As per The Bharat Scouts and Guides Rule no.90, all the University shall be District Association in the State. Hence, the Vice Chancellor /Chancellor of the University has to apply to the concern state for af iliation of the University through of icial letter along with Application for Af iliation (Performa attached) in which the following information is to be given: 1. President: Chancellor/Vice Chancellor of the University (Proposed) or any other of icial as may be deem it (In Government Universities the Governor is the Chancellor. Hence he/she may be Patron). 2. District Secretary: Any one of icial having his Headquarters at the Headquarters of the University) Following recommendations to be made to the state for appointment: 3. District Chief Commissioner: Vice Chancellor or any other of icial as may be deem it 4. District Commissioner of Rover: Any Dean or Principal(Male) 5. D i s t r i c t C o m m i s s i o n e r o f R a n g e r : A ny D e a n o r Principal(Female) 6. After getting Charter from the state, start functioning as per rule book chapter V • Decide to open Units in the college. Notice to be issued. • Get one of adult leader (Teacher /Lecturer/ Professor Sr. Employee) to undergo Beginner Course Online and get certi icate for Unit Leader– They may undergo Basic Course for Rover Leaders / Ranger Leaders once Units are registered. University Dist. Association may apply or send a request letter to State association for separate Basic Course as per need. • Select up to 24 Rovers and 24 Rangers in each college. • Unit Leaders to ill up the Group Registration form (Performa attached) and deposit the required Fee as decided by the State Association. Address of the State Association is available in our website i.e. www.bsgindia.org and www.scout.ind.in • Start the activities for Rovers and Rangers; Please note that both the units i.e. Rover Crew and Ranger Team management should be separate as per APRO II & APRO III books and Rule book Chapter VII. • The Unit leaders have to attend Basic Course for Rover Leader and Basic Course for Ranger Leader organized by the State Association. • Let the Rovers and Rangers to start activities as per APRO II & APRO III and ready to participate State and National Level activities in uniform (Uniform is compulsory to take part in any event other than own unit) • University may organize its own courses with the approval of the State Association. University may organize Youth forum, workshop, Symposium, conference, Service camp etc for Rovers and Rangers. • Different programmes of Rovers Rangers as provided in APRO Part II / III and also based on needs to develop Leadership skills and social awareness may also organized. • University may ix fee from each student of the colleges as Scout Guide Fund and activities can be run by the units utilizing this fund. • University may also ix special funds for the District level activities
