[1] With the widespread use of social media, there is a growing concern
about cyber-bullying among teenagers in Hong Kong. The Hong Kong Family
Welfare Society surveyed 1,500 students between Primary 4 and Form 3. The majority
of students said they had received unpleasant messages and negative comments on
the Internet. Over half of them said photos showing their embarrassing behaviour had 5

been posted online and laughed at by their friends. It also found that up to 30.9 per
cent of local students have been cyber-bullied ― a figure much higher than the
global 20 percent.

unnoticed.=
[5] Merritt adds that it is wrong to think that cyber bullies are hard to trace.
In fact, they are usually people the victim knows in real life. <In many cases, the bully
will make fun of the victim on the Internet, and schoolmates who have looked at the
online post will mock the victim at school,= she says. 25
[6] Both Ng and Merritt say that teachers play an important role in
preventing cyber-bullying. <Some teachers do not have the confidence to handle
cyber-bullying cases because they worry that they will not find the bullies, but that is

misunderstanding,= says Ng. <Teachers do not necessarily need to catch the culprit in
order to help. They can simply let the victims know they are handling their cases 30
seriously. These students will then feel safer to go to school if they know that teachers
are aware of their troubles.=
[7] In Hong Kong, very few schools have a policy to handle cyber-bullying.
Ng urges schools to develop policies to cope with the problem. It is also necessary for
the government to provide training and guidelines to teachers. 35
