Chapter 1

THE PROBLEM AND ITS SETTING


Introduction

“Ang kabataan ang pag-asa ng bayan”, a famous line from the Dr. Jose Rizal’s A

la Juventud Filipinas (To the Filipino Youth). Throughout the decades, the youth of our

country has fared well in taking up that challenge. Youth concerns matter to everyone.

And why not, the continuity of what we have founded in our time and age fully rests on

the youth. Guiding the youth to the paths that would make them responsible individuals

and ready to take on the challenges that are waiting for them.

Perla Piedad Palomores et al. (2021). In the Philippines, Sangguniang Kabataan

(SK), an aspect of politics at the local government level provides spaces for youth’s

meaningful participation in policy-making and governance. In this study, we expand the

cast of the domain of motivational studies to provide a new perspective on why youth

participate in politics, the extent of their political participation, and the relationship of the

motivations to their political participation. Findings reveal that in terms of the overall

motivations of the SK officials, the SK officials are both intrinsically and extrinsically

motivated, but lean more toward the intrinsic type of motivation. Although they are both

intrinsically and extrinsically motivated, the extrinsic motivation of the SK officials is

more highly self-determined.

However, the core value of Sangguniang Kabataan which is to lead the youth

actually faded. We’ve come into a system that when money and politics are involved

things become a little complicated. As for many critics, SK exposes the young public

servants to corrupt mind and practices. Leading them astray away from their supposed

representation. The researcher wants to determine the effectiveness of the

implemented projects and programs of the Sangguniang Kabataan.

With the above statement, the objectives of this study is to determine the

Influence of Sangguniang Kabataan to the Community Development in Bongtud. And it

aims to know what are the problems and solutions they deep – felt and implement. This

study also provide knowledge to the individuals, particularly to the residents of

Barangay Bongtud for them to know if Sangguniang Kabataan has an influence to the

community development of their Barangay.

Theoretical Framework

The purpose of this study is to find out what is the contribution of the

Sangguniang Kabataan to the Community Development. They will be given the same

powers and authority as any other council member to exemplify child engagement in

local government and strives to become a voice for all youth in local government,

specifically for individuals of 15 to 17. 

Bandura's (2001) theory of generalization states that a person matures and when

exposed to more complex environmental forces his pattern of behavior will change, age

represents the level of maturity and educability. Youth attention and participation in

community governance can help innovate new models of community governance. This

goes to show the importance of Civic Education and Leadership development in

developing motivations for leadership and political engagement of the youth.

Structural Functionalism Theory states that community develops through the

creation of multiple institutions that each fulfills necessary functions. The functions

fulfilled by the community institutions are all perceived as necessary to keep the status.

The neighborhood community is one form of social environment that has demonstrated

profound effects on individual well-being and happiness (e.g., McMillan 2011).

In connection to this study, youth have a big responsibility to innovate new

models and to share their vision of the future and to involve them in implementation

activities.

Figure 1 shows the variables that are included in the study. In the first box, the

researchers identified the independent variable. It begins with the demographic profile

of the respondents as to: Name (optional), Sex, Age, and Civil Status.

            In the second box that the study focused only to the responses perceived by the

influence of the Sangguniang Kabataan Council to the Community Development in

Bongtud.

Statement of the Problem

This study aims to find out the Influence of Sangguniang Kabataan to the

Community Development in Bongtud. Thus, it also aims to answer the following

questions;

1. What is the demographic profile of the respondents as to:

2. What is the Influence of the Sangguniang Kabataan Council to the Community

Development in Bongtud as to;

3. Is there a significant difference between the demographic profile and the

Influence of the Sangguniang Kabataan Council to the Community Development

in Bongtud?

Null Hypothesis

This study is guided with a hypothesis:

Ho1: There is no significant difference between the demographic profile and the

Influence of the Sangguniang Kabataan to Community Development in Bongtud.

Significance of the Study

The outcome of this study will give benefit to the following:

National Youth Commission. This study will benefit the National Youth

Commission to harnessing and developing the full potential of the youth as partners in

nation buildings.

Barangay Council. The researchers believe the result of this study will be of

great importance to the Barangay Council. To verify if the SK could be able to influence

the development of their community.

Sangguniang Kabataan. Through this study, Sangguniang Kabataan will be

able to identify the impacts of their implemented programs to the growth and

development of their community.

Parents.  Among the most important people in the lives of young children from

birth children rely on parents to provide them with the care they need to grow and

develop well. In this study, parents will gain enough knowledge to teach their children

how to contribute to their community’s growth development.

Future Researchers. This study will serve as a reference for researchers who

will conduct studies about the influence of Sangguniang Kabataan-related topics.

Scope and Limitations

The researchers aim to know the Influence of the Sangguniang Kabataan

Council to Community Development in Bongtud. The total population of the residents

that are involved in this study is approximately 5,724. This study will be conducted

during the second and third week of March 2023. The geographical location of this

study is located at Barangay Bongtud, Tandag City Surigao del Sur.

Definition of Terms

           For all purposes of clarity and understanding, the researcher conceptually and

operationally defined the following:

Community.  A group of people living in the same place or having a particular

characteristic in common.

Council.  A body of people elected to manage the affair of a city, country, or

another municipal district.

Development. The process of coming into existence or of creating something

new or more advanced.

Implementation Unit of Government Policies. A series of activities

undertaken by government and others to achieve the goals and objectives articulated in

policy statements.

Influence. The capacity to affect the character, development, or behavior of

someone or something, or the effect itself.

Sangguniang Kabataan. Is the venue for young Filipinos to be trained as

leaders and promulgates resolutions necessary to carry out the objectives of the youth

in the Barangay in accordance within the applicable provisions of the code.

Social Inclusion and Equity. Social inclusion and equity are fundamental

principles of social justice. The goal of social inclusion is to ensure that individuals,

groups, and communities participate fully in meaningful ways in society.

Sports League. Is a group of sports team that have joined together and compete

against each other.

Youth. Is the future of the society. Those persons between the ages of 15 and

24 years.

Chapter 2
REVIEW OF RELATED LITERATURE AND STUDIES
This chapter presents works by both local and foreign authors, other researchers,

developers, and studies from the books, articles and other references that can be found

in the internet such as websites that are all necessary and related for the study. These

related literature and studies were read and analyzed carefully for the researchers to

achieve a better understanding of the study.

In accordance with, Agarwal S., et al. (2021). We have argued in favor of

encouraging youth involvement in scientific policy in this essay on the grounds that

young people are significant policy stakeholders who can contribute significantly.

Promoting youth participation can help policies become more inclusive and democratic

while also assisting young people in discovering their own sense of identity and

autonomy. The environment that young people desire to live in has every right to be

shaped.

The state shall promote and preserve the physical, moral, spiritual, intellectual,

and social well-being of youth in recognition of the crucial role of young in nation-

building. It will encourage youth participation in public affairs and instill in them a sense

of nationalism and patriotism. In response to this constitutional clause, the congress

established the Sangguniang Kabataan (SK) Youth Council with the goal of educating

young people about local, provincial, and national politics. A Sangguniang Kabataan

must exist for each barangay, consisting of a chairman, seven members, a secretary,

and a treasurer. Padillon, Wilson (2017).

Allowing young people to have a voice in the development of interventions on

health and wellbeing. It is important that individuals who stand to benefit from the

interventions develop the goals, strategies, and processes in order to increase the

sustainability of the treatments. Children and young people engage together in

participatory strategies that aim for a higher level of participation. Ingrid Larsson., et al.

(2018).

The internet is frequently used by young people for daily tasks, and this has

affected how they approach asking for help. It is well recognized that a variety of

obstacles, such as stigma and a preference for independence, prevent offline help-

seeking. Online help-seeking may provide a different setting where young people can

get support for mental health issues without having to deal with the same barriers.

Claudette, P., et al. (2019).

Approaches to improving help-seeking by young people should consider the role

of the internet and online resources as an adjunct to offline help-seeking. It identifies

opportunities and challenges in this space. Online help-seeking has the potential to

meet the needs of those with a preferences for self-reliance or act as a gateway to

further help-seeking. Until now, there has been limited development on online help-

seeking. Claudette, P., et al. (2019).

Local

In consonance with Perla Piedad Palomores et al. (2021). In the Philippines,

Sangguniang Kabataan (SK), an aspect of politics at the local government level

provides spaces for youth’s meaningful participation in policy-making and governance.

In this study, we expand the cast of the domain of motivational studies to provide a new

perspective on why youth participate in politics, the extent of their political participation,

and the relationship of the motivations to their political participation. Findings reveal that

Moreover, results show they have average to high levels of political participation.

The relationship between motivations and political participation was measured. Results

show that only intrinsic motivation has a significant impact on the political participation

of the SK officials. This goes to show the importance of Civic Education and Leadership

development in developing motivations for leadership and political engagement of the

The Sanguniang Kabataan has the rights, privileges, duties and obligations like:

the right to participate in all activities; the right to avail oneself of the service of the

Federation; the right to vote, and if qualified for a position, to be voted upon, the right to

use the facilities of the Federation. In every barangay, a Barangay Youth Council is

organized as the governing body of the Youth Assembly. Its primary objective is to

enhance the development of the youth in the country. The Council promulgates

resolutions necessary to carry out the objectives of the youth. Most activities iniated by

the council in the country are tree planting, clean-up drives for rivers and lakes, waste

segregation. etc. The SK officials are expected to fulfil their duties and responsibilities

provided in the Local Government Code. Grace Laude-Conception et al. (2016).

Furthermore the present articles aim is to sum up the knowledge generated in

the field of Community Energy (CE) as of today. The geographical focus lies on

thematic focus lies on the benefits provided for society by community energy and the

barriers community energy projects face in their respective countries. One possible

mechanism is collaborative intervention with different stakeholders such as the

academe, local government units, and civil society organizations. Vasco Brummer

(2018).

According to Septrin John Calamba et al. (2020). Young people are an important,

if not strategic, resource in society. They possess the physical strength, adventurous

spirit, and relentless courage to meet challenges. In the 1970s, Filipino youth have

proven their strength and capacity to effect social change by connecting with other

sectors, strategic alliances. At a time when disasters are prevalent, the youth once

again are a potential resource. They can be given an opportunity to take part in disaster

risk reduction management and climate change adaptation.

Related Studies

Foreign

The study had as its goal to investigate the extent to which youth volunteering

could lead to self-empowerment and full-time employment which are littered with mass

unemployed youths (StatsSA, 2018). According to Good Deed Organization (2019), a

youth volunteer gets a sense of achievement after having committed to helping. Upon

completion of some tasks, the volunteer becomes more knowledgeable and more

enthusiastic in continuing to pursue other altruistic ventures.

In South Africa, the YVA adds that it is a pro-social behavior undertaken by

people and that volunteerism is characterized by three main features (StatsSA, 2019).

Sangguniang Kabataan provides spaces for youth’s meaningful participation in policy-

making and governance. Provide a new perspective on why youth participate in politics,

the extent of their political participation and the relationship of the motivations to their

political participation.

Often criticized for underperforming and being an alleged source of corruption,

YLGP-trained leaders showed that young leaders could make meaningful reforms to

address adolescent sexual and reproductive health challenges in their areas with

relevant and targeted training interventions. Ulitin, et al. (2022).

Community development is as old as man. Before colonization, Nigerian have

actively engaged in community development programmes. Nigerian have actively

engaged in community development programmes. Different governments have made

efforts in establishing welfare programmes of her citizens. Ramsey-Soroghaye Blessing

Ngowari (2022).

Communal living and collective actions aided in promoting what we knew to be

community development. There were the age grade systems that were used to

checkmate behavior of youth and active festivals that were some form of leisure and

recreation activities for community members. Youths and members of the community

voluntarily participated and developmental activities of the community. Ramsey-

Soroghaye Blessing Ngowari (2022).

Local

In accordance with Flores III et al., (2021). Sangguniang Kabataan, which is the

Philippines’ version of the village youth council, has faced many challenges, from

accusations of exposing ineffective and corrupt practices to young leaders to allegations

of electoral malpractices such as vote-buying and patronage politics. All these led to

real threats to the abolishment of a beleaguered governance mechanism which would

have been a model of youth participation. In this study, the history of the Sangguniang

Kabataan and its obstacles, and its road to reform over the years. We discuss the key

circumstances and influences that led to calls for its reform in the mid-2000s, and the

key events and arguments in the SK Reform Law’s legislative process in the 15th and

16th congress.

Toraldo et al. (2016) argue that youth volunteers’ motivations need to be

contextualised. This means that there are many different motivating factors for

volunteering. Sangguniang Kabataan still conduct ‘Linggo ng Kabataan’through online

platforms but they should maximize conducting activity and programs, so that, they can

still follow the protocol. Youth volunteering has some economic value.

The Sangguniang Kabataan offers youth the chance to engage in official politics,

but it has come under fire for a number of problems, including corruption and

inefficiency. This study examines whether young people are politically skeptical toward

the youth council and how this affects their political participation by using directed

content analysis of the transcripts of focus group talks held in two schools in Caloocan

City, the Philippines. Findings support the classic political socialization theory by

demonstrating how young individuals learn about and develop their opinions of the SK

through their families, media use, and personal experiences. Results also indicate that

they have a political cynical outlook on the SK and are unlikely to take part in its events

or elections. Bautista, A. D. R. (2021).

Sangguniang Kabataan still conduct ‘Linggo ng Kabataan’ through online

platforms but they should maximize conducting activity and programs, so that, they can

still follow the protocol. The COVID-19 global pandemic is much more than a health

crisis. It has created devastating social, economic and political crises that will leave

deep scars in societies, people and also the organizations. SK official is one of the

affected organizations in this pandemic that's why lacked of participation was ranked

number 1 in the problems they were encountered which affects their performance and

they were unable to effectively implemented projects and programs very well. From the

results, there were recommendations that have been formulated and one of this was

strengthen the partners Sangguniang Kabataan (SK) officials or youth leaders to the

development of specific barangays in the Philippine municipality of Naval, Biliran, in

terms of Projects: sporting equipment; indoor games; cultural events; beautification; and

information campaigns infrastructure, day-care, youth/SK Center, equipment, literacy in

the barrio, and activities related to youth (SK) Activities include fundraising, talent/skill

recognition, and young sports development 120 children and young people between the

youth. Fhrizz De Jesus (2022).

The youth is best viewed as a transitional stage from childhood dependence to

adulthood independence while yet being aware of our dependency as community

members. When the youths play an active role in fostering significant social, cultural,

and political diversity, as well as what the system's design requires the active

involvement of youths. The largest obstacle facing the current generation of young

Filipino leaders, who act as the main means by which Filipino youngsters achieve their

Synthesis

This chapter’s purpose is to provide useful information on the study area in order

to improve knowledge of the issue. The researchers cited information from many

publications and studies connected to the current study in order to share it with

everyone, especially future researchers who are working on similar projects to the

current researchers.

Chapter 3
RESEARCH METHODOLOGY

Research Design

This study involves a descriptive quantitative design to enhance the research and

make the study reliable and valid. It aims to know the Influence of Sangguniang

Kabataan to the Community Development in Bongtud. The researchers’ used a

descriptive quantitative research design to collect quantifiable information for statistical

analysis of the population sample; it is also more convenient for the researcher to use

this research design because it uses wide variety of research methods to investigate

one or more variables.

Research Locale

This study will be conducted at Barangay Bongtud of Tandag City. Bongtud

formerly East West, is a Barangay in the City of Tandag in the Province of Surigao del

Sur. It is situated at approximately 9.0816 126.1969, in the island of Mindanao.

Barangay Quezon is 6.1 km from Bongtud. The main sources of income for most people

in Bongtud is fishing. The total population of this study are 5,724.

The respondents of the study are the youth of the Purok of Barangay Bongtud:

Purok Kalipayan, Purok Santan, Purok Panaghiusa, Purok Marigold, Purok Sto. Nino,

Purok Mabuhay and Purok Sinugdanan. The table below present the percentage

distribution of the respondents detail. POPULATION No. of RESPONDENTS in Bongtud

and the number of respondents that were chosen for the study. The total number of

population and respondents are also shown below.

Table 1 shows that the respondents of the study will be 374 individuals coming

from different Purok of Barangay Bongtud in Tandag City, Surigao del Sur.

The research sampling procedure that will be utilized in this study is stratified

random sampling. This sampling will be used since stratified random sampling involves

dividing population into subpopulations, and random samples will be taken, in proportion

to the population, from each of the subgroups created (Hayes, 2022).

Research Instrument

The researcher uses a researchers’-made questionnaire for this study. The

questionnaire was formulated by the researchers, and it was composed of questions

that discuss about the Influence of Sangguniang Kabataan to the Community

Development in Bongtud.

The research instrument consists of the items which gathers the demographic

profile of the respondents such us Name (Optional), sex, age and civil status. The

researcher will use a check list questionnaire that have numbers 1-15. The said

instrument will then brought back to the validators for final validation after the correction

will be applied.

Validation of Instrument

Since the researchers will use a researchers’-made questionnaire, thus it is

necessary to undergo face and content validation coming from three experts in the field

of research. Their comments, recommendations and suggestions will be merging

accordingly to come up with the final questionnaire. The said instrument will then bring

back to the validators for final validation after the corrections will be applied.

Data Gathering Procedure

The researcher has allotted vigorous time, effort and cooperation in developing

their questionnaire so as to serve its intended respondents. The survey is created using

suitable question modified from related research and individual questions form by the

researcher.

In addition in gathering the data, the researchers ask first for an approval from

their research adviser. Second, the researchers will go to the principal’s office to give a

letter of permission before they will go the said Barangay to start their study. Lastly,

before giving the questionnaire to the respective residents, the researchers ask first the

permission of the Barangay Official particularly the Barangay Captain.

Upon retrieving the data, the researchers will start to tally the results that can

give them the idea on how Sangguniang Kabataan influences the community

development in Barangay Bongtud.

Statistical Treatment

After the respondents answer the questionnaire data was tallied and treated with

the following statistical treatment.

Frequency Count and Percentage. This tool will be used to display the data that
