PROPOSED ELECTRICAL RISK ASSESSMENT FOR RESIDENTIAL BUILDINGS' AND WORKERS QUARTERS FOR
UPSTREAM MALAYSIA, SIME DARBY PLANTATION BERHAD
 THE SCOPE OF SERVICES
1. The Visiting Electrical Engineers who undertake such visit and assessment should hold
necessary qualification not inferior to that prescribed by the Electricity Supply Act
1990 (Act 447), Electricity Supply Act (Successor Company) 1990 (Act 448) and the
Electricity Regulations 1994.

2. The Visiting Electrical Engineers shall arrange visit to residential buildings and workers’
quarters specified in the schedule of price and conduct assessment on the
status of the buildings’ wiring and electrical installation such as that they are to
be operated in accordance with the prevailing Electricity Regulations 1994, Local By-
Law and Certification of Compliance and/or report on any defects and omissions.

3. The Visiting Electrical Engineers shall provide draft report / checklist to be used for
review and endorsement to Engineering Mills Services, Upstream Malaysia, the
Employer and provide advance notice as early as possible on his intended visit to the
Management of the installation specified. The list shall include details as follows:

a. Incoming cable from existing overhead line

b. Condition of the distribution board (DB) - fuse type / breaker type
c. Condition of the ELCB
d. Condition of the wiring
e. Condition of the electrical fittings - lighting point, switch socket outlet, fan, illegal
extension, if any
f. Earthing system - physical check on lightning protection system, LPS if any

4. The Visiting Electrical Engineer shall first visit the administrative office and meet the
Manager or his authorized representatives before proceeding with the assessment
visits to the installations.

5. The Visiting Electrical Engineers shall during the visit perform a thorough inspection
of all the electrical installations, taking into account the following:
a. Compliance with electrical safety rules company covering equipment and people.
b. Check the condition of the installation and that it has not deteriorated over time.
c. Visual inspection of the electrical installation and classification of the obsolescence
status of the wiring.

 7. The Visiting Electrical Engineers shall prepare a comprehensive report on the
condition of the installations including the details of any defects, omissions
and inadequacy containing:

a. Physical condition
b. Visual findings
c. Potential risks
d. Defects, omissions, inadequacy
e. Procedures and safety measures
f. Recommendations for improvement, modification, and alterations
g. Related Statutory Regulations
