1.0 Introduction
1.1 Scope
Aim of the Natural Gas treatment skid is to pre-condition the PROPANE fuel gas in order to
match pressure and temperature conditions required at the GT terminal point.
PROPANE Gas treatment skid is dimensioned to feed 3 gas turbines at the time (baseload
conditions).

The PROPANE skid is equipped with 2 X100 %VAPORIZER (tag: FDF-3/FDF-4) that are
required to vaporize and heat at 83 °C the incoming liquid PROPANE. Each Vaporizer is
dimensioned to provide full duty for three turbines, with 110% margin for both flow and
power. One in operation and the other in stand-by. PROPANE will be in the shell, while
steam will be in the tube.
On PROPANE side
PROPANE level will be regulated by means of a Level Control Valve in closed loop
with a Level Transmitter
On the steam side:
steam flow rate will be regulated by means Temperature Control Valve in closed
loop with PROPANE Temperature Transmitter.
condensate level will be regulated by means of a Level Control Valve in closed loop
with a Level Transmitter.

Double superheaters (one steam heated, the other electric heated) are used to match
superheating requirement of 93°C (based on contractual PROPANE conditions and as per
GE EPE design basis document).
Each superheater is dimensioned to provide full duty for three turbines, with 110% margin
for both flow and power.
1x100% horizonthal STEAM SuperHeater (tag: FDF-2):
Gas will be in the tubes, while steam will be in the shell.
On the steam side:
steam flow rate will be regulated by means Flow Control Valve in closed loop with
PROPANE Temperature Transmitter.
condensate level will be regulated by means of a Level Control Valve in closed loop
with a Level Transmitter.
It will be possible to by-pass the Steam superheater by opening the manual bypass valve.
For maintenance, the vessel shall be isolated and depressurized (first to flare and then to
atmosphere) and eventually purged.
1x100% vertical Electric SuperHeater (tag: FTG1-EH-11/12/13)
It will be possible to by-pass the Electric Heater by opening the manual bypass valve. For
maintenance, the vessel shall be isolated and depressurized (first to flare and then to
atmosphere) and eventually purged.

Two Pressure Control Valves (tag PCV 1363 and tag PCV 1364) mounted in parallel and in
split range to regulate the pressure at 26.5 kg/cm²g in order to match minimum pressure
requirement for GT baseload.

1x100% Vane Pack Separator (tag: FG-3)


The vane pack separator has been designed to protect the fuel gas system against entry of
liquid. An automatic liquid level control system drains the lower sump. The Level
Transmitters generate a high and high-high level alarm if either sump experiences a high
liquid level.

2x100% FILTER (tag: FG-2A and FG-2B)


Although scrubbing devices are present, PROPANE treatment skid is not intended as main
filtering skid, but only as last chance.
The filters have been designed to protect the fuel gas system against entry of both liquid
phase and particulate contaminants (separation efficiency 100% for particles 5µm or
larger).

When 2(two) Instrments are utilized for the same measure then calculate:
* average value
* deviation (alarm if ≥±1%)

To increase the rangeability of control valves 2 (two) control valves have been installed in
parallel.

3.0 Propane Skid Process Description


3.1 Skid Inlet <1>
The following automatic valves and instrument are installed:
1. Inlet isolation valve (XV-1394), equipped with Open/Close Limit Switches (ZSH-
1394/ ZSL-1394), solenoid valve (XY-1394)
2. Pressure Transmitters (PIT-1362/C)
3. Temperature Transmitters (TIT-1381/A)
4. Inlet header blowdown valve (XV-1395), equipped with Open/Close Limit Switches
(ZSH-1395/ ZSL-1395), solenoid valve (XY-1395)

3.2 PROPANE - Liquid phase


32.1 Level Control Valve
Propane feed enters the skid from Customer TP 821, than is fed via level control (tag LCV-
1351A/B) to the Steam Vaporizer, tag FDF-3. The Level Control Valve LCV-1351A and LCV-
1351B, relevant to Vaporizer FDF-3 (LCV-1353A | LCV-1353B relevant to Vaporizer FDF-4),
are mounted in parallel and in split range to regulate the PROPANE level of Vaporizer.
PROPANE Level Control Valve: flow through a control valve is considered isenthalpic
(adiabatic) overall and isentropic between the valve inlet and the vena contracta.

3.2.2 Vaporizers (FDF-3 and FDF-4)


The PROPANE Skid is equipped with 2x100% vaporizers that are required to heat, vaporize,
and superheat the incoming liquid PROPANE. The Vaporizer will be type Horizontal Kettle
Reboiler TEMA BKU shell with no baffles.
<1.>The operator, through the software selector of the DCS, chooses the heater that shall
work, thefore the software selector shall have two positions:
1) Only VAPORIZER 1 in operation;
2) Only VAPORIZER 2 in operation.
The Vaporizer FDF-3 will be fed by PROPANE Level Control Valve LCV-1351A/B, while the
FDF-4 will be fed by PROPANE Level Control Valve LCV-1353A/B; the level of PROPANE will
be controlled by means the level transmitter LIT-1351A/B and LIT-1353A/B respectively.
The Steam required for vaporization will be supplied by Temperature Control Valve TCV
1366A/B for the Vaporizer FDF-3 and TCV 1367A/B for FDF-4; the temperature will be
controlled by means TIT-1391A/B and more rapidly by means PIT-1368A/B/C, being the
fluid in the saturation zone.
The Condensate will be discharged by means Level Control Valve LCV-1399/B for the
Vaporizer FDF-3 and LCV-1399/C for FDF-4; the level of condensate will be controlled by

3.3 PROPANE - Gas phase


3.3.1 Superheater
Superheaters (one steam heated, the other electric heated) are used to match
superheating requirement of 93°C (based on contractual PROPANE conditions and as
per GE EPE design basis document); the temperature will be controlled by means TIT-
1394A/B located at downstream PCV-1363/PCV-1364.
Each superheater is dimensioned to provide full duty for four turbines, with 110%
margin for both flow and power.
The heaters (2x100%) are normally connected in series with manual input / output
shut-off valves open and closed by-pass valve.
The operator, through the software selector of the DCS, chooses the heater that shall
work on the basis of the availability of steam and / or electricity; thefore the software
selector shall have three positions:
1) Only STEAM HEATER in operation; the Temperature Controller has set 96°C,
temperature read with TIT-1394A/B.
2) Only ELECTRIC HEATER in operation; the Temperature Controller has set 96°C, (the
Temperature Controller has set 56°C, temperature read with TIT-1394A / B.
3) Both heaters in SERIES operation;
a. STEAM HEATER: the Temperature Controller has set = 91 °C, temperature
read with TIT-1398A/B.
b. ELECTRIC HEATER: The Temperature Controller has set = 96 °C, temperature
read with TIT-1394A/B.

3.3.1 Horizontal Steam Superheater (EE-07 FDF-2)


Horizontal PROPANE/Steam Heat Exchanger type TEMA BXU, shell with no baffles.
Gas will be in the tubes, while steam will be in the shell.
The Steam required for vaporization will be supplied by Temperature Control Valve
TCV 1365A/B; moreover the temperature will be controlled by means TIT-1398/A/B.
The Condensate will be discharged by means Level Control Valve LCV-1399/A; the
level of condensate will be controlled by means the level transmitter LIT-1399/A.

The electric heating system is composed of 1 Gas Electric Heater and 1 Thyristor
Control Panel. Moreover the temperature will be controlled by means TIT-1395/A/B.
The minimum flow rate Flow Switch will be controlled by means FSL-131.
It will be possible to by-pass the Electric superheater by opening the manual bypass
valve. For maintenance, the vessel shall be isolated and depressurized (first to flare

3.3.2 Pressure Control Valves


The gas coming from Propane Superheater goes to Pressure Control Valves (tag PCV-1363
and PCV-1364). The Pressure Control Valves PCV-1363 and PCV-1364 are mounted in
parallel and in split range to regulate the pressure required by GT.
Pressure Control Valves: Flow through a control valve is considered isenthalpic (adiabatic)
overall and isentropic between the valve inlet and the vena contracta.

valve is requested to open when the upstream pressure increases over 30.5 kg/cm²
(29.91 barg)
3.3.5 Vane Pack Separator <1>
The propane gas passes through the suction vane pack separator FG-3,that
removes particle liquid .
The median value of Level Transmitters (LIT 1355/A/B/C) is used to open and
close the level control valve DCV-1355; the liquids, collected at the bottom of the
Separator, will be drained automatically into Customer closed tank.
The Level Control Valve DCV-1355 (with Position Trasmitter ZY-1355) will be
opened when the LIT 1355/A/B/C reach high level LSH-1355 and will be closed
when LIT 1355/A/B/C reach low level LSL-1355.
If the valve DCV-1355 is closed in presence of “Open Command”, then the DCS
will communicate: “ALARM VALVE not Opened”. In order to avoid the ESD of
plant, manual drain will be performed.
If valve DCV-1355 is opened in absence of “Open Command”, then DCS will
communicate: “Warning, Valve Not Closed (verify the plug/seat of valve could be
dirty)”. In order to avoid gas discharge through DCV-1355 then valve XV-1398
will be closed.
If the sump experiences a High-High level, the median value of Level
Transmitters (LIT 1355/A/B/C) generates a High-High level alarm (LSHH-1355)
and consequently "Skid Shutdown" (Interlock I3).
If the sump experiences a high-high level, the median value of Level Transmitters
(LIT 1355/A/B/C) generates a Low-Low level alarm (LSHH-1355) and valve XV-
1398 will be closed.
3.3.6 Duplex Filters <1>
For Filter FG-2A/B the liquid level control is realized by the controller LIT-1357A/B
(Controller with direct action).
When the Level reaches the LAH threshold an Alarm (programmed in SCP)
provides to advise the operator to open the manual drain valves (on bottom and
top section of filter) and close the drain valves when level reach the minimum
value.
Each Filter is equipped with two Level Gauge (LG1359A/B on bottom section and
LG1358A/B on top section of filter)
3.4 Skid Outlet <1>
The following automatic valves and instrument are installed:
1. Outlet isolation valve (XV-1397), equipped with Open/Close Limit Switches (ZSH-
1397/ ZSL-1397), solenoid valve (XY-1397)

4.1 Overall Control Objective


The PROPANE Gas Treatment Skid has the following objectives:
o Provide PROPANE vaporization
o Ensure correct pressure and temperature to supply propane fuel to GT’s
o Avoid PROPANE liquid to GT
o Minimise PROPANE flaring

4.2 Process Control Philosophy

Normal Operation <1>


The FG can be started using the Start button on the control panel.
In order for the unit to be ready to start, the control system must have confirmation
that the following permissive start signals are cleared and there is not any trip
condition.
Once the confirmation is received, the FG skid can be started.
Permissives for Start: <1>
If even one of the mentioned trips has occurred the operator will handle the relevant
reset of the instrumentation in order to get the correct process start-up configuration
and get the “PROCESS READY TO START”.

4.2.1 Vaporizers: Propane Liquid Level Control <1>


Two Steam Vaporizers have been provided (2x100%); therefore the one software
selector have to be foreseen by DCS:
1) Only selected Vaporizer 1 - Main (main valves and instruments: LCV 1351A/B, LIT-
1351A/B, TIT-1382B, TV-1358B, PSV-1356A/B)
2) Only selected Vaporizer 2 – Stand-by (main valves and instruments: LCV 1353A/B,
LIT-1353A/B, TIT-1382C, TV-1358C, PSV-1357A/B)
The PLC will receive a signal indicating incoming PROPANE flow from the PROPANE
Facility (Pumps and PROPANE storage by Others) and initiate, vary, or stop the GT
demand. The GT controls will then signal the vaporizer to initiate, vary, stop
vaporization by acting on Level Control Valve (LCV 1351A/B or LCV-1353A/B if
Vapororizes 2 is selected); minimum flow rate of PROPANE required involves minimum
height of the PROPANE vaporizer level (viceversa PROPANE max flow rate involves
max height level).
The Level of propane liquid is measured by (LIT-1351A/B or LIT-1353A/B if Vapororizes
2 is selected) and controlled by the Controller with reverse action (LIC-1351 or LIC-
1353) that sends the control output at:
o valve DN1" (LCV-1351B or LCV-1353B if Vapororizes 2 is selected)
o valve DN4" (LCV-1351A or LCV-1353A if Vapororizes 2 is selected)

The valves are installed in parallel and are controlled with a split range philosophy:
o The DN 1" valve (LCV-1351B or LCV-1353B if vaporizer 2 is selected) will work
between 0% and 75-80% aperture by reading the position transmitter (ZT-1351);
when the degree of opening of 75% is exceeded (the flow rate required by the
turbines is increasing) then the DN 4” Valve (LCV-1351A) will modulate and the
valve (LCV-1351B) will close.
o The valve DN4” (LCV-1351A or LCV-1353A if vaporizer 2 is selected) will continue to
maintain the SET as the flow rate required by the turbines increases. When the
required flow rate decreases and the valve (LCV-1351A) aperture reaches 20% by
reading the position transmitter (ZT-1351A), then the valve DN 1" (LCV-1351B or
LCV-1353B) will modulate and the DN 4” Valve (LCV-1351A or LCV-1353A) closes.
NOTE: the operating pressure at TP-821 will be 28÷32 kg/cm2 in the all range of
flow rate, that is between 600 kg/h and 31462 kg/h.
The propane liquid level will be reduced if:
o The propane gas temperature (TIT-1391A/B) or TIT-1382B (or TIT-1382C if vaporizer
2 is selected) exceeds 83 °C and propane gas pressure (PIT-1368A/B/C) is less than
33 kg/cm² and greater than or equal to 27.4 kg/cm²
o The propane gas pressure (PIT-1368A/B/C) exceeds 33 kg/cm² (override)
Viceversa the propane liquid level will be increased if:
o The propane gas temperature (TIT-1391A/B) or TIT-1382B (or TIT-1382C if vaporizer
2 is selected) is less 83 °C and propane gas pressure (PIT-1368A/B/C) is less than
33 kg/cm² and greater than or equal to 27.4 kg/cm²
o The propane gas temperature (TIT-1391A/B) is less than 83°C and TIT-1382B (or
TIT-1382C if vaporizer 2 is selected) is grater than or equal to 83 °C.

4.2.2 Vaporizers: Flowrate, Pressure and Temperature Control <1>


The vaporization temperature varies as a function of the PROPANE liquid supply
pressure (T =74.2 °C °C P = 28 kg / cm² and T=80.9 °C P = 32 kg / cm²).
The propane vaporization temperature is controlled by a cascade control loop with
the steam supply and liquid propane supply:
o The boiling temperature of propane is measured by means Temperature
Transmitter (TIT-1382B or TIT-1382C if Vaporizer 2 is selected); the transmitter
sends the signal (T-C1A or T-C1B if Vaporizer 2 is seleceted) to controller PIC with
reverese action that modulate the temperature control valves (TCV-1366A/ TCV-
1366B or TCV-1367A/ TCV-1367B C1B if Vaporizer 2 is seleceted). Temperature
set point equal to 83°C.

If the temperature (TIT-1391A/B) execeeds 83°C and the pressure is greater
than 27.4 kg/cm2 and less 33 kg/cm2 then:
reduce the steam flow rate by decreasing the aperture of TCV-1366A/B (or
TCV-1367A/B if Vapororizes 2 is selected)
reduce the liquid propane level (and flowrate) by decreasing the aperture of
LCV-1351A/B B (or LCV-1353A/B if Vapororizes 2 is selected)
Vicversa, if the temperature (TIT-1391A/B) is less 83°C and the pressure is
greater than 27.4 kg/cm2 and less 33 kg/cm2 then:
increase the steam flow rate by increasing the aperture of TCV-1366A/B (or
TCV-1367A/B if Vapororizes 2 is selected)
increase the liquid propane level (and flowrate) by increasing the aperture
of LCV-1351A/B B (or LCV-1353A/B if Vapororizes 2 is selected)
o The propane vapour pressure is measured by means Pressure Transmitter (PIT-
1368A/B/C) send the signal (P-C1) to the controller PIC.
If the pressure (PIT-1368A/B/C) exceeds 33 kg/cm² then:
1. Reduce level of propane liquid by reducing/closing the aperture of LCV-1351 (or
LCV-1353 if vaporizer 2 is selected)
2. Reduce the steam flow rate by reducing/closing the aperture of TCV-1366A/B
(or TCV-1367A/B if vaporizer 2 is selected)
3. If the pressure (PIT-1368A/B/C) exceeds 33.5 kg/cm² then open PCV-1347
modulating at set equal to 33.5 kg/cm²

In case Film Boiling, if the temperatures of liquid PROPANE places on the evaporator
shell and of Temperature Transmitters TIT 1391A /B and TIT 1382B/C don’t increase
or in case PIT 1368A/B/C low pressure set point , then the Pressure Controller:
o The steam Temperature Control Valve (TCV-1366A/B or TCV 1367A/B if Vaporizer 2
selected) stop modulating and downstream pressure will be fixed (and
consequently the condensation temperature will be inferior). The condensate
pressure will be read by means (PIT-1366 or PIT-1367) located at downstream of
Vaporizer. The set pressure will be 0.6 barg at clean vaporizer (fouling factor equal
zero, note with fouling resistance: * 0.000172 m²∙K/W shell side * 0.000086 m²∙K/W
tube side no film boiling is espected)
o GT load will be regulated by modifying the set-point of propane liquid Kettle LIC
1353A/B or LIC 1351A/B; it’s also possible to act on the Condensate Level Control
Valve to regulate the condensate flow by modifying the set of level controller LIC
1399/C or LIC-1399A.

4.2.3 Heaters Selection <1>


Temperature at downstream of pressure reduction is regulated @ 93°C, to match the
super heating requirement of GT, by using 1x100% Steam Heater or 1x100% Electric
Heater or both; therefore the one software selector have to be provide by DCS:
1) Only selected STEAM HEATER
2) Only selected ELECTRIC HEATER
3) ELECTRIC HEATER in series with STEAM HEATER (both heaters are working)
The temperature controller has set to 93 °C, the temperature to be controlled (TIT-
1394A/B) is downstream of the pressure reduction for all three cases.

4.2.3.1 Steam Heater: Temperature Control

Only selected STEAM HEATER


The temperature controller has set to 93 °C, the temperature to be controlled (TIT-
1394A/B) is downstream of the pressure reduction.
The temperature contoller modulate with reverse action:
Temperature control valve DN1" (TCV-1365B)
Temperature control valve DN3" (TCV-1365A)
The valves are installed in parallel and are controlled with a split range philosophy:
The DN 1" valve (TCV-1365B) will work between 0% and 75-80% aperture by
reading the position transmitter (ZT-1365B); when the degree of opening of 75%
is exceeded (the flow rate required by the turbines is increasing) then the DN 3”
Valve (TCV-1365A) will modulate and the valve (TCV-1367B) will close.
The valve DN3” (TCV-1365A) will continue to maintain the SET as the flow rate
required by the turbines increases. When the required flow rate decreases and the
valve (TCV-1365A) aperture reaches 20% by reading the position transmitter (ZT-
1365A), then the valve DN 1" (TCV-1365B) will modulate and the DN 3” Valve (TCV-
1365A) closes.
In case of a very low domand, the temperature controller reduce the aperture
temperature control valve (TCV-1365A/B) and the steam pressure (PIT-1371) can be
less 3 kg/cm²g; in order to dispose the condensate in the return header, the steam
pressure shall be not less 3 kg /cm²,
When the pressure drops below 3kg/cm2 then the temperature controller:
1.0 Activate PRESSURE Control (Pressure Set= 3.0 °C PIT-1371:
1.1 Close FCV-1365A by means I/P TY-1365A Feed back ZT-1365A
1.2 Modulate FCV-1365B by means I/P TY-1365BFeed back ZT-1365B
2.0 Activate Temperature Control Input (Temperature Set=96°C (IT-1394A/B)
2.1 Read LIT-1399A and modulate by reducing the condensate height by acting
on LCV-1399A by means I/P LY-1399A Feed back ZT-1399A; in this way
decrease the heat exchange surface and decrease the available duty.
ELECTRIC HEATER in series with STEAM HEATER
Running both heaters, divide the thermal potential with the electric heater:

DT2 = (TIT-1395A/B - TIT-1398A/B)
The variable to be checked remains TIT-1394A/B, then DTIC = TIT-1394A/B- TIT-
1391A/B
Note: TIT-1394A/B is different from TIT-1394A/B as we have a variable pressure drop
with PIT-1368A/B/C input pressure (28-32 kg/cm²)
By acting on temperature differences you can:

4.2.3.2 Electric Heater: Temperature Control


The Thyristor Control System (inside Heater Control Panel) is used to control the load.
The output from the DCS (4÷20 mA: 4mA = 0% Electric Power, 20mA=100% Electric
Power) gives a signal to the single cycling driver unit, which in turn triggers the interface
device on the thyristor unit.
The single cycle system works on the principal of individual complete cycles being
passed by the thyristor according to the heat required from the heater.
Each individual cycle is switched on and off as the voltage sine wave crosses the zero
voltage line. The cycles are equi-spaced on the cycle time base, so typically a 50%
demand would cause the thyristor to fire at the rate of one cycle on and one cycle off
on each of the three phases. A turn down to 1% of full power is available and a ramp
start is fitted as standard.
This is adjustable from 0-50 sec... Also fitted is an Auto/ manual switch that provides
manual control from 0-100% and can also be used as a limiter when in Auto mode. The
setting on the dial would be the maximum average load.

4.2.4 PROPANE Pressure Control <1>


The PROPANE BOP battery limit is in the range 28÷32 kg/cm²g. In order to match
the operating pressure range required by gas turbine (25- 28.55 kg/cm²g) a
pressure control (reduction) system is provided with one control valve an two
independent pressure transmitters (PIT 1369A/B)

The pressure is measured by PIT-1369 A/B (median) and controlled by the PIC-
1369 (Controller with reverse action) that sends the control output with a split
range philosophy. The Pressure Controller (PIC-1369) has set = 26.51 kg / cm²
(pressure read with PIT-1369 A/ B).
The DN 1½" PCV-1363 valve will work between 0% and 75-80% of the reading
value read by the position transmitter (ZT-1363); When the degree of opening of
75% is exceeded (the flow rate required by the turbines is increasing) then
checks the DN 4” Valve PCV-1364 and PCV-1363 closes.
The PCV-1364 will continue to maintain the set = 26.51 kg / cm² as the flow rate
required by the turbines increases. When the required flow rate decreases and
the PCV-1364 aperture reaches 20% (value read from the ZT-1364 transmitter),
then the DN 1½" PCV-1363 and the DN 4” Valve PCV-1364 closes.

4.2.5 Vane Pack Separator Level Control


The liquid level of the Vane Pack Separator is kept within the acceptable range
by means of simple level controller and associated level control valve.
The Level is measured by LIT1355A/B/C (median) and controlled by the LIC
(Controller with Direct action) that sends the control output to relevant control
valve LCV-1355.
The controller maintains the normal liquid level opening the control valve in case
in increasing level and closing the control valve in case of decreasing level.
The Vane Pack Separator is equipped with one Level Gauge (LG1354) and
manual drain.

4.2.6 Filters Control <1>


The liquid level of the main fuel gas filters is kept within the acceptable range by
means of simple level controller and associated level control valve.
For Filter GN-26A/B FG-2A/B the liquid level control is realized by the controller
LI-1357A/B (Controller with direct action).
When the Level reaches the LAH threshold an Alarm (programmed in SCP)
provides to advise the operator to open the manual drain valves (on bottom and
top section of filter) and close the drain valves when level reach the minimum
value.
Each Filter is equipped with two Level Gauge (LG1359A/B on bottom section and
LG1358A/B on top section of filter)

The filter group is provided of PDIT-1380 for monitoring cartridge fouling, and
perform the manual opening on the spare filter in case of high differential
pressure.
The filters group is equipped with one Differential Pressure Gauge (PDI1381).
When the differential pressure across the on-line filter reaches the PDAH
threshold (meaning dirty filter) an Alarm (programmed in SCP) provides to advise
the operator to open the spare filter and to close the on line one, acting on inlet
on/off valves.

In case of Trip From Customer (External Request) two different procedures of
shutdown/depressurization will be provided:
1. ESDr: Emergency Shut-Down and complete depressurization.
2. PPSDr: Partial Pressurized Emergency Shut-Down

completely depressurized until the High pressure flare backpressure.
The main reasons to have the emergency depressurised shutdown conditions are the
following:
o Detection of an abnormal process or equipment condition by Operation
personnel;
o A Fire & Gas conditions detected by Fire & Gas system by Customer;
o Manual activation by Operation personnel as a consequence of audible and
visual alarms status recognized;
PPSDr: “Partial Pressurized Emergency Shut-Down” will be manually activated by
panel operator, train fire & gas or machines protection system, in case of emergency
and consists in stopping all the equipment, isolating the gas inventory. The unit fuel
gas skid will be stopped but not depressurized.
The causes of a pressurized shutdown are listed here below.
o Detection of an abnormal process or equipment condition;
o Manual activation by Operation personnel as a consequence of audible and
visual alarms status recognized;
o Fire & Gas System

5.3 Process Protection – PSV sizing criteria


The intent of these paragraph is to provide the basis for control and protective logic of
the vaporizer that delivers the optimum balance between reliable operation and
equipment protection.
For example, prevention/ detection of tube rupture by sudden increase in vaporizer
pressure, providing appropriate emergency isolation shutoffs, etc. It may be allowed for
the BMS to fulfill protective shutoff functions of vaporizer fuel delivery to the duct
burners.

The control/ protective design shall detect and provide appropriate interlocks to prevent
liquid carryover (slugs), and to detect and respond to loss of heat tracing.

For extended shutdown or outage, an inert (nitrogen) static purge system will be
required for trapped fuel in fuel line between vaporizer and duct burner fuel control
valve. At ambient temperature if the system is let sit, it can draw a vacuum; this points
to the need for provision of a purge system (so don’t draw a vacuum).
Appropriate provisions for pipe draining will be required (perhaps the fuel condensate
can be returned to the vaporizer).

Interface with the Plant vent/ flaring and drains system - to be defined

PROPANE vaporizer system shall be designed the to prevent a rapid phase transition
(RPT) situation. This is a failure mode where hot Steam and liquid PROPANE mix due to a
leak, a larger than intended volume of PROPANE evaporates rapidly, causing a sudden
pressure increase that could potentially cause the vaporizer to rupture.
PROPANE vaporizer system shall designed the with built-in safety measures/
requirements to avoid plant hazards, for example, liquid fuel, fuel vapors, electricity
sources (e.g. electrical devices, heaters (where used), static electricity, lightning strikes,
etc.), etc.

Purge gas (Nitrogen) connections shall be provided at the system interfaces depending
on final system/plant layout.

5.3.1 Piping Protection upstream LCV-1351/A/B and LCV-1353/A/B


The Hydraulic Expansion is the increase in liquid volume caused by an increase in
temperature. It can result when the piping is blocked in while it is filled with cold
liquid and is subsequently heated by ambient heat gain, heat direct solar radiation
or fire.
The expression to use is shown on API RP 521 par. “5.14.3 Special cases”:

5.3.2 Vaporizer Protection <1>


If PROPANE pressure increase above 35.2 kg/cm² the Pressure Relief Safety Vaves (PSV-
1356/A and PSV-1356/B mounted on Vaporizer 1 and PSV-1357/A and PSV-1357/B
mounted on Vaporizer 2) will discharge excess propane flow.
If Steam pressure increase above 10 kg/cm² the Pressure Safety Vaves (PSV-1369
mounted on Vaporizer 1 and PSV-1370 mounted on Vaporizer 2) will discharge excess
steam flow.

5.3.2.1 Vaporizer Protection - PROPANE Side


The PSV on Vaporizer have been sized for the following emergencies:
o in the case of two Vaporizers one in standby, happen that it opens the heating steam
when the two shut-off valves are still closed.
o the inadvertent closure of a manual block valve on the outlet of a Vaporizer while the
equipment is on stream
In these case the Vaporizer can be exposed to a pressure that exceeds the maximum
allowable working pressure.
The flow rate to be downloaded from the safety valve which protects the PROPANE shell
side of the Vaporizer will be calculated as the ratio of the heat exchanged and the latent
heat of the process fluid both estimated the shooting conditions; the heat exchanged will
be evaluated to clean tubes (fouling factor equal to zero)

5.3.4 Electric Super-Heater Protection


Overheat Protection
To protect the heaters against excessive temperature, 3 type simplex RTD Pt 100
per Bundle (TE-1392/C/D/E) will be clipped to an element(s) at the hottest part of
the heater (one for each branch circuit). Under no flow or overheat conditions
the thermocouple signal via the control system will isolate power from the
heater.
3 type simplex RTD Pt 100 (TE-1392/F/G/H) will be provided on the vessels to
protect the heaters from high vessel temperature. Additional protection is
provided by simplex RTD Pt 100 fitted to the tubeplates (flange - (TE-1392/B) and
also fitted to the back plate inside the terminal boxes (TE-1392/A) to meet the
requirements of certification. The number of RTD per heater bundle is 8.

For safety reasons, it is essential for the user to ensure that exposed metal
surfaces of the process vessel and/or associated pipe work whose temperature
exceeds the temperature classification of the hazardous area under the
designed operating conditions are fully acknowledged and understood. They
must be addressed by the user with the appropriate risk assessments carried
out and action taken such as the provision of suitable insulation or other

6.0 Start-up : initial Start-up and after normal Shut-down
6.1 Nitrogen Purging Procedures <1>
Purging sequence is performed by allowing process gas to flow through the unit with
the purpose to eliminate any infiltration of ambient air (oxygen) into process system. The
purging operation will be performed each time that a start-up from depressurized
condition occurs. Purging is not required in case of partial-depressurized shut down.
To purge the system nitrogen has to be used. During the operation of pressurizing or
filling or de-pressurizing, particular attention should be given in the following cases:

The sequence of purging and pressurizing after a depressurized shut down is described
here below.
1. Check closing of the Inlet isolation valve XV-1394
2. Check closing of the Outlet isolation valve XV-1397
3. Close the hand valve located at upstream of XV-1394
4. Close the hand valve located Valve dowstream of XV-1397
5. Open with the Pressure Controller PIC-1369 in manual mode the pressure control
valves PCV-1363 and PCV-1364
6. Verify that all main hand valves are fully open (upstream/downstream Valves
installed on: Vaporizers,Steam Heater, Electric Heater, Pressure Control Valves
and duplex Fuel Gas Filters)
7. De-pressurizing the system: open very slowly and slightly the hand vent valves
and hand drain valves (no liquid in the system and gas at atmospheric pressure).
Vent and Drain Valves installed on: Vaporizers, Steam Heater, Electric Heater,
Pressure Control Valves and duplex Fuel Gas Filters.
8. Check closing of the purge ball valves
9. Connect the customer nitrogen feeding (max pressure 5 kg/cm²g) to the natural
gas skid purge valves
10. Open the purge ball valve and start purging by slowly opening the regulating
valve on the Nitrogen Gas cylinder and bleeding the gas to the process line with a
pressure of not more that 3 kg/cm² (g)
11. When a nitrogen volume about twice the piping volume has passed, close all the
hand vent valves and hand drain valves opened previously
12. Close Inlet/Outlet header blowdown valve XV-1395 and XV-1396
a. Gradually increase the nitrogen pressure inside the pipeline up to 5 kg/cm² (g)
b. Open Inlet/Outlet header blowdown valve XV-1395 and XV-1396
c. When the pressure decrease at 0.5 kg/cm² (g), close Inlet/Outlet header
blowdown XV-1395 and XV-1396
d. Repeat this operation from points a. to d. for 4 times and when complete,
13. Close Valves XV-1395 and XV-1396
14. Check closing of all the hand vent valves and hand drain valves

downstream pipeline has been purged with nitrogen.
At this stage the system is full of nitrogen and ready to be filled with propane liquid.

6.1.1 Process Logic Nitrogen purging

6.2 First Filling PROPANE Liquid


To avoid flashing the minimum nitrogen pressure will be:

During the first phase of the filling, it is important to avoid flashing otherwise there would
be an increase in pressure, due to vaporization of the PROPANE liquid, without having the
possibility to heat the PROPANE and consequently without reaching ta of saturation
temperature (Tv=28°C at P=9.76 kg/cm², Tv=74.2 °C at P=28.0 kg/cm² and Tv=80.9 °C at
P=32.0 kg/cm²). Therefore it’s moreover, the presence of nitrogen to the pressures
mentioned above, reduces the saturation temperature of the PROPANE with less possibility
of having condensate in the rest of the system during warm-up.

It is advantageous to do the warm-up at pressure of 10 kg/cm²g to avoid condensation on


cold parts of the system, in this way:
1) Check that the whole system has been pressurized with nitrogen at pressure of 5
kg/cm²g
2) Activate Pressure control (PIC-1369) and Close with pressure Control Valve the valves
PCV-1363/64
3) Activate Pressure control (PIC-1368) if the pressure exceeds 13 kg/cm²g open the PCV-
1347 works to keep the pressure to 13 kg/cm²g
4) Activate Level Control LIC-1351 (if Vaporizer 1 selected) or LIC-1353 B (if Vaporizer 2
selected)
a. Close valve DN4” LCV-1351/A (if Vaporizer 1 selected) or LCV-1353/A (if Vaporizer 2
selected).
b. slowly open the valve LCV-1351/B (if Vaporizer 1 selected) or LCV-1353/B (if
Vaporizer 2 selected) and fill to the minimum level one vaporizer.

7.0 Normal shut-down of Unit Natural Gas Skid <1>
The following steps have to be followed to shut down the main fuel gas skid when the al
four gas turbines are no running and all Customer fuel gas users don’t require fuel gas.
The skid is considered to remain pressurized.
1. Ensure that all Gas turbines are in stop condition
2. Stop Fuel Gas Steam Heater:
a. Put manual model Level Controller, LIC-1397 and open the control valves LCV-1397
b. Put manual model Temperature Controller and close the control valves FCV-
1338/A and FCV-1338/A
c. Close steam supply valve XV-1384
3. Stop Electric heater FTG1-EH-1/2/3/4
4. Put manual model Pressure controller, PIC-1362. and close the control valves PCV-
1344 PCV-1345 and PCV-1346.
5. Close Inlet isolation valve XV-1399
6. Close Outlet isolation valve XV-1392
7. Full Depressurised condition can be achieved by the Operation personnel just
opening the blow down valves BDV-..
The final position of automatic On-Off Valves, Control Valves and Control Panel are
listed on Table 7.0.T1

8.0 Upset <1>
If the final delivery Pressure (read with PIT-1369A/B) tends to decrease, the following
actions are reccommended:
1. Ensure that the blowdown valves, XV-1395 and XV-1391 are closed and PCV-1347 is
modulating for pressure set greater than 32 kg/cm².
2. Ensure that the skid inlet pressure, read with PIT-1362/C is the range 28÷32 kg/cm².
3. If PIT-1362/C is in the normal range check flim boiling condition (see paragraph 4.2.2):
3.1. Check Pressure PIT-1368/A/B/C lower 27.4 kg/cm²
3.2. Check temperature TIT-1391/A/B greater than 83°C
3.3. Check liquid Propane temperature TIT-1382/B greater than 83°C, if Vaporizer 1
selected
3.4. Check liquid Propane temperature (TIT-1382/C) greater than 83°C, if Vaporizer 2
selected
If the final delivery Temperature (TIT-1394A/B) tends to decrease, the following actions are
reccommended:
1. Ensure that the blowdown valves, XV-1395 and XV-1396 are closed and PCV-1347 is
modulating for pressure set greater than 32 kg/cm².
2. Ensure that the skid inlet temperature (TIT-1381/C) is the range 14-28°C.
3. Ceck Steam Supply Temperature (TIT-1399) is the range 170-190°C, if Vaporizer 1
selected
4. Ceck Steam Supply Temperature (TIT-1397) is the range 170-190°C, if Vaporizer 2
selected
5. Ceck Steam Supply Temperature (TIT-1396) is the range 170-190°C, if Steam
Superheater selected
6. Ceck Steam Supply Pressure (PIT-1366) is the out of range 2.5-5.5 kg/cm², if Vaporizer 1
selected
7. Ceck Steam Supply Pressure (PIT-1366) is the out of range 2.5-5.5 kg/cm², if Vaporizer 2
