To achieve the status of a developed nation, Malaysia needs not only a quality education
curriculum for the purpose of producing knowledgeable, skilled, dignified human capital, but also
a healthy and vibrant human capital to enhance the country's productivity in order to remain
competitive internationally ( Educational Policy Planning and Research Division, 2006).
The Ministry of Education Malaysia has taken steps to make it a mandatory core subject at all
levels of the school through the Education Act 1996 (Act 550). Ministry of Education Malaysia
also published Circular Letter No.3 / 1979; Num.2 / 1988; Num.17 / 1998; Nos.25 / 1998 and
Nos. 8/1990 (Implementation of Physical Education and Health Education Subjects) aimed at
making it clear to all principals and teachers in schools that Physical Education is mandatory
during school hours. Schools are not allowed to use the time allocated for Physical Education to
teach other subjects.
