LOCAL INITIATIVES ON CULTURAL HERITAGE MANAGEMENT

1. Introduction
Answer: Cultural Heritage Management is focuses on preserving and making
accessible all of our heritage, from intangible elements to tangible elements ranging
from natural habitats to the built environment – like historic buildings, monuments,
and cities. It is a dynamic interdisciplinary field involving a range of stakeholders,
including governments, non-governmental organizations, local communities, and the
private sector.

2. Theories of Cultural Heritage Management / Models of Cultural Heritage Management


 Discuss the relevant theories on cultural heritage management that will have a
bearing on your chosen heritage icon;
Answer: Cultural Heritage Management has traditionally been concerned with the
identification, interpretation, maintenance, and preservation of significant cultural
sites and physical heritage assets, although intangible aspects of heritage, such as
traditional skills, cultures and languages are considered. The subject typically
receives most attention, and resources, in the face of threat, where the focus is often
upon rescue or salvage archaeology. Possible threats include urban development,
large-scale agriculture, mining activity, looting, erosion or unsustainable visitor
numbers.

 Discuss the relevant modelsthat are reflected on your chosen heritage icon.
Answer: Managing heritage sites act as a link between the national (most-often-
public) heritage institutions, cultural heritage consumers (tourists) and local
community. The last item-the local community-is a factor, without which it would be
impossible properly interpret the heritage and create an authentic experience for
tourists. All of the above given elements must work closely and productively
collaborate in shaping of particular area heritage tourism products, their supply and
marketing. So the aim of this article is to analyse the practices and models for cultural
heritage management, which are practically used in the world. There are many
various models and concepts developed in the scientific literature and heritage
management practice how to properly manage cultural heritage, but authors focus on
the UNESCO practices.
3. Description of Cultural Heritage Visited
 Include a short background on the local cultural heritage that you will focus on in this
paper (where it is located; how long it has been operating, and other relevant
information);
Answer: National Museum of the Philippines – Bohol Area Museum is currently
occupies the former Provincial Capitol Building located in Tagbilaran City, Bohol.
Built in the Spanish colonial period, this built-heritage served as a tribunal, prison
and living quarters for the Spanish military force. Declared an Important Cultural
Property by the National Museum of the Philippines (NMP) on July 22, 2012, the
Provincial Capitol sustained damages during the 7.2 magnitude Bohol Earthquake on
October 15, 2013. The building was donated to the National Museum of the
Philippines (NMP) by the Provincial Government of Bohol on June 16, 2014. The
building was repaired and inaugurated as the National Museum Bohol on July 22,
2018.

 Who is/are taking responsibility/ies for the management of this local cultural heritage?

 What is the present state of this local cultural heritage?


Answer: At present, three gallery exhibitions are open to the public. The Pagpauli
Gallery Exhibition is the first major exhibition of National Artist for Sculpture,
Napoleon Abueva, in his home province. It is also the most comprehensive collection
of the late artist’s artworks on display in the country today. The Pagbanhaw Gallery
Exhibition was put up to commemorate the 2013 Bohol Earthquake and its aftermath.
The first section of the exhibition talks about the early Boholano ecclesiastical art and
architecture and the second part highlights the work of the National Museum of the
Philippines in rebuilding Bohol’s heritage churches damaged by the earthquake in
2013. The Natural History of Bohol Gallery Exhibition features specimens and a
diorama offering a glimpse of Bohol’s geological and paleontological treasures as
well as the island’s unique and diverse flora and fauna.

4. Cultural Heritage Management Interventions


 What specific activities or programs were implemented?
Answer: The National Museum of the Philippines manages and develops the national
reference collections in the areas of cultural heritage (fine arts, anthropology, and
archaeology) and natural history (botany, zoology, geology, and paleontology) and
carries out permanent research programs in biodiversity, geological history.
 Who is/arethe main personalities or institutions involved in the implementation?
Answer: The National Museum of the Philippines is headed by a Director-General
 What are the resources (manpower, financial, material) utilized in the implementation
of the cultural heritage management programs?
Answer: The National Museum of Bohol underwent a major restoration and it is
funded by the National Museum and the National Commission for Culture and the
Arts.
 Who are the partners (Non-Government Organizations, National Government
Agencies, Local Government Units, Private Citizens, and other donors) in the
implementation of the cultural heritage management activities and programs?
Answer: Rebuild Bohol Programs including the Bohol Museum and other old
churches is funded by the National Museum of the Philippines and the Rebuild Bohol
Foundation.

4. What are the issues, concerns,problems, and challenges encountered in the implementation of the
Cultural Heritage Management activities?
 Identify those that pose a threat to the sustainability of the local cultural
heritage;
Answer: The natural disasters, armed conflicts, and acts of vandalism pose a significant
threat to cultural heritage. Protecting against these risks requires appropriate safety
measures, such as emergency planning and security measures. Despite these challenges,
solutions are available to help preserve cultural heritage.

5. What Recommendations can you give to improve the CHM program?


 Ensure that your recommendations are practical and doable;
Answer: Establish historic and cultural complexes nationwide as hubs for cultural
education, entertainment, and tourism. This will help in showcasing the best of the
Philippines for cultural tourism, which can contribute to economic growth.
 Identify persons and institutions that should act on your recommendations
Answer: All individuals and involved institutions in the implementation and preservation
of cultural heritage are responsible to manage and help protect the legacy of the past for
the good of all and in the future generations.

Answer: The best way to preserve our cultural heritage is to share it with others. Culture
heritage and natural history of a nation has a very high value and is unique.
