University Values
Values represent the ideals that members of a society adhere to. They are used to
describe individuals or societies, to track changes in them over time, and to explain
the underlying motivations behind attitudes and behaviors.
In accordance with its educational mission, university institutions shall promote core
values of a professional nature which are:
The ethical issue in the Algerian university dates back to the 1990s. In this context, a
preliminary draft decree establishing a University Ethics and Deontology Council,
chaired by the Minister of Higher Education, initiated in 1993, did not come to
fruition, unlike the Code of Medical Ethics, issued in 1992.
Subsequently, the need to develop and publish a charter of university ethics and
deontology was strongly mentioned in the report of the National Commission for
Education Reform in 2001.
In April 2010, the University Professional Ethics Code was established by the
National University Ethics Council. This charter aims to:
• Empowering the university community with its tasks, mission and roles.
• The student has the right to a fair, just and impartial evaluation. Therefore, he has
the right to file an appeal if he considers himself wronged in correcting a particular
exam.
• The postgraduate student is entitled to research training through his practice as well
as support measures.
• View training programs and various educational units at the beginning of the
academic year, and the lessons should be available to him in the form of a curriculum.
• Submitting the grades accompanied by the model correction and the scoring scale,
and the student must be able to view the examination paper.
• The student has access to the library, IT resource center and all material means
necessary for quality training.
• Provide accurate and correct information upon registration and fulfill its
administrative obligations towards the university institution.
• Respect the rules of procedure of the university institution and the applicable
regulations, as well as the University Charter of Ethics and Ethics.
• The student must respect the dignity and safety of members of the university
community.
• Refrain from impeding the functioning of the institution, particularly the total or
partial closure of access doors to educational and research structures. In this context,
the student must also respect the right of all members of the university community to
be able to carry out their activities and jobs.
• Characterized by civic sense in his behavior inside and outside the university
campus.
• Preserving the places and equipment that he put at his disposal available to him and
respecting the rules of safety and hygiene throughout the university institution.
• Respect the results of the deliberations committees that enjoy sovereignty in their
work.
• Never resort to fraud or scientific theft. The penalties to be incurred by the student in
the case of cheating are stipulated in the applicable regulations and the internal rules
of the institution, are the responsibility of the Disciplinary Board and may reach the
extent of final exclusion from the institution.
