Section II – Background and Requirement

2.1 About Department of Agriculture


Uttarakhand, the 27th State of the Union of India was carved out of the 13 north Western districts
of Uttar Pradesh on 9th November 2000. The state comprising of the central Himalaya, is spread over
53,483 square kms. Uttarakhand is included in the National Agro-climatic zone No.-9 and 14. Most of the
area of State is under forests and other land use category thus leaving only a small amount of land i.e.6.21
lakh ha (about 12%) (LUS 2020-21) for cultivation out of the total reported area of 56.72 lakh ha.
Out of the total operational holdings, about 92% are under small marginal and sub marginal. As
large number and area is under small and marginal holdings, scale of economies cannot be availed of, and
so the input cost per unit of output is higher. The soil of tarai region is very fertile and support to number
of crops. Indiscriminate use of chemicals and overexploitation of groundwater makes the soil of this
region less fertile, causing the reduction in the sustainability in productivity. On the other hand, the hill
region is prone to constant soil erosion due to steep slopes making it less and less fertile, which could be
achieved through adoption of better management practices.
In the state, farmers adopt generally two types of agricultural practices i.e. the rainfed and the
irrigated. Most of the agriculture in the state is rainfed. The net irrigated area of the state stands at 3.38
lakh hectares. The net irrigated area to net sown area for the state is 45 percent. Being large area under
hills, irrigation is available mostly in the plains and valleys. So there is a need to generate alternate
sources of irrigation to increase the net irrigated area, which in turn shall also increase the cropping
intensity of the state. These alternative sources can be rainwater harvesting, check dams, hydram for lift
irrigation etc.
Besides the threats there are ample opportunities of increasing production and productivity,
especially in the field of pulses and oilseeds, availability of cultivable waste land, conservation of rain
water harvesting activities. There is also a good opportunity of organic farming, diversification of
agriculture, post-harvest technologies, strengthening of market interventions, and use of farm machinery
to make the agriculture more profitable occupation.

2.2 Vision of the Project


To address the challenges, where technology intervention can support, we propose Agri-
Digital Infrastructure to handle the large volume of information (Geospatial AI & Big-data analysis),
brings benefits like real-time crop monitoring, the fast collaboration between farmers and experts
and satellite based advance monitoring to the farmers.
To successfully achieve the objectives and enable the farmers with the information in real
time to help them and achieve the vision of the State and central Government of doubling the
farmer’s income, the Directorate of Agriculture is planning to build a Digital Agriculture
Infrastructure framework to support the farmers in the mentioned areas:

a) Proactive farming- To Detect and inform the farmers about following crucial parameters
affecting the yield of the selected crops in real time
b) Boost crop yield by providing relevant information on maintaining soil pH level, checking
soil temperature and moisture level.

c) Advisories to farmers on the life cycle of the crop wherever feasible.
d) Traceability of the agriculture input resources, to help farmers procure quality products.
e) Increased collaboration between Farmers and Agriculture experts (Government, Academia,
Research Institutes, NGO and others)
f) Mitigate risks by indicative insights before onset of diseases
g) Singular View
h) Predictive AI Analytics for CWR, ET & IWR with Ground Water Predictions
i) Best farming practices

2.3 Solution Objective


Smart Farming is a farming management concept using modern technology to increase the
quantity and quality of agricultural products. Farmers in the 21st century have access to GPS, soil
scanning, data management, and Internet of Things technologies. By making farming more connected and
intelligent, precision agriculture helps reduce overall costs and improve the quality and quantity of
products, the sustainability of agriculture and the experience for the consumer. Increasing control over
production leads to better cost management and waste reduction. Below are some of the uses of IoT in
agriculture;
a) Sensing for soil moisture.
b) Helping to control water usage for optimal plant growth.
c) Helping to determine custom fertilizer profiles based on soil chemistry.
d) Determining the optimal time to plant and harvest.
e) Reporting weather conditions.

The primary objective of this project is to;


a) Leveraging power of Sensor Technology and Data in Agriculture; build a data store with
complete farming data
b) Setup IoT sensors and related infrastructure including connectivity in field and an IoT platform
on cloud to get real time status for monitoring and control.
c) Leverage Data Analytics to get insights related to future crops, weather forecasting, soil moisture
etc.,
d) Provide a mobile app and integrate with existing data to get real time status and control
information
e) Increase in crop quality and productivity
f) Proactive alerts and automation of processes
g) Provide an Artificial Intelligence Based Platform for predictions of various factors including
seasonal water management, ground water management, etc.
2.4 Scope of Work
(a) GIS and Remote Sensing Based Crop Survey for Reporting Agriculture Statistics
Agriculture Statistics data is to be captured for estimating area under different crops for all
seasons, crop cutting experiments data, driage ratio data along with other statistical data with geo-tagging
and time stamp. Creating different reports as per department’s requirements, preparing advance estimates
as per conventional methods, storing all data as time series data which can be utilized by different
dashboards (to be prepared under Digital Agriculture using AI & ML as proposed in next Section which
are to be prepared as per GIS, Remote Sensing and data captured by IoT devices, especially for two
districts).

(b) Digital Agriculture Platform & IoT Device Installation


To develop an agricultural hybrid platform driven by the latest technologies of AI, ML and Big
Data backed by earth observation satellites data and IoT for dissemination of agriculture and related
information, delivery and facilitation insights for agricultural decision making for public stakeholders.
The platform will have an API driven architecture for a hybrid model/on cloud platform. Using IOT

sensors will help farming more connected and intelligent and help to reduce overall costs and improve the
quality and quantity of produce, and the experience for the farmer through the life cycle of crop.
The IoT devices requirement is to generate in-situ measurements at farm level like soil
temperature, soil moisture, humidity, ambient temperature etc. These insights will also help scale the
solutions to create localised and regional parameters combined with satellite imagery insights.
Due to a unique agro-climatic zone, distributed farm sizes, and diverse topography and elevation across
the state, the requirement of IoT sensors will play a key role to manage the localised advisory and farm
management practices.
The number of IoT devices to be installed depends on the soil type, topography and agro-climatic
zone. On average, each IoT device should cover 1.5 Sq.Kms. area in a standard condition (same soil type,
monocrop and same agro-climatic zone). The classification of number of villages according to different
size class and their respective net sown area in Dehradun and Champawat districts is as follows:

(c) Satellite Data for Earth Observation and Analysis


To track and monitor crop growth across the different locations for Sowing Intelligence, Crop Acreage,
Crop Health Monitoring, Harvest Intelligence, CCE data validation and Crop yield estimation. The
satellite image data procurement will be the responsibility of the supplier. The following details will be
accounted for the delivery of the platform and services:
1. Acquiring multispectral satellite imagery
2. Satellite image resolution of 10 M or higher. In cases of insights that can’t be delivered at 10 M
or higher resolution, alternate data sources, resolutions and relevant insights generated will be supplied by
the supplier.
3. The crop map generated will have accuracy of 80% and above. When the accuracy levels are
below 80%, the supplier will highlight and adopt the methodology to improve the accuracy. This shall
need the support of the Government authorities to conduct field surveys, in situ measurements and a
continuous information feedback loop.
4. The supplier shall provide the frequency and list of crop advisories generated.

The supplier shall design, procure, and deploy the cloud services and build an online platform with the
described features for the client. Considering the platform will cater to different levels of human
resources, upper management to field staff, relevant training sessions, manuals, training module
documentation, and support will be provided as a part of the platform delivery and services.

The deliverables to be covered are both large area monitoring and farm level granular monitoring to
generate timely advisories for the mentioned crops.

(d) Mobile Application,
The platform is flexible, easy to integrate with APIs, and can ingest multi-source, multi-modal
datasets and provide integrated insights while considering data security and data privacy of the users and
other personal information captured. The deployment will also include a mobile application for field staff.
The concept of this mobile app is to convert the large area crop intelligence into actions on the field taken
by the ground staff, who will be the users on the app, and the same can also be converted into advisory for
the farmers in the chosen village clusters.

(e) Geospatial Artificial Intelligence:


The platform would be able to use the data from multi-variate factors including demographics,
socio-economic, primary field data, historical data, satellite data, crop data, etc., and help in forecasting /
predictions using AI modelling. The AI platform would have information regarding crop suitability and
crop yield, Predictions & forecasting for Seasonal Irrigation Water Requirements, Seasonal
Evapotranspiration and Seasonal Crop water requirements. The AI Platform would also provide the
Ground water level predictions based on the historical data sets.
The AI Platform would be customizable to include crop rotation, crop selection and other crop
management activities that can improve the yield of the crops and also maximize crop utilization for the
farmers.

Design, development, installation and commissioning of the smart agriculture platform

Below are some of the uses of proposed application and IoT device in agriculture:

Project Implementation Strategy


The Uttarakhand state has 2 region, 13 districts, 110 tehsils, 7950 villages panchayats and 1,66,74
villages. Digital Agriculture Solution will be implemented in phased manger. In the First phase Two
Districts namely Dehradun and Champawat will be taken.
The Central Monitoring Centre (CMC) shall be located at Dehradun for logistical purposes and
ease of coordination for all stakeholders.
For the purpose of yielding maximum benefits of the Digital Agriculture program, the Directorate
of Agriculture plans to cover an area of multiple hectares per district. The choice of these approx.
multiple Hectares would be best representing the entire district topology and conditions. Field sensors

shall be deployed across the chosen area per district. Below solutions/module will be implemented in
digital agriculture program;
a) Precision Agriculture
b) Earth observation & analysis
c) Setting Monitoring Centre at selected Locations
d) Central Common Infrastructure for selected locations and scalability for entire state
e) Geospatial AI Platform for Machine Learning Modelling & Predictions
f) Other infrastructure and services as per bill of quantity

Project Outcomes
Digital Agriculture Solution will help for following outcomes as part of overall project.
a) Proactive farming- Detect and inform the farmers about following crucial parameters affecting
the yield of the selected crops for pilot locations
b) Boost crop yield by providing information on maintaining soil health, checking soil temperature
and moisture level.
c) Solution will provide Crop Monitoring at District / Tehsil / Village-wise Sowing Intelligence,
Crop Acreage, Late Sowing Intelligence, Damage Assessment etc.
d) Digi Agri AI Platform for predictive analytics & management

Application support and maintenance


Bidder needs to provide support and maintenance for all provided infrastructure along with
required manpower to provide day to day support.

Setting up of infrastructure
Satellite Data Procurement and Pre-processing
The procurement of the satellite data will be done by the Bidder. The spatial resolution for
satellite data will be 10 M. In cases where certain insights cannot be delivered at 10 M, alternate insights
and sources will be provided by the supplier with details.

a) IoT based Data Collection


The IoT devices shall collect in situ measurements like soil temperature, soil moisture, humidity,
ambient temperature, etc.

ML, AI and Big Data will be an integral part of the analytics solutions and products delivered.
They will be used to generate actionable insights and advisories for all the stakeholders of the client. The
Geospatial AI/ML Platform shall be able to map relevant data with forecasting & predictions for various
factors affecting the farmers and crops. The platform would provide a single view of the different
geographic areas for spatiotemporal analysis & evaluation with detailed AI/ML predictions in an easy to
use interface. The platform would help simulate the requirements of the state from a planning perspective
for various outcomes that the state may require from time to time for improvement of the agricultural
facilities, crop yields or farmer requirements.

c) Hybrid Architecture

The platform will have hybrid architecture with cloud integration. This requires the platform to
have an API First approach. All the data collected and insights generated will be available as APIs to
integrate with the existing platforms and be accessible for future products and platforms to be built.

Digital Architecture of the project will have full scalability for state level digital agriculture
platform. Proposed Digital Agriculture architecture will have hardware and software components for
better farming and knowledge centres. A common software platform – Smart Agriculture Platform
integrates the sensors and Satellite Data processing solution into one single dashboard providing real
time status.

The Proposal Evaluation Committee will carry out a detailed evaluation of the Proposals. Only

of only those bidders shall be opened who qualify in Technical Bid by scoring 70% or above. Consortium

In order to determine whether the technical aspects are in accordance with the requirements set
forth in the RFP Documents, the Proposal Evaluation Committee (Tender Committee) will examine and
compare the technical aspect of the Proposals on the basis of information provided by the bidder, taking
into account the following factors:
a. Overall completeness and compliance with the requirement
b. Proposed solution, work‐plan and methodology to demonstrate that the bidder will achieve the
performance standards within the time frame described in RFP documents.
c. Any other relevant factors, if any, listed in RFP document or the DOA/GoU deems necessary or

3.1 Pre-qualification Criteria

3.2 Technical Evaluation Criteria


The Tender Committee will carry out a detailed evaluation of the bids in order to determine
whether the technical aspects are in accordance with the requirements set forth in the RFP documents.
In order to facilitate the technical bid evaluation, the technical criteria laid down have been presented in
the following table. The marking scheme presented here is an indication of the relative importance of the
evaluation criteria. Bidders securing a minimum of 70% marks in the technical evaluation will only be
considered for further Commercial Bid evaluation. Bids, which do not secure the minimum, specified
technical score will be considered technically non-responsive and will not be considered for evaluation.

All the bidders who secure a Technical Score of 70% or more will be declared as technically
qualified. Bidders compulsorily needs to score 70% in all seven points, failing to score at least 70% in
any of these points will leads to disqualification.

3.3 Evaluation of Financial Bid


A minimum cut-off of 70% is required in Technical Evaluation for qualification for commercial
bid opening.

Evaluation Process: Quality and Cost Based Selection method (QCBS);


a. Technical and financial scores secured by each Bidder will be added using weightage of 70% and
30% respectively to compute a Composite Bid Score.

b. The Bidder securing the highest Composite Bid Score will be adjudicated as the most responsive
Bidder for award of the Project. The overall score will be calculated as follows:-

c. In the event the bid composite bid scores are ‘tied’, the Bidder securing the highest technical

3.4 Performance Security

The Service Provider has, for due and punctual performance of its obligations hereunder relating to the
Project, delivered to The Director, Directorate of Agriculture, simultaneous with the signing of this
Agreement, will have to submit a bank guarantees ("Performance Security”) which shall be 5% of total
project value from a Scheduled Bank.

3.5 Installation Plan and Implementation Plan

For preparation of the Installation Plan and the Implementation Plan, the Service Provider shall adhere to
the Project Implementation Schedule provided in Schedule 1A to the Agreement and shall comply with
the Minimum Service Levels in Schedule 16.

3.5.1 Installation Plan

a. The Service Provider shall, in consultation with the PMU, prepare and finalise a plan for
installation (“Installation Plan”), setting out the following for each of Offices:

i. Location for installation of Project Facilities;


ii. Detailed plan, including drawings, quantity and specifications, for installation of Project
Facilities; and
iii. Any other information as may be required by The Directorate of Agriculture.

b. Installation Plan shall be submitted to the Department’s Representative of respective Offices by


the Service Provider within 14 days of Appointed Date.

c. The Service Provider shall within 14 (fourteen) days of Appointed Date, obtain approval of the
Installation Plan from PMU.

3.5.2 Implementation Plan

a. The Service Provider shall within 21 (twenty one) days from Appointed Date submit to PMU, 2
(two) copies of plans for implementation (“Implementation Plan”) setting out the following:

i. Copy of the approved Installation Plans;


ii. Design plan, components for installation of Training Infrastructure; iii. Approved Training Plan;
iv. Proposed time schedules for installation of Project Facilities;
v. Integrating the existing systems with Project Facilities;
vi. Operation and maintenance plan for existing systems;

vii. Operation plans indicating working hours and working pattern of Manpower deployed scope of
work, roles and responsibility of man power deployed, etc.
viii. Copies of the technical specifications of the Project Facilities setting out exact components and
details including brand, version, model etc;
ix. Curriculum Vitae of the Manpower.

b. The Service Provider shall also make a power point presentation of the Implementation Plan to
PMU.

c. The PMU shall review the Implementation Plan submitted by the Service Provider within 7 days
of the receipt thereof and shall either approve the Implementation Plan or convey its comments/
observations to the Service Provider if any, to modify the same. If the comments/ observations of PMU
require the Implementation Plan to be modified, the Service Provider shall suitably modify the
Implementation Plan within 7 days from the date of receipt of such comments/ observations from PMU
and resubmit it to PMU for further review.

d. On submission of the modified Implementation Plan to PMU, it shall give its observations and
comments, if any, within 7 (seven) days of such receipt of modified Implementation Plan, which shall be
incorporated by the Service Provider into the final Implementation Plan.

e. If, within the period stipulated in the preceding clauses (c) and (d), PMU does not respond to the
Implementation Plan submitted to it by the Service Provider, such Implementation Plan shall be deemed
to be final and the Service Provider shall be entitled to proceed to undertake activities based on such
Implementation Plan.
Notwithstanding any such review or failure to review by PMU of the Implementation Plan, the
Service Provider shall be solely responsible for the adequacy of the Implementation Plan and the Service
Provider shall not be relieved or absolved in any manner whatsoever of any of its obligations hereunder.

3.6 Installation of Project Facilities

a. The Service Provider shall procure Project Facilities in accordance with the Implementation Plan.

b. The PMU shall cause the inspection of the Project Facilities procured by the Service Provider
through and shall cause its conformity with the technical specifications proposed in the Development
Requirements.

c. After inspection by PMU, the Service Provider shall install Project Facilities in accordance with
the Implementation Plan and instructions, if any, of the PMU.

d. The Service Provider shall complete supply, installation and commissioning of Project Facilities,
integration of Project Facilities with the existing systems with LAN/WAN/LORA and configuration
software applications at all the Offices within 90 days of approval of Implementation Plan.

e. The Service Provider shall set up the Training Infrastructure within 45 days from the approval of
Implementation Plan.

3.7 Operation of Project Facilities

Upon receipt of the Installation Certificate from the Department’s Representative, the Service Provider
shall commence operations of the Project Facilities.

The Service Provider shall:

a. Maintain and manage the Project Facilities.

b. Ensure connectivity through LAN/WAN as the case may be, at Offices at all times during the
Agreement Period.

c. Undertake regular and preventive maintenance and management of the Project Facilities.

d. Adhere to Minimum Service Levels at all times during the Agreement Period as set out in
Schedule 16.

e. In case any claims or liability arises against The Directorate of Agriculture on account of any
error or mistake, the Service Provider shall indemnify The Directorate of Agriculture and shall take
necessary steps to remedy the claim or liability at its own cost. In case the Service Provider fails to
remedy the claim or liability, it shall be liable for Damages for Non-Performance as per provisions of this
Agreement.

3.8 Reports and Documentation

The Service Provider shall:

a. during the period of the Agreement furnish reports to Department’s Representative/ PMU and
maintain documents or any other reports as requested by The Directorate of Agriculture/PMU.
b. prepare and submit in both hard and softcopies; documents such as the technical user manual,
operations manual and maintenance manual, software installation guide, structure of the database, trouble
shooting manuals, other policy documents, etc. and such other manuals as may be required by the
Department of Agriculture/ PMU for the operation of the Project Facilities.
c. document configuration in terms of model, make, capacity, serial number, code, etc. of Project
Facilities.
d. revise and update the documentation pertaining to RFP during the Agreement Period.
e. prepare all the documentation in two languages viz. English and Hindi.

3.9 No Breach of Obligations


The Service Provider shall not be considered to be in breach of its obligations under this
Agreement nor shall it incur or suffer any liability if and to the extent performance of any of its
obligations under this Agreement is affected by or on account of any of the following:

a. Force Majeure Event, subject to Article 10;

b. Failure of The Directorate of Agriculture to perform any of its obligations specified under this
Agreement;

c. Compliance with the instructions of The Directorate of Agriculture other than instructions issued
as a consequence of a breach by the Service Provider of any of its obligations hereunder.

3.10 Consortium
For the purpose of this Article, the terms Proposal, the MoU, Qualification Criteria, RFP and
Bidders shall have the meaning assigned to them in Request for Proposal issued for the Project.

a. Scope of Consortium
The obligations of the Service Provider under this Agreement could be carried out either by the
Service Provider or through any of its Consortium Member/s but in either case; the Service Provider shall
be solely responsible for compliance of such obligations. The reconstituted Consortium shall be effective
from the date of acceptance of proposal for change in Consortium by The Directorate of Agriculture.

4: PAYMENT
4.1 Capex Payment

The Directorate of Agriculture will release the payment as per following payment terms after
obtaining necessary certificates related to particular activity.

1. For IoT device installation with required infrastructure and connectivity 50% payment will be
done after Deployment, Installation, Commissioning in 1st District. Rest 50% will be done after
Deployment, Installation, Commissioning in 2nd District.
2. For Infrastructure and Cloud Services 80% payment will be done after Deployment, Installation,
Commissioning and Go-Live of services. Rest 20% will be made after successful Deployment of all
Applications and Services.
3. All other payment regarding application Development and other activities 70% will br done after
successful Go-Live of the project. Rest 30% will be done after 6 months of GoLive and Successful
delivering data of 1st season.

4.2 Periodic Payment

The O&M Payment for a year shall be payable by The Directorate of Agriculture to the Service
Provider in four equal quarterly instalments (“Periodic Payment”).

4.3 Damages for Non-Performance

Without prejudice to any other rights and remedies available to The Directorate of Agriculture under this
Agreement, the Service Provider shall be liable to pay Damages for Non-Performance in case it does not
meet the Minimum Service Levels as set out in Schedule 16.

5: OWNERSHIP
Without prejudice and subject to this Agreement, the ownership of all the Project Facilities,
including all up gradations/ improvements made therein by the Service Provider, shall at all times vest
with The Directorate of Agriculture. Further, all the User Manuals and warranties with respect to the
Project Facilities shall also be in the name of The Directorate of Agriculture.

6: FORCE MAJEURE

6.1 Force Majeure Event

Any of the following events which is beyond the control of the Party claiming to be affected thereby
(“Affected Party”) and which the Affected Party has been unable to overcome or prevent despite
exercise of due care and diligence, and prevents the Affected Party from performing or discharging its
obligations under this Agreement, shall constitute Force Majeure Event:

a. earthquake, flood, inundation and landslide;


b. storm, tempest, hurricane, cyclone, lightning, thunder or other extreme atmospheric disturbances;

c. fire caused by reasons not attributable to the Service Provider or any of the employees or agents
appointed by the Service Provider for purposes of the Project;
d. acts of terrorism;
e. strikes, labour disruptions or any other industrial disturbances not arising on account of the acts or
omissions of the Service Provider;
f. action of a government agency having Material Adverse Effect including but not limited to:
i. any judgement or order of a court of competent jurisdiction or statutory authority in India made
against the Service Provider or the Consortium Member(s) in any proceedings which is non-collusive and
duly prosecuted by the Service Provider, and
ii. any unlawful, unauthorised or without jurisdiction refusal to issue or to renew or the revocation of
any Applicable Permits, in each case, for reasons other than Service Provider’s breach or failure in
complying with the provisions of this Agreement, Applicable Laws, Applicable Permits, any judgement
or order of a governmental agency or of any Agreement by which the Service Provider is bound.
g. early determination of this Agreement by The Directorate of Agriculture for reasons of national
emergency, national security or the national interest; and
h. war, hostilities (whether declared or not), invasion, act of foreign enemy, rebellion, riots, weapon
conflict or military actions, civil war, ionising radiation, contamination by radioactivity from nuclear fuel,
any nuclear waste, radioactive toxic explosion, volcanic eruptions.
