Subject: Request of cooperation

Dear Sir,

I hope this letter finds you in good health and high spirits. My name is Quentin Vercruysse, and I am the
Responsible for Central Asia at CIFAL International Services, a longstanding French international trade
and services firm founded in 1946. Our areas of expertise include energy, infrastructure, and
agriculture, and we have been a trusted partner in these sectors across Eurasia for over 70 years,
building bridges between major European companies and post-USSR countries.

Currently, CIFAL has a strong presence in various CIS countries, including Russia, Belarus, Turkmenistan,
Uzbekistan, Tajikistan, Kyrgyzstan, Azerbaijan, and Kazakhstan. In these regions, we represented major
European groups such as Thales, Carpi, Bouygues, Vinci, Total, and many others. However, it is
important to note that while we have established successful partnerships with CIS states, our interest
extends beyond this region.

Out extensive experience and commitment to excellence make us a potential partner for contributing
to Afghanistan's economic growth and development. I am personally strongly believing about the
future of Afghanistan. The political efforts made by your country to normalize its situation, coupled
with its significant population and strategic location, create a promising environment for economic
development in the coming years.

I am writing to express our interest in exploring potential cooperation between CIFAL and Afghanistan.
Given our extensive experience and successful partnerships in Central Asia, we believe that we can
contribute significantly to the development of Afghanistan's energy, infrastructure, and agricultural
sectors.

To discuss this further, I would like to propose a virtual meeting with you, before ideally to come in
person in Kabul. This meeting would provide us with an opportunity to share more about CIFAL's
capabilities and explore potential areas of collaboration that would be mutually beneficial.
