ABOUT US

ALFIM Consultant is both Quantity Surveyor and Construction consulting firm. Our main priority
or objective is to provide professional quantity surveying and consult any cost related to
construction and other related services either for civil engineering works or building projects.
ALFIM Consultant works for both public and private sector to help economic and construction
growth in Malaysia.
ALFIM Consultant has been organized on February 2014 in Batu Caves, Selangor. The firm led
by the Consultant, Dato’ Sr. Muhammad Lutfi Bin Jamil who experienced 27 years in construction
industry and knowledgeable to variety of problems encountered in industry. In 2014, he left his
current workplace which known as JKR Negeri Selangor and doing all the alternatives to pursue
his dreams of leading his own firm where he could have greater experiences in quantity surveying.
From the start, he was assisted by two hardworking quantity surveyors that willing to work at their
best for this firm including two other staffs. Since many people started to acknowledge ALFIM
Consultant, the number of staffs increased and got backed by highly motivated and energetic
team where their skills, knowledge and experiences become the pros to this firm in variety
development.
This firm has gained wide experiences in construction industry in general. Service provided is by
expertise to clients over variety range of projects. ALFIM Consultant served many clients from
both government and private sector. Major government agencies including Ministry of Education
and Public Works Department, while major private clients such as Putrajaya Holdings Sdn. Bhd.

Sr. Lutfi joined the quantity surveying fraternity in 1990 upon graduating with a bachelor’s degree
in quantity surveying with from the MARA Institute of Technology (ITM), Shah Alam. He furthered
his studies in Building Economics and Quantity Surveying at University of Aberdeen, Scotland
and graduate in 1993.
His first appointment in 1994 was as Quantity Surveyor at J.U.B Teguh Bakti. In 1996, he was
elevated to the post of project coordinator. In September 2000, he was appointed as a director of
J.U.B Teguh Bakti in recognition of his skills, experience and leadership qualities.
In January 2005, he furthered his studies in PhD Project Management at University of Malaya
and has graduated in 2008. In January 2014, he left J.U.B Teguh Bakti to form ALFIM Consultant
to pursue his aspirations of leading his own firm where he would have greater freedom to promote
new ideas and experience in Quantity Surveying.
In 2014, together with another Registered Quantity Surveyors, ALFIM Consultant is formed.
Today, he is the Executive Director and he also has appointed as a part time lecturer at UITM
Seri Iskandar, Perak.

He started his first job in 2002 as a Junior Quantity Surveyor at MAA Associates. From his skills
and leadership qualities, he has been approved to be Senior Quantity Surveyor after a year
working. Next year, he decided to continue his postgraduate degree in Project Management and
graduated in 2009.

While completing his studies, he decided to join Bina Structure Sdn. Bhd. as a Senior Quantity
Surveyor. At the year of 2015, he decided to join ALFIM Consultant. After 3 years in the firm, with
his knowledge and experience in project management, he has been appointed as the Director of
ALFIM Consultant until today.

Executive at MSO CORPORATION Sdn Bhd in recognition of his skills and experience. In
February 2017, he left MSO CORPORATION Bhd. With his vast experience and knowledge, he
then served his best at ALFIM CONSULTANT as a Senior Quantity Surveyor up till today. With
his great personalities and leadership skills, he gets to tutor all the young quantity surveyor to
become a great one and eventually help the firm to grow further.

SCOPE OF SERVICES

ALFIM Consultant have been involved and master in planning the project of building works and
civil engineering works that covers feasibilities studies, purchasing, scheduling, procurement and
project management from the early stage of planning until the construction complete and function
well. For the latest documentation procedure, we using the Royal Institution of Surveyor Malaysia
(RSIM). We as ALFIM Consultant have the capabilities in providing the following services:
Advice and Planning Cost:
ALFIM Consultant very concerned about the cost that comes with good quality material and
product, so we the services we offer are:

• Preparing preliminary estimated for budgetary the building cost.

• Preparing detailed budget and cost plan.
• Life cycle costing been prepared.
• Preparing and provide financial feasibilities studies.
• Provide the services of preparing cost data.
• Reporting cost control during pre – contract period.

Tendering Arrangement:

ALFIM Consultant also will provide and helping in detail for the tendering process in order to
choose the best contractor for the project. We provided the services:

• Handling in the procedure of tendering process.

• Advising the clients on type of tender to be used and helping in the selection of tenderers,
evaluation and reporting on tenders.
• Provide and preparing tender document including the tender table document and
compilation of rates for works and preliminaries.
• Negotiation and rationalization of tendered prices.

Contract Documentation and Services:

ALFIM Consultant also expert and experience in the preparation of contract documentation to
provide a proper documentation. We can assist you in:

• Preparing bills of quantities with the measurement and description of works.

• Preparing the bills of re – measurement for final account.
• Provide the services of preparing specifications or schedule of rates and pre – contract
correspondence.
• Cost advice and cost control during the progress of works, estimate final account and
valuation of variations.

COMPLETED PROJECT

1. Masjid Sirajuddin Al-Anwar, Klang, Selangor Darul Ehsan.

• ALFIM Consultant has provided full quantity surveying services for this project. This
mosque is built on a basic concept, combining simple elegance and creative architecture
to establish space efficiency. The project complete in 2015 that cost nearly RM 890,450.00
is owned by Majlis Perbandaran Klang (MPK).

2. Klinik kesihatan Sintok, Kedah Darul Aman.

• The project that is located at Sintok, Kedah takes up to 18 months to be completed on

2016. The overall project that cost about RM3,176,255.50 consists of several buildings
and blocks. ALFIM Consultant provides full quantity surveying services for the project.

3. Four storey quarters for ministry of education Malaysia at Kuala Nerus, Terengganu Darul
Iman.

• This 4 storey building comprises of 16 units quarters altogether. It is built at Kuala Nerus,
Terengganu for Ministry of Education on 2017 with total cost of RM4.6 Million. This project
takes up to 16 months to be completed. Ardent QS provides full quantity surveying
services for the project.

4. Double storey house at Precint 9, Putrajaya.

• ALFIM Consultant has provided full quantity surveying services for this project. This 18
units double storey semi-detached house is built in Precint 9, Putrajaya and owned by SP
Setia Berhad. This residential project takes up to 18 months to be completed with total
cost about RM 7,560,000.00.

5. Dewan Serbaguna Kuantan, Pahang Darul Makmur.

• This hall was built at Taman Indera Mahkota, Kuantan and fully completed in year 2018.
This project are owned by Majlis Perbandaran Kuantan. This project cost RM
2,478.500.00. ALFIM Consultant are fully provides quantity surveying services in this
project.
