The Development of Spiritual and Cultural Reforms in the Development


Strategy of New Uzbekistan

ANNOTATION
The perspective of spiritual and cultural reforms in the development strategy of new
Uzbekistan is of great importance for our country to achieve the Third Renaissance. This
article examines the development of spiritual and cultural reforms in the development
strategy of New Uzbekistan.
KEYWORDS: national values, innovation, cultural reforms, spiritual development,
enlightened society, international conferences, strategy.

Introduction
Our head of state, Shavkat Mirziyoyev, made a special mention of this, and touched on the
following: “Strengthening the spiritual foundations of our society, developing the cultural
sphere, supporting the activities of scientific and creative organizations and our respected
intellectuals will be one of our priorities. We should further study our ancient and rich
history, especially the activities of our ancestors who courageously raised the ideas of
knowledge, human freedom, people's freedom, love and loyalty to the Motherland and
national values in extremely difficult conditions”.
Discussion
Under the leadership of President Shavkat Mirziyoyev, the large-scale renovation and
innovation in our country, the reforms that are being persistently continued in order to
achieve the approval of the people in every field, are highly recognized not only in our
region, but also in the whole world. Establishing a new Uzbekistan, building the foundations
of the Third Renaissance, is becoming the basis of the determination and life goals of each of
our compatriots.
For this purpose, the spiritual and cultural reforms carried out in our country today set the
following issues as urgent tasks:
first, to bring the spiritual and cultural reforms to a new level in our country, to satisfy the
spiritual and cultural needs of citizens and to ensure the meaningful passage of their free
time, to form exemplary programs of creative teams that embody national values, customs
and traditions;
secondly, preservation and development of folk art and artistic amateur art, organization of
artistic and practical creative teams, amateur groups; creating favorable conditions for their
work and systematically enriching the creative process;
thirdly, to attract children to clubs, to organize courses on learning foreign languages and
"speech culture", to widely promote all genres and directions of folk art, amateur art and

intangible cultural heritage, and to convey them to the next generation in their original form;
fourthly, organizing spiritual-educational, cultural-public events with literary and artistic
figures and professional creative groups, and holding direct artistic meetings and roundtable
discussions with the population, especially young people, with their participation;
fifthly, holding contests, festivals of folk art and performing arts at the district (city) level,
identifying talented young people, supporting creative young people;
sixth, organization of public holidays, performances and folk entertainments, providing them
with paid services in accordance with contracts concluded with legal entities and individuals
in the socio-cultural sphere.
The President of the Republic of Uzbekistan Shavkat Mirziyoyev signed the Decree “On the
Development Strategy of New Uzbekistan for 2022-2026”. Regarding the adoption of this
decree, President Shavkat Mirziyoyev emphasized the following: “In the development
strategy of the new Uzbekistan, along with social, economic and political factors, the reforms
implemented in the spiritual and educational spheres are also extremely important”.
Based on this, the fifth priority direction of the development strategy of New Uzbekistan for
2022-2026 is devoted to the issue of “Ensuring spiritual development and bringing the
industry to a new level”.
The priority tasks defined in the adopted Development Strategy for the development of our
country are intended to be a solid foundation for the new Renaissance of Uzbekistan. It
involves fundamental improvement of the system of spiritual and educational work,
strengthening the cooperation of state and public organizations in this regard, strengthening
the coordinating role of the Republican Center for Spirituality and Enlightenment, widely
introducing a scientific approach in the field, supporting advanced initiatives. Specific
measures for support were determined.
For example, in the 71st goal of the development strategy of New Uzbekistan, the issue of
turning a healthy worldview and creativity into a national movement in the society by widely
promoting the idea of “From the strategy of actions to the strategy of development” based on
the principle of goodness and humanity, and the following priority tasks defined as:
 Implementation of the concept of “New Uzbekistan - an enlightened society”.
 Organization of legal-educational activities on the formation of legal culture among the
population in harmony with the teaching of the rich history, scientific-cultural heritage,
national-religious values of our nation.
 Organization of legal-educational activities on the formation of legal culture among the
population in harmony with the teaching of the rich history, scientific-cultural heritage,
national-religious values of our nation.
 State support for preservation, popularization and development of the national values and
spiritual heritage of the Uzbek people.
 Ensuring integrity of spiritual education in families, educational organizations and
neighborhoods.
 Preventing the spread of false information by providing unbiased information on time in
mass media and social networks.

 Formation of a map of optimization of the socio-spiritual environment in the region based


on the principle of "neighborhood - district - region - republic", extensive introduction of
modern information and communication technologies to this process.
 Development of scientifically based indicators for evaluation of spiritual education.
 Applying interactive methods of education to turn schools into centers of true spirituality,
enlightenment, and culture.
 Forming the ability to fight together against ideological attacks on the basis of the
national idea, to strengthen family, school and community cooperation and to ensure the
integrity of spiritual education on this basis.
 Ensuring the realization of the idea of “New Uzbekistan - Third Renaissance” under the
motto “Youth - creators of New Uzbekistan”.
Also, in the 72nd goal of the development strategy, further development of the provision of
information and library services to the population of our country, wide popularization of
reading and realization of the nationwide idea of “Book-loving nation”, wide popularization
of reading and introduction of a unified management system in the field are defined.
Results
Another unique aspect of the development strategy is that special attention is paid to the issue
of in-depth study and wide promotion of the rich scientific heritage of our great ancestors. In
particular, these tasks are defined as follows in the 73rd goal of the development strategy:
 Organization of international conferences, symposiums and conferences under the slogan
“New Uzbekistan - Third Renaissance” in cooperation with the world's prestigious
international organizations, research centers and universities such as OIC, IRSIKA,
AISESCO, UNESCO.
 100 works of scholars from our country in order to widely promote the rich scientific and
spiritual heritage of our great ancestors to carry out popular translation of the work, to
create scientific and popular brochures based on them. To support the activities of
International Islamic Academy of Uzbekistan, Islamic Civilization Center, Imam Bukhari,
Imam Termizi, Imam Moturidi international research centers in order to deeply study and
widely promote the rich scientific heritage of our great ancestors.
 further improvement of the state support system for national cultural centers;
 ensuring consistent implementation of the state policy concept of the Republic of
Uzbekistan in the field of inter-ethnic relations;
 creating additional favorable conditions for young people of different nationalities,
raising awareness of civic duty, patriotism, and tolerance;
 To take measures of additional support by the state to mass media operating in foreign
languages and covering state policy in the field of inter-ethnic relations.
 Improving the activities of friendship societies in order to develop friendly relations with
foreign countries.
 New Uzbekistan aimed at consistent implementation of the noble goal of building the
foundations of the Third Renaissance

 The development strategy of Uzbekistan is a program of activities that defines the needs
and demands of the current era, the driving forces and development factors of our society.
 This strategy is a clear expression of our people's creativity and the continuation of large-
scale reforms in the years to come.
As the head of our state stated in the book “Development Strategy of New Uzbekistan”,
Establishment of New Uzbekistan is not just a wish, a subjective event, but a fundamental
historical basis, the existing political-legal, social- it is an objective necessity that is
demanded by the economic, spiritual and educational situation, corresponds to the centuries-
old dreams and aspirations of our people, and fully meets its national interests.
Conclusion
To sum up, today the large-scale creative works and reforms planned for the development of
spiritual and cultural spheres in our country are recognized not only by our compatriots, but
also by the world community. It is noteworthy that the plans from this spiritual and
educational perspective, every change is implemented with the approval of the people and
human interests in mind. In other words, these prospective plans and programs serve to take
Uzbekistan to a new stage of development. Today, under the motto “From the strategy of
actions to the strategy of development”, all the knowledge and potential, strength and
opportunities of the members of our society, who are the main driving force of renewal and
reforms in our country, are being used, and this noble movement is gaining national
importance.
