National Development Planning


In general, planning is of two types Substantive Planning and Fiscal Planning

Substantive Planning which is also known as Development Planning invovles the planning of
societal goals and objectives and the mobilization of Natural, Human, and Financial Resources
needed for their achievment.

Fiscal Planning which is narrower on scope and is one of the instrument of substative planning
consists of planning future budget decisions, the implication for financing and the methods of
obtaining the resources and allocating them in accordance with over all Natioal Goals.
• Definition of National Development Planning refers
to the process by which a country sets goals and
priorities for its long term socio-economic progress,
utilizing strategies and policies to achieve these
objectives.
• Significance of Planning for National development
provides a roadmap for sustainable growth, helps allocate
resources effciently promotes stabitlity and addresses
social economic, and environmental challenges
One example of National Development Planning in the
Philippines is the Philippine Development Plan ( PDP 2023-
2028)
which is the government’s overall guide in Development
Planning for six years.
National Ecomic and Development Authority ( NEDA )
is the lead agency in charge of the plan, preparation and
coordination.
