Dear Vendors

Design, Conceptualisation and Development of RI200 Artefact Website and Metaverse

1. We are pleased to invite you to quote for the abovementioned items based on the terms
and requirements stated in these documents.

2. The ITQ consists of the following documents:

a. Part I – Requirements Specifications

b. Part II – Conditions of Contract

c. Annex A – Price Schedule

d. Annex B – Submission Checklist

3. Any company or business that is currently debarred from participating in Government or


the School’s ITQ/ITT is not eligible to participate in this ITQ. If a quotation is submitted
without explicitly mentioning that the vendor is currently debarred, the School shall treat
the submission of the quotation as an express continuing declaration by the vendor that
the vendor is in fact eligible to participate in this ITQ and, if such a declaration is discovered
to be false, the School will be entitled to rescind any contracts entered into pursuant to
such a quotation, without the School being liable therefore in damages or compensation.

4. All prices quoted shall be valid for a period of 3 months, unless otherwise stated and
excludes GST.

5. The School does not bind itself to accept the lowest or any offer and reserves the right to
accept the offer in whole or in part.

6. Should your offer be accepted, the Conditions of Contract for the Supply of
Goods/Services shall govern the Contract between the parties.

7. Except with the consent in writing of the School, Vendors shall not disclose to any person
(other than employees, servants and agents on a “need-to-know” basis for the purposes
of preparing or submitting a Quotation or subsequently clarifications) this ITQ, or any of
its provisions, or any specifications, plans, drawings, patterns, samples or information
issued by the School.

8. Vendors shall not, and shall ensure that all of its directors, officers, employees, servants,
agents and Subcontractors do not, access, monitor, use or process personal data obtained
or held in connection with the ITQ, except as reasonably necessary to perform its
obligations under the Contract.

9. Vendors shall not, and shall ensure that all of its directors, officers, employees, servants,

agents and Subcontractors shall not, disclose any personal data obtained or held in
connection with the ITQ without the prior consent of the School. Any request for the
School’s consent under this Clause must include an explanation of why the proposed
disclosure is necessary for the purposes of fulfilling the Vendor’s obligations under the
Contract.

10. Vendors shall not cause or permit personal data obtained or held in connection with the
ITQ to be processed, stored, accessed or otherwise transferred outside Singapore, or
allow parties outside Singapore to have access to it, unless with the prior written consent
of the School and subject to such conditions as the School may impose. Any request for
the School’s consent under this Clause shall include an explanation of why the proposed
transfer is necessary for the purposes of fulfilling the Contractor’s obligations under the
Contract. If consent is granted, the Contractor shall provide a written undertaking that the
personal data which is transferred outside Singapore will be protected to a comparable
standard as it is protected under the Personal Data Protection Act 2012.

11. Vendors shall immediately notify the School when it becomes aware of a breach of Clauses
9 to 11 by itself or any Subcontractor.

12. Vendors shall immediately notify the School as soon as it becomes aware that a disclosure
of personal data may be required by law and cooperate at its own costs with the School’s
reasonable requests and directions.

13. Payment terms shall be 30 days from date of receipt of invoice upon satisfactory delivery
of goods and / or performance of service.

14. The Vendor warrant that, at the date of submission of this ITQ, no conflict of interest exists
or is likely to arise in the performance of the Services and of its obligations under this
eventual Contract, unless otherwise declared.

15. Please specify clearly in your quotation if you are unable to meet any of the requirements
stated. In the event that you did not specify anything in your quotation, it shall be deemed
that you are able to meet all the requirements stated.

16. All clarifications to this ITQ to be sent to mabel.ban@ri.edu.sg and


procurement@ri.edu.sg latest by 4 April 2023.

April 2023, 5pm. Late submissions are not accepted. In the event that we do not receive
a reply from you, it shall be deemed that you are unable to submit any quotation.

PART I – REQUIREMENT SPECIFICATIONS

Introduction

1. Specifications for RI200 Metaverse and Artefact Website

Raffles Institution (RI) is issuing this Invitation to Quote (ITQ) to appoint a vendor to quote,
design, and code for the RI200 Metaverse and Artefact Website by 21 May 2023. The
appointed vendor should provide technical support for the site for a period of 6 months
after it has been launched.

2. Overview

The scope of work should include:

2.1.2 Website content repository
2.1.3 Web analytics
2.1.4 Creation of templates
2.1.5 Linking of other RI200 website and metaverse
2.1.6 Creation/implementation of CMS
2.1.7 Installation, maintenance and updates of plugins
2.1.8 Technical support and troubleshooting
2.1.9 Web Hosting Services for 12 months
2.1.10 Completion by 21 May 2023

2.2 RI200 Metaverse


2.2.1 Creation of digital twin replication of multiple building blocks of Bras Basah
Campus.
2.2.2 3D avatars creation and navigations within the virtual world
2.2.3 3d avatars with minimum 10 emotes animation
2.2.4 Switchable from 1st to 3rd person view (vice versa)
2.2.5 Switchable scene with different colour mode: Sepia tone / Black & white /
Full colour
2.2.6 Digital selfies with multiple poses by user avatar
2.2.7 Digital photo album with photo editor
2.2.8 Multiplayers functionality
2.2.9 Mini Map to assist navigation
2.2.10 Mapping present day building over the historical site

3. IT Specifications

3.1 Compatibility Both products should be:

3.1.1 Responsive; able to support, run and display on desktop and mobile
platforms correctly without sacrificing functionality;

3.1.2 Compatible with commonly-used browsers such as Microsoft Edge,


Chrome, Firefox and Safari.

3.2 Resolution and dimensions


3.2.1 Desktop: support page design resolution at least 1024 * 768.
3.2.2 Mobile: optimum use of the screen widths of different mobile devices.
3.2.3 Scaling: The page should automatically resize, or scale the contents to fit
the display size on the web browser.

3.3 Web Hosting


3.3.1 Web hosting will be provided by RI
3.3.2 The website should run in a Windows IIS environment

3.4 Web Server Platform


3.4.1 Windows IIS running on Windows Server 2019. (for both website serving
and CMS)
3.4.2 .NET application framework (for the CHMS).

3.5 Web page serving

3.5.1 The website should be served in pure HTML content, in a .html webpage
format.
3.5.2 The website should have no dependency on server-side scripting, and no
database connection.
3.5.3 The home page should be served at http://ri200artefacts.ri.edu.sg/, with
the default landing page at index.aspx
3.5.4 Images should be optimised.
3.5.5 The website should take less than 5 seconds to load.

3.6 Web page Client-side scripting

3.6.1 The website should utilise javascript in a prudent and strategic way, to be
compatible with commonly-used browsers such as Microsoft Edge,
Chrome, Firefox and Safari

3.7 Web page management

3.7.1 The Vendor should minimise the amount of unnecessary white space in
the HTML content.
3.7.2 CSS tagging should be utilised in a prudent and strategic way in describing
the style of the HTML document.

3.7.3 The microsite should have clean HTML proper tagging, and strategic use of
Client-side scripting "include" to achieve organised and clean layout of the
HTML content.

3.8 Web Security

3.8.1 All web pages served should conform to the OWASP top 10 vulnerability
checks https://owasp.org/www-project-top-ten/
3.8.2 The CMS system and website will be subjected to web scans to ensure that
it is secure.
3.8.3 All discovered issues from the scans must be addressed and rectified
before the release of the web content to production mode.

4. Design specifications

4.1 Overall look and functionality; both products should,


4.2 Be elegant, progressive and professional.
4.3 Incorporate school colours; Green, Black and White
4.4 be simple, open, warm, welcoming, and intuitive to navigate;
4.5 be designed from a mobile-first approach, with great emphasis on usability,
readability and vibrant graphics;
4.6 utilise interactive web animation elements, such as with mouse over and scroll;
4.7 utilise breadcrumbs;
4.8 Have a website-based search function.
4.9 RI will perform user research, do the copywriting, and provide the website’s
Information Architecture and content.

5. Architecture required

5.1 Landing Page

5.1.1 RI should be able to easily change the hero banner to indicate latest
announcements and happenings. The hero banner should have highly
readable text links that lead to various pages in the school website. RI
should also be able to use videos as a hero banner.
5.1.2 Fonts used and colour scheme (shades of green, black, white) used should
be the same as in ri200.ri.edu.sg
5.1.3 A section of “Fun Facts” with RI heritage trivia to cycle through text
5.1.4 The landing page will include three large images to serve as links to the
three sub-projects by the students (5.2, 5.3, 5.4)

5.2 Memories – A Collection of Stories from Past Alumni

5.2.1 There will be three sub-pages under this, covering three campuses from
RI’s past:
5.2.1.1 Bishan
5.2.1.2 Mount Sinai
5.2.1.3 Grange Road

5.2.2 Each sub-page will feature three animated characters (created separately
by student group, not vendor) linking to an animated short film (created
separately by student group, not vendor)

5.3 Museum of Stories

5.3.1 There will be three sub-pages (“zones”) under this, covering themes of
Rafflesian experiences:
5.3.1.1 Celebrating the Small Moments
5.3.1.2 Celebrating Varied Experiences
5.3.1.3 Celebrating Shared Experiences
5.3.2 Each zone will include 10 or more artefacts which are tiled and can be
scrolled through. Upon hovering over one tile, a sidebar with the name
appears and the tile enlarges
5.3.3 Upon clicking on a tile, a pop-up with a photo of the artefact and a text
description appears

5.4 The Treasure Trove

5.4.1 There will be two sub-pages, one linking to the Y1-4 Campus and the other
to the Y5-6 Campus of RI
5.4.2 Under each sub-page, there will be 4 further sub-pages covering the
themes of:
5.4.2.1 House
5.4.2.2 CCA
5.4.2.3 Student Life
5.4.2.4 Stories
5.4.3 Each theme will include both 2D and 3D (.glb) artefacts. Users should be
able to rotate 3D artefacts 360°. Captions and descriptions of artefacts
should also be visible

6. After appointment of Vendor

6.1 The Vendor should be prepared to submit two additional mock-ups if


appointed.
6.2 The Vendor may recommend alternate solutions for the points above.

7. Before Launch

7.1 The Vendor should prepare a draft that alpha and beta testing can be
conducted on. Vendor and RI’s IT department will conduct User Testing
together.

8. Maintenance and Service Level Agreement

8.1 The vendor can propose an SLA package/maintenance and discuss with RI.

9. Important to note

9.1 Vendors will be required to give a presentation of their concept and proposal,
either online or face to face, after ITQ closing.
9.2 Selection of vendor will be based on price, creative concept and proposal,
quality of past work and relevant portfolio.
