Professional Engineer/ Technologist with ECSA.
• 10 years relevant experience (roads, structure, project management), five (5)
years of which are at a senior managerial level.
• Knowledge and understanding of legislation pertaining engineering, ie Colto.
• Project planning and managerial skills, especially PMBOK.

• Set up short, medium and long-term plans (for 3 yrs, 5 yrs & 10 yrs).
• Plan and design in accordance with budget and MTEF.

• Maintain assets, gather information to establish needs and consider predictions.
• Ensure compliance regarding environment during planning & design and plan for
relocations of affected properties.
• Monitor actual performance against budgets, forecasts and projects.
• Review forecasting figures and review budgets if required.
• Recommend changes to the divisional organisation structure to meet strategic
needs.
• Ensure the right mix of skills and staff is appointed and ensure efficient reporting
structures are in place.

• Evaluate and monitor the existing processes to optimise staff, equipment and
process efficiency and reliability.
• Ensure relevant and timeous recording of information and ensure efficient
reporting management structures are in place.

• Ensure staff capacity planning to produce sufficient outputs to meet programmes
in the most cost effective and professional way.
• Develop and manage RAMS by ensuring availability of the systems for intended
use.
• Manage drawings and documents by ensuring availability of same.

PAVEMENT DESIGN ENGINEER


MARKET-RELATED COST TO COMPANY (PATERSON GRADE D2)

REQUIREMENTS
• B Eng. or B Sc. or B Tech Eng. Degree in Civil Engineering a must.
• MEng Pavement / Materials or MTech Pavement / Materials advantageous.
• Registered with ECSA as a Professional Engineer or Professional Engineering
Technologist.
• The incumbent must have at least 3 to 5 years working experience in related
industry, and specialist experience in pavements.
• Driver’s License.

GEOMETRIC DESIGN ENGINEER

REQUIREMENTS
• B Eng. or B Sc. or B Tech Eng. degree in Civil Engineering (Geometric Design) a
must.
• MEng Civil or MTech Civil with Geometric design experience will be
advantageous.
• Registered with ECSA as a Professional Engineer or Professional Engineering
Technologist.
• The incumbent must have at least 3 to 5 years working experience in geometric
design of roads.
• Driver’s licence.

MANAGER: MONITORING AND EVALUATION

REQUIREMENTS

• Undergraduate qualification (NQF level 7) in commerce / public administration /


Social Sciences a must.
• Post graduate qualification (NQF level 8) in commerce/public administration in
Monitoring and Evaluation or Developmental Studies preferred.
• 5 years’ experience at a supervisory/and or middle management level.

• 5 years’ working experience in preparation of non-financial performance reporting


and or financial performance reporting in medium to large organisations.

• Experience in the service delivery environment or having worked in the


environment.

• Experience in preparing strategy and annual performance plan.

LEGAL ADVISOR

REQUIREMENTS
• Bachelor’s degree in law (LLB) a must.
• Admission as an Attorney of the High Court of South Africa and Registration as a
Member in Good Standing with the Legal Practice Council.

• 6 years’ post-admission experience as an Attorney / Legal Advisor, 3 of which
must have been in, or (in the case of a practising attorney) rendering professional
legal services to the Public Sector.
• Experience in drafting, interpreting and managing contracts (experience in
construction contracts will be an added advantage).
• Sound knowledge in public procurement laws and procedures, litigation
management, land use management, contract law, corporate law and alternative
dispute resolution.
• Driver’s licence.
• Computer skills (MS Office software programmes)

• Provide confidential legal advisory services to support the Company Secretary.

• Conduct routine legal research and compile legal briefs and legal opinions.

GRADUATE ENGINEER: LAND USE MANAGEMENT

REQUIREMENTS
• B-tech or Degree in Urban/Town Planning or Regional Planning and Land
Surveyor
• Registration with SACPLAN/ SAGC/relevant body as(candidate).
• 3 years’ experience (roads).
