PRESBYTERIAL COUNCIL /COUNCIL OF PRIESTS

To act validly, the diocesan bishop must hear the opinion of the council according
to the norms of can. 127 §1 in the following cases
1. Before celebrating the diocesan synod (Can. 461 §1)
2. Before the erection, suppression, and alteration of a parish (Can. 515 §2)
3. Before deciding the destination of the offering received in a parochial
function and the remuneration of clerics (Can. 531)
4. Before the decision to constitute a pastoral council in every parish (Can.
536 §1)
5. Before building a new church in the diocese (Can. 1215 §2)
6. Before relegating a church to profane but not sordid use (Can. 1222 §2)
7. Before imposing a moderate tax on public juridical persons of the diocese
(Can. 1263)

COLLEGE OF CONSULTORS
The opinion of the college is needed in the following cases
1. In the nominating and removing the Financial Administrator (Can. 494 §1-
2)
2. In cases where their opinion is needed before the nomination of a diocesan
bishop or auxiliary bishop (Can. 377 §3)
3. Before placing acts of administration, which are more important in light of
the economic situation of the diocese (Can. 1277)
Their consent is needed in the following cases
1. Before the diocesan administrator – after a year of sede vacante – can grant
excardination or incardination or permission to move to another particular
church (Can. 272)
2. When the diocesan administrator wants to remove the chancellor or
notaries of the curia (Can. 485)
3. When the diocesan administrator grants dimissorial letters for ordination
(Can. 1018 §1, 2°)
4. In case of acts of extraordinary administration and in alienation of goods
of the diocese (Can. 1292 §1)
