1.0 Introduction
1.1 Scope
Aim of the Natural Gas treatment skid is to pre-condition the PROPANE fuel gas in order to
match pressure and temperature conditions required at the GT terminal point.
PROPANE Gas treatment skid is dimensioned to feed 3 gas turbines at the time (baseload
conditions).
The PROPANE skid is equipped with 2 X100 %VAPORIZER (tag: FDF-3/FDF-4) that are
required to vaporize and heat at 83 °C the incoming liquid PROPANE. Each Vaporizer is
dimensioned to provide full duty for three turbines, with 110% margin for both flow and
power. One in operation and the other in stand-by. PROPANE will be in the shell, while
steam will be in the tube.
On PROPANE side
PROPANE level will be regulated by means of a Level Control Valve in closed loop
with a Level Transmitter
On the steam side:
steam flow rate will be regulated by means Temperature Control Valve in closed
loop with PROPANE Temperature Transmitter.
condensate level will be regulated by means of a Level Control Valve in closed loop
with a Level Transmitter.
Double superheaters (one steam heated, the other electric heated) are used to match
superheating requirement of 93°C (based on contractual PROPANE conditions and as per
GE EPE design basis document).
Each superheater is dimensioned to provide full duty for three turbines, with 110% margin
for both flow and power.
1x100% horizonthal STEAM SuperHeater (tag: FDF-2):
Gas will be in the tubes, while steam will be in the shell.
On the steam side:
steam flow rate will be regulated by means Flow Control Valve in closed loop with
PROPANE Temperature Transmitter.
condensate level will be regulated by means of a Level Control Valve in closed loop
with a Level Transmitter.
It will be possible to by-pass the Steam superheater by opening the manual bypass valve.
For maintenance, the vessel shall be isolated and depressurized (first to flare and then to
atmosphere) and eventually purged.
1x100% vertical Electric SuperHeater (tag: FTG1-EH-11/12/13)
It will be possible to by-pass the Electric Heater by opening the manual bypass valve. For
maintenance, the vessel shall be isolated and depressurized (first to flare and then to
atmosphere) and eventually purged.

Two Pressure Control Valves (tag PCV 1363 and tag PCV 1364) mounted in parallel and in
split range to regulate the pressure at 26.5 kg/cm²g in order to match minimum pressure
requirement for GT baseload.
When 2(two) Instrments are utilized for the same measure then calculate:
* average value
* deviation (alarm if ≥±1%)
To increase the rangeability of control valves 2 (two) control valves have been installed in
parallel.

3.3.4 Piloted Pressure Relief Valves (PSV-1385) <1.>
The Piloted Pressure Relief Valves (PSV-1385), modulating type, having function of Relief
Valve, normally close, shall open the outlet pressure downstream regulators will go
high at predefined levels. The relief valve, installed at downstream of GT metering line,
is sized for discharging the 10% of total gas flow rate when the pressure at the control
point exceeds a given level to any temporary occurrence such as the momentary

shutting of control valves and/or the overheating of gas with no flow requirement. This
valve is requested to open when the upstream pressure increases over 30.5 kg/cm²
(29.91 barg)
3.3.5 Vane Pack Separator <1>
The propane gas passes through the suction vane pack separator FG-3,that
removes particle liquid .
The median value of Level Transmitters (LIT 1355/A/B/C) is used to open and
close the level control valve DCV-1355; the liquids, collected at the bottom of the
Separator, will be drained automatically into Customer closed tank.
The Level Control Valve DCV-1355 (with Position Trasmitter ZY-1355) will be
opened when the LIT 1355/A/B/C reach high level LSH-1355 and will be closed
when LIT 1355/A/B/C reach low level LSL-1355.
If the valve DCV-1355 is closed in presence of “Open Command”, then the DCS
will communicate: “ALARM VALVE not Opened”. In order to avoid the ESD of
plant, manual drain will be performed.
If valve DCV-1355 is opened in absence of “Open Command”, then DCS will
communicate: “Warning, Valve Not Closed (verify the plug/seat of valve could be
dirty)”. In order to avoid gas discharge through DCV-1355 then valve XV-1398
will be closed.
If the sump experiences a High-High level, the median value of Level
Transmitters (LIT 1355/A/B/C) generates a High-High level alarm (LSHH-1355)
and consequently "Skid Shutdown" (Interlock I3).
If the sump experiences a high-high level, the median value of Level Transmitters
(LIT 1355/A/B/C) generates a Low-Low level alarm (LSHH-1355) and valve XV-
1398 will be closed.
3.3.6 Duplex Filters <1>
For Filter FG-2A/B the liquid level control is realized by the controller LIT-1357A/B
(Controller with direct action).
When the Level reaches the LAH threshold an Alarm (programmed in SCP)
provides to advise the operator to open the manual drain valves (on bottom and
top section of filter) and close the drain valves when level reach the minimum
value.
Each Filter is equipped with two Level Gauge (LG1359A/B on bottom section and
LG1358A/B on top section of filter)
3.4 Skid Outlet <1>
The following automatic valves and instrument are installed:
1. Outlet isolation valve (XV-1397), equipped with Open/Close Limit Switches (ZSH-
1397/ ZSL-1397), solenoid valve (XY-1397)
2. Inlet header blowdown valve (XV-1396), equipped with Open/Close Limit Switches (ZSH-
1396/ ZSL-1396), solenoid valve (XY-1396)

The valves are installed in parallel and are controlled with a split range philosophy:
o The DN 1" valve (LCV-1351B or LCV-1353B if vaporizer 2 is selected) will work
between 0% and 75-80% aperture by reading the position transmitter (ZT-1351);
when the degree of opening of 75% is exceeded (the flow rate required by the
turbines is increasing) then the DN 4” Valve (LCV-1351A) will modulate and the
valve (LCV-1351B) will close.
o The valve DN4” (LCV-1351A or LCV-1353A if vaporizer 2 is selected) will continue to
maintain the SET as the flow rate required by the turbines increases. When the
required flow rate decreases and the valve (LCV-1351A) aperture reaches 20% by
reading the position transmitter (ZT-1351A), then the valve DN 1" (LCV-1351B or
LCV-1353B) will modulate and the DN 4” Valve (LCV-1351A or LCV-1353A) closes.
NOTE: the operating pressure at TP-821 will be 28÷32 kg/cm2 in the all range of
flow rate, that is between 600 kg/h and 31462 kg/h.
The propane liquid level will be reduced if:
o The propane gas temperature (TIT-1391A/B) or TIT-1382B (or TIT-1382C if vaporizer
2 is selected) exceeds 83 °C and propane gas pressure (PIT-1368A/B/C) is less than
33 kg/cm² and greater than or equal to 27.4 kg/cm²
o The propane gas pressure (PIT-1368A/B/C) exceeds 33 kg/cm² (override)
Viceversa the propane liquid level will be increased if:
o The propane gas temperature (TIT-1391A/B) or TIT-1382B (or TIT-1382C if vaporizer
2 is selected) is less 83 °C and propane gas pressure (PIT-1368A/B/C) is less than
33 kg/cm² and greater than or equal to 27.4 kg/cm²
o The propane gas temperature (TIT-1391A/B) is less than 83°C and TIT-1382B (or
TIT-1382C if vaporizer 2 is selected) is grater than or equal to 83 °C.

o The propane vapour temperature is measured by means Temperature
Transmitter (TIT-1391A/B) that send the signal to:
the controller PIC to regulating steam flow rate
to level controller (LIC-1351 or LIC-1353A/B if Vapororizes 2 is selected) to to
regulating the liquid propane height and the propane flow rate
If the temperature (TIT-1391A/B) execeeds 83°C and the pressure is greater
than 27.4 kg/cm2 and less 33 kg/cm2 then:
reduce the steam flow rate by decreasing the aperture of TCV-1366A/B (or
TCV-1367A/B if Vapororizes 2 is selected)
reduce the liquid propane level (and flowrate) by decreasing the aperture of
LCV-1351A/B B (or LCV-1353A/B if Vapororizes 2 is selected)
Vicversa, if the temperature (TIT-1391A/B) is less 83°C and the pressure is
greater than 27.4 kg/cm2 and less 33 kg/cm2 then:
increase the steam flow rate by increasing the aperture of TCV-1366A/B (or
TCV-1367A/B if Vapororizes 2 is selected)
increase the liquid propane level (and flowrate) by increasing the aperture
of LCV-1351A/B B (or LCV-1353A/B if Vapororizes 2 is selected)
o The propane vapour pressure is measured by means Pressure Transmitter (PIT-
1368A/B/C) send the signal (P-C1) to the controller PIC.
If the pressure (PIT-1368A/B/C) exceeds 33 kg/cm² then:
1. Reduce level of propane liquid by reducing/closing the aperture of LCV-1351 (or
LCV-1353 if vaporizer 2 is selected)
2. Reduce the steam flow rate by reducing/closing the aperture of TCV-1366A/B
(or TCV-1367A/B if vaporizer 2 is selected)
3. If the pressure (PIT-1368A/B/C) exceeds 33.5 kg/cm² then open PCV-1347
modulating at set equal to 33.5 kg/cm²
The temperature/pressure contoller modulate with reverse action:
Temperature control valve DN2" (TCV-1366B or TCV-1367B if Vapororizes 2 is
selected)
Temperature control valve DN6" (TCV-1366A or TCV-1367A if Vapororizes 2 is
selected)
The valves are installed in parallel and are controlled with a split range philosophy:
The DN 2" valve (TCV-1366B or TCV-1367B if vaporizer 2 is selected) will work
between 0% and 75-80% aperture by reading the position transmitter (ZT-1366B
or ZT-1367B); when the degree of opening of 75% is exceeded (the flow rate
required by the turbines is increasing) then the DN 6” Valve (TCV-1366A) will
modulate and the valve (TCV-1367B) will close.
The valve DN6” (TCV-1366A or TCV-1367A if vaporizer 2 is selected) will continue
to maintain the SET as the flow rate required by the turbines increases. When the
required flow rate decreases and the valve (TCV-1366A or TCV-1367A) aperture
reaches 20% by reading the position transmitter (ZT-1366A or ZT-1367A), then

the valve DN 2" (TCV-1366B or TCV-1366B) will modulate and the DN 6” Valve
(TCV-1366A or TCV-1367A) closes.
FLIM BOILING CONDITIONS:
1. inlet pressure (PIT-1362/C) is the range 28-32 kg/cm².
2. liquid Propane Level (LIT-1351A/B) is in the range, if Vaporizer 1 selected
3. liquid Propane Level (LIT-1353A/B) is in the range, if Vaporizer 2 selected
4. vaporizers oulet pressure (PIT-1368/A/B/C) lower 27.4 kg/cm²
5. vaporizers oulet temperature (TIT-1391/A/B) greater than 83°C
6. liquid Propane temperature (TIT-1382/B) greater than 83°C, if Vaporizer 1 selected
7. liquid Propane temperature (TIT-1382/C) greater than 83°C, if Vaporizer 2 selected
In case Film Boiling, if the temperatures of liquid PROPANE places on the evaporator
shell and of Temperature Transmitters TIT 1391A /B and TIT 1382B/C don’t increase
or in case PIT 1368A/B/C low pressure set point , then the Pressure Controller:
o The steam Temperature Control Valve (TCV-1366A/B or TCV 1367A/B if Vaporizer 2
selected) stop modulating and downstream pressure will be fixed (and
consequently the condensation temperature will be inferior). The condensate
pressure will be read by means (PIT-1366 or PIT-1367) located at downstream of
Vaporizer. The set pressure will be 0.6 barg at clean vaporizer (fouling factor equal
zero, note with fouling resistance: * 0.000172 m²∙K/W shell side * 0.000086 m²∙K/W
tube side no film boiling is espected)
o GT load will be regulated by modifying the set-point of propane liquid Kettle LIC
1353A/B or LIC 1351A/B; it’s also possible to act on the Condensate Level Control
Valve to regulate the condensate flow by modifying the set of level controller LIC
1399/C or LIC-1399A.

The pressure is measured by PIT-1369 A/B (median) and controlled by the PIC-
1369 (Controller with reverse action) that sends the control output with a split
range philosophy. The Pressure Controller (PIC-1369) has set = 26.51 kg / cm²
(pressure read with PIT-1369 A/ B).
The DN 1½" PCV-1363 valve will work between 0% and 75-80% of the reading
value read by the position transmitter (ZT-1363); When the degree of opening of
75% is exceeded (the flow rate required by the turbines is increasing) then
checks the DN 4” Valve PCV-1364 and PCV-1363 closes.
The PCV-1364 will continue to maintain the set = 26.51 kg / cm² as the flow rate
required by the turbines increases. When the required flow rate decreases and
the PCV-1364 aperture reaches 20% (value read from the ZT-1364 transmitter),
then the DN 1½" PCV-1363 and the DN 4” Valve PCV-1364 closes.

The filter group is provided of PDIT-1380 for monitoring cartridge fouling, and
perform the manual opening on the spare filter in case of high differential
pressure.
The filters group is equipped with one Differential Pressure Gauge (PDI1381).
When the differential pressure across the on-line filter reaches the PDAH
threshold (meaning dirty filter) an Alarm (programmed in SCP) provides to advise
the operator to open the spare filter and to close the on line one, acting on inlet
on/off valves.

completely depressurized until the High pressure flare backpressure.
The main reasons to have the emergency depressurised shutdown conditions are the
following:
o Detection of an abnormal process or equipment condition by Operation
personnel;
o A Fire & Gas conditions detected by Fire & Gas system by Customer;
o Manual activation by Operation personnel as a consequence of audible and
visual alarms status recognized;
PPSDr: “Partial Pressurized Emergency Shut-Down” will be manually activated by
panel operator, train fire & gas or machines protection system, in case of emergency
and consists in stopping all the equipment, isolating the gas inventory. The unit fuel
gas skid will be stopped but not depressurized.
The causes of a pressurized shutdown are listed here below.
o Detection of an abnormal process or equipment condition;
o Manual activation by Operation personnel as a consequence of audible and
visual alarms status recognized;

The control/ protective design shall detect and provide appropriate interlocks to prevent
liquid carryover (slugs), and to detect and respond to loss of heat tracing.
For extended shutdown or outage, an inert (nitrogen) static purge system will be
required for trapped fuel in fuel line between vaporizer and duct burner fuel control
valve. At ambient temperature if the system is let sit, it can draw a vacuum; this points
to the need for provision of a purge system (so don’t draw a vacuum).
Appropriate provisions for pipe draining will be required (perhaps the fuel condensate
can be returned to the vaporizer).

Interface with the Plant vent/ flaring and drains system - to be defined
PROPANE vaporizer system shall be designed the to prevent a rapid phase transition
(RPT) situation. This is a failure mode where hot Steam and liquid PROPANE mix due to a
leak, a larger than intended volume of PROPANE evaporates rapidly, causing a sudden
pressure increase that could potentially cause the vaporizer to rupture.
PROPANE vaporizer system shall designed the with built-in safety measures/
requirements to avoid plant hazards, for example, liquid fuel, fuel vapors, electricity
sources (e.g. electrical devices, heaters (where used), static electricity, lightning strikes,
etc.), etc.
Purge gas (Nitrogen) connections shall be provided at the system interfaces depending
on final system/plant layout.

deformed by the electrical supply to the elements which can occur if heating
elements and detectors are terminated in the same enclosure without proper
segregation.
To avoid to reach high temperature of element for non flow or when the flow is
less than 300 kg/h one Flow Switch (FSL-1311) will be installed upstream the
electric heater.
Electric Heaters operating at Temperatures Higher than Area
Temperature Classification
For safety reasons, it is essential for the user to ensure that exposed metal
surfaces of the process vessel and/or associated pipe work whose temperature
exceeds the temperature classification of the hazardous area under the
designed operating conditions are fully acknowledged and understood. They
must be addressed by the user with the appropriate risk assessments carried
out and action taken such as the provision of suitable insulation or other
methods to prevent contact with the gas hazard. Further details are contained
within the operating and maintenance instructions supplied with the equipment

6.0 Start-up : initial Start-up and after normal Shut-down
6.1 Nitrogen Purging Procedures <1>
Purging sequence is performed by allowing process gas to flow through the unit with
the purpose to eliminate any infiltration of ambient air (oxygen) into process system. The
purging operation will be performed each time that a start-up from depressurized
condition occurs. Purging is not required in case of partial-depressurized shut down.
To purge the system nitrogen has to be used. During the operation of pressurizing or
filling or de-pressurizing, particular attention should be given in the following cases:

The sequence of purging and pressurizing after a depressurized shut down is described
here below.
1. Check closing of the Inlet isolation valve XV-1394
2. Check closing of the Outlet isolation valve XV-1397
3. Close the hand valve located at upstream of XV-1394
4. Close the hand valve located Valve dowstream of XV-1397
5. Open with the Pressure Controller PIC-1369 in manual mode the pressure control
valves PCV-1363 and PCV-1364
6. Verify that all main hand valves are fully open (upstream/downstream Valves
installed on: Vaporizers,Steam Heater, Electric Heater, Pressure Control Valves
and duplex Fuel Gas Filters)
7. De-pressurizing the system: open very slowly and slightly the hand vent valves
and hand drain valves (no liquid in the system and gas at atmospheric pressure).
Vent and Drain Valves installed on: Vaporizers, Steam Heater, Electric Heater,
Pressure Control Valves and duplex Fuel Gas Filters.
8. Check closing of the purge ball valves
9. Connect the customer nitrogen feeding (max pressure 5 kg/cm²g) to the natural
gas skid purge valves
10. Open the purge ball valve and start purging by slowly opening the regulating
valve on the Nitrogen Gas cylinder and bleeding the gas to the process line with a
pressure of not more that 3 kg/cm² (g)
11. When a nitrogen volume about twice the piping volume has passed, close all the
hand vent valves and hand drain valves opened previously
12. Close Inlet/Outlet header blowdown valve XV-1395 and XV-1396
a. Gradually increase the nitrogen pressure inside the pipeline up to 5 kg/cm² (g)
b. Open Inlet/Outlet header blowdown valve XV-1395 and XV-1396
c. When the pressure decrease at 0.5 kg/cm² (g), close Inlet/Outlet header
blowdown XV-1395 and XV-1396
d. Repeat this operation from points a. to d. for 4 times and when complete,
13. Close Valves XV-1395 and XV-1396
14. Check closing of all the hand vent valves and hand drain valves

7.0 Normal shut-down of Unit Natural Gas Skid <1>
The following steps have to be followed to shut down the main fuel gas skid when the al
four gas turbines are no running and all Customer fuel gas users don’t require fuel gas.
The skid is considered to remain pressurized.
1. Ensure that all Gas turbines are in stop condition
2. Stop Fuel Gas Steam Heater:
a. Put manual model Level Controller, LIC-1397 and open the control valves LCV-1397
b. Put manual model Temperature Controller and close the control valves FCV-
1338/A and FCV-1338/A
c. Close steam supply valve XV-1384
3. Stop Electric heater FTG1-EH-1/2/3/4
4. Put manual model Pressure controller, PIC-1362. and close the control valves PCV-
1344 PCV-1345 and PCV-1346.
5. Close Inlet isolation valve XV-1399
6. Close Outlet isolation valve XV-1392
7. Full Depressurised condition can be achieved by the Operation personnel just
opening the blow down valves BDV-..
The final position of automatic On-Off Valves, Control Valves and Control Panel are
listed on Table 7.0.T1

8.0 Upset <1>
If the final delivery Pressure (read with PIT-1369A/B) tends to decrease, the following
actions are reccommended:
1. Ensure that the blowdown valves, XV-1395 and XV-1391 are closed and PCV-1347 is
modulating for pressure set greater than 32 kg/cm².
2. Ensure that the skid inlet pressure, read with PIT-1362/C is the range 28÷32 kg/cm².
3. If PIT-1362/C is in the normal range check flim boiling condition (see paragraph 4.2.2):
3.1. Check Pressure PIT-1368/A/B/C lower 27.4 kg/cm²
3.2. Check temperature TIT-1391/A/B greater than 83°C
3.3. Check liquid Propane temperature TIT-1382/B greater than 83°C, if Vaporizer 1
selected
3.4. Check liquid Propane temperature (TIT-1382/C) greater than 83°C, if Vaporizer 2
selected
If the final delivery Temperature (TIT-1394A/B) tends to decrease, the following actions are
reccommended:
1. Ensure that the blowdown valves, XV-1395 and XV-1396 are closed and PCV-1347 is
modulating for pressure set greater than 32 kg/cm².
2. Ensure that the skid inlet temperature (TIT-1381/C) is the range 14-28°C.
3. Ceck Steam Supply Temperature (TIT-1399) is the range 170-190°C, if Vaporizer 1
selected
4. Ceck Steam Supply Temperature (TIT-1397) is the range 170-190°C, if Vaporizer 2
selected
5. Ceck Steam Supply Temperature (TIT-1396) is the range 170-190°C, if Steam
Superheater selected
6. Ceck Steam Supply Pressure (PIT-1366) is the out of range 2.5-5.5 kg/cm², if Vaporizer 1
selected
