INTRODUCTION

In the government sector, elected officials play a pivotal role in shaping the

direction of a nation. Thus, government officials are necessary to embody skills and

capabilities that foster innovations and development in the areas of their

responsibilities. Effective public sector management has always depended to some

degree on transformational leadership behaviors (Trottier et al., 2008). In addition to

the study of Muteswa (2016) a leader in a government or organization helps set the

direction of its members to achieve the organization's vision which can be

considered development.

The Philippines having an electorate system also chooses leaders to lead the

country or their locality in a specific period of time. Inside the Philippine government

is also a youth governing body in every locality as a representation of youth leading

the youth. Sangguniang Kabataan was created through the Local Government Code

of 1991 (Republic Act 7160) and provides an opportunity for young people to directly

participate in local governance; Composed of all youth aged 15 to 21-year-olds

(National Youth Commission, n.d) these youth leaders will serve as the influence the

youth to become aware to the formulation and implementation of policies.

In order for the youth community to prosper it is significant to ask for

accountability and transparency for the programs and policies that these

Sangguniang Kabataan leaders are implementing. These youth leaders must

ensure the political participation of youths because, in the study of Bautista (2021), it

was found that youths towards the SK have reservations about the SK’s

performance and a belief that the votes will not affect their community in any way.

The existence of political cynicism towards these SK leaders detrimentally affected

not only the trust of these youths but also their willingness to actively engage in

political conversations.

Youth comprises a big portion of the population, thus the effectiveness of SK

governance will directly influence the well-being of the community, Effective

leadership helps the organization to achieve its predetermined goals and objectives,

and is directly linked with its growth and development (Dubey et al., 2023). This

study will explore the performance of the SK officials of the Barangay Patin-ay,

assessing the policies and programs that have been crafted and implemented by the

former Sangguniang Kabataan members as well as investigating the new set of SK

officers in the said Barangay. Surveys will be conducted in this community to gather

data relevant to support the analysis of this community assessment. Stakeholders for

this assessment will revolve around the community of Patin-ay, thus conducting this

community needs assessment, will gain insights into factors that drive or hinder the

community's progress.

Additionally, understanding the youth’s perception of the SK performance is

significant to foster a sense of civic responsibility and active participation among the

youths in this generation. This study will contribute to informing these governing

bodies of the perceptions and suggestions for the community’s development the

members of the Patin-ay community have. Furthermore, it is important to address

such issues for resolving this communal problem will collectively create a path that

contributes to fostering innovations, political engagement, and social development

for the youth preparing them for the years to come. Beyond the assessment, the

context of this study will contribute to providing valuable insights to heighten more

effective governance, providing lessons and strategies that may be applicable in

diverse community settings.

STATEMENT OF THE PROBLEM

Sangguniang Kabataan (SK) offer young Filipinos a unique opportunity to shape

their local communities and contribute to the nation's development. This study aims

to evaluate the efficiency of the programs and policies by previous SK officials in

Patin-ay, Agusan del Sur. Specifically, it seeks to answer the following questions:

1. What are the long-term effects of past SK programs and policies on their

intended community?

2. How far has local sustainable development been aided by past SK policies

and programs?

3. How did the implementation of previous SK policies and programs influence

the empowerment of youth in the community?

OBJECTIVES OF THE STUDY

To assess the efficiency of programs and policies implemented by the previous

SK officials of Barangay Patin-ay, Agusan del Sur, particularly in terms of

sustainability, the following objectives should be considered: Sustainable

1. Assess the extent and effectiveness of the programs and policies

implemented by previous SK officials in Patin-ay, Agusan del Sur, with a focus

on their contribution to sustainable governance.

2. Measure the level of alignment between these programs and policies and the

specific needs and priorities of the community.

3. Compare the performance of different programs and policies to identify

successful initiatives and areas for improvement, particularly in terms of

sustainability.

4. Examine the strengths and weaknesses in the implementation and outcomes

of the programs and policies to identify potential gaps and areas for targeted

interventions.

5. Provide evidence-based recommendations for enhancing the design,

implementation, and monitoring of future programs and policies, based on the

findings, aiming to foster sustainable governance practices and address the

evolving needs of the community.

METHODS

Participants of the Study

The study focuses on the effectiveness and impact of the initiatives that the

previous Sangguniang Kabataan (SK) officials in Barangay Patin-ay, Agusan del

Sur, carried out. Participants in the study consist of a specific demographic, mainly

comprised of youth, and will be selected using purposive sampling techniques.

In addition, the youth population will play a crucial role in this study to

determine how the SK activities have affected their lives and to evaluate the

community's understanding and involvement levels. Their input will offer a grass-

roots viewpoint, enabling a more comprehensive assessment of the initiatives'

efficacy. By engaging young people as the primary participants, this study seeks to

offer focused insights that will help future SK officials, local government

organizations, and community stakeholders improve the efficacy and efficiency of

youth-focused initiatives in Barangay Patin-ay, Agusan del Sur.

Instrument

The Sangguniang Kabataan (SK) is a youth legislative body in the Philippines

mandated to enact ordinances and resolutions that promote the welfare of the youth.

Barangay Patin-ay, Agusan del Sur, has implemented various SK policies aimed at

addressing the needs of the youth in the community. This research instrument

outlines the methodology, data analysis techniques, and expected findings of an

evaluation aimed at assessing the effectiveness and enduring impact of SK policies

in Barangay Patin-ay. To comprehensively evaluate the effectiveness and enduring

impact of SK policies, a quantitative approach will be employed. A structured survey

will be administered to the representative sample of youth in Barangay Patin-ay to

gather quantitative data on their perceptions, experiences, and satisfaction with SK

policies. The survey will include questions on Awareness and understanding of SK

policies, perceived effectiveness of SK policies in addressing youth needs, and level

of satisfaction with the implementation of SK policies. Furthermore, there will be two

(2) modes of surveys done in order to obtain the said information; the Binary

Questions which will answer the respondent’s awareness of the policies and

programs, and the Likert scale which measures their level of satisfaction and will

determine the perceived effectiveness of these policies/programs.

Data Collection

A letter of request to conduct the study will be prepared. The researchers will

construct a survey form and will utilize a Likert scale questionnaire that will measure

how the youth feel about the problem. The researchers will conduct the study in

Barangay Patin-ay, Agusan del Sur through a survey, because of the advantages of

the survey method. The researchers will explain to the respondents the importance

of their response to the study. The researchers will use purposive sampling and the

sampling units will be selected subjectively by the researchers. Purposeful sampling

is widely used for the identification and selection of information-rich cases related to

the problem of interest (Palinkas et al., 2013). In this study, since the researcher's

goal is to determine the Efficiency of the Programs and Policies of the previous SK

officials in barangay Patin-ay, the researchers believe that this method is the most

appropriate in choosing the sample for the research. After the respondents will finish

answering the questionnaire, the researchers will collect and tally the data for

interpretation. After the data is interpreted, the researchers will determine the

appropriate statistical tools to be used. Based on the data that will be gathered, the

researcher will construct a conclusion and recommendation for the study.

Data Analysis

This study will use descriptive statistics and analysis in analyzing the quantitative

data. Through the use of this technique in analysis, the data gathered from the

respondents will be interpreted by developing themes to generate frequency as a

summary of individual variables. Percentage and mean will also be used to

determine the level of awareness of the respondents about the topic. Specifically, the

percentage will be used to analyze the demographic profile of the respondents while

the mean will be used to analyze the response from the Likert scale. Codes and

themes will be assigned to numbers and interpreted using frequency to analyze the

data from open-ended questions.

Ethical consideration

The researcher will observe fully the ethical standards in the manner of the

assessment, follow the study protocol assessment and standardized principles,

particularly in managing the population and data, and observe the principles of

voluntary participation, privacy and confidentiality, informed consent, process risks

benefits, and bio-safety among others.

Voluntarily Participation. All respondents have the prerogative to voluntarily

participate. They will be approached by the researchers one by one and will be

recruited to be respondents to the assessment. They will be given the free will to join

in the study without any conditions or consequences. Thus, after the purpose and

benefits of the assessment are presented to the respondents, they will be given the

authority to participate and contribute to the assessment; all of their responses will

be considered and adhered to.

Privacy and Confidentiality. The respondent’s choice of privacy and

confidentiality will be respected; any personal or professional information gathered in

the course of the study will be kept private and will be treated with utmost

confidentiality.

Informed Consent Process. The research instrument is free from technical

terms and can easily be understood. It will provide a clear view to the respondents

on their benefits after the conduct of the study. No research instrument will be given

without permission from the authorized command channel.

Recruitment. All of the respondents will be courteously approached and will

be asked if they can participate in the study as a respondent by answering the

questionnaire. The concept of the study will be explained to the respondents and

once they agree, they will be given a questionnaire and the researchers guide them

in answering.

Risks. The assessment will not pose any risk to those who will be involved;

they will not experience any physical, psychological, or socio-economic harm.

Benefits. Youth in Barangay Patin-ay, Prosperidad, Agusan del Sur will be

given more information on their crucial role in this assessment to determine how the

SK activities have affected their lives and to evaluate the community’s understanding

and involvement levels

Plagiarism. Acknowledgment of the works of other authors will be observed

in this paper. American Psychological Association (APA) format will be used to

properly cite the sources of information and ideas. The manuscript will be also

submitted to turn it into software for plagiarism checking and to ensure proper

attribution of references.

Fabrication. No tampering of data will take place and no false data will be

incorporated in the assessment. Only the results of the assessment will be included

to ensure accuracy and objectivity.

Falsification. Data gathered will not be manipulated and documents attached

to the assessment, particularly in the appendices will be genuine and are not just

manufactured and no forgery will be committed in the making of the assessment.

Conflict of Interest. No conflict of interest on the part of the researcher will

be hidden, except that the main motive of the assessment is to augment the

educational attainment of the researcher to continue serving the people more

effectively.

Deceit. No deception will be employed in convincing the respondents to

participate in the assessment. All the purpose, motive, and intention in conducting

the assessment will be disclosed to them honestly.

Permission from Organization/ Location. All the necessary letters will be

forwarded to the proper authorities to secure permission to conduct the assessment,

particularly from the Barangay Captain of Barangay Patin-ay, Prosperidad, Agusan

del Sur.

Authorship. No copyright law will be violated by this assessment and the

researchers will vouch that they are the sole authors of this assessment and willing

to publish this assessment if so advised by their adviser, panelists or any individual

in the graduate studies who will recommend it.
