The Commonwealth emerged in the mid-twentieth century during the process of decolonization. It is formally constituted by the London Declaration of 1949 which makes member states “free and equal” partners. The symbol of this free association is King Charles III who is head of the Commonwealth. The King is also the monarchical head of state of the 15 Commonwealth realms. The other member states are 36 republics and 5 monarchies with a different monarch. Member States have no obligations towards each other. They are brought together by language, history, culture and values outlined in the Commonwealth Charter such as democracy, human rights and the rule of law.
