Responsibilities
Railway Group Standards are mandatory on all members of the Railway Group *
and apply to all relevant activities that fall into the scope of each individual’s
Railway Safety Case. If any of those activities are performed by a contractor, the
contractor’s obligation in respect of Railway Group Standards is determined by
the terms of the contract between the respective parties. Where a contractor is
a duty holder of a Railway Safety Case then Railway Group Standards apply
directly to the activities described in the Safety Case.

* The Railway Group comprises Railtrack and the duty holders of the Railway
Safety Cases accepted by Railtrack.

Compliance
The provisions in this document are to be complied with from 5 August 2000.

Part B
1 Purpose
The purpose of this document is to mandate the verification process in order to
control the risk of injury to persons resulting from the installed electrification
system, or from incompatibility between the installed electrification system and
other systems.

2 Scope
The overall scope of Railway Group Standards is as specified in Appendix A of
GA/RT6001.

Specifically the contents of this document apply to all electrification systems and
interactions with other systems.

This document contains requirements which are applicable to the duty holders of
the following categories of railway safety case:

Infrastructure Controller;
Train Operator.

3 Definitions
Electrification System
A system providing electrical energy to electric trains comprising the Electricity
Supply Industry (ESI) generation, distribution and traction supply point
equipment and Railtrack’s electrical distribution equipment, contact system and
return current system.

Electric Trains
Electric locomotives or electric multiple units that draw current from an
electrification system.

Interactions
Interactions between the electrification system and:

• train control and communications;


• electric trains;
• track and structures;
• other lineside electrical systems;
• telecommunications providers;
• other neighbourhood installations; and
• other electric traction systems.

Other Systems
Railtrack infrastructure (including train control, communications, track, and
structures), electric trains, telecommunications providers, other neighbourhood
installations and other electric traction systems.

Verification
The act of checking or confirming that the integrity and performance of the
installed electrification system and its interactions with other systems are in
accordance with defined requirements. Typical verification activities include
testing, measurement, inspection and the accurate prediction of parameters
where the method of prediction has been validated through tests in similar
circumstances.

4 Electrification System
Verification
4.1
When a new electrification system or a significant change to an existing
electrification system is to be introduced, verification of the installed
electrification system shall be carried out in accordance with the process
detailed in clause 4.2 to clause 4.4 inclusive.

4.2
An electrification plan shall be produced which shall define the verification
activities to be carried out for normal and credible failure modes. The
electrification plan shall detail the rationale for the selected verification activities,
together with the criteria to be met.

4.3
For a new electrification system the electrification plan shall include, as a
minimum, verification activities which demonstrate that the criteria have been
met for normal and credible failure modes in respect of:

• the control of the electrification system;


• electrical sectioning;
• system voltages and currents;
• traction return circuits;
• accessible and touch voltages;
• switchgear and protection operation under load and short circuit conditions;
• the geometry of the contact system;
• safety clearances; and
• current collection quality, with existing known in-service collector systems on
existing known in-service electric trains.

For a significant change where it is considered that any of the above are not
appropriate for inclusion in the electrification plan the decision and rationale shall
be documented.

4.4
The results of the verification activities shall be reviewed and analysed against
the criteria contained within the electrification plan. Actions shall be identified
and implemented for the management of any residual risks.

5 Verification of
Interactions with Other
Systems
5.1
When a new electrification system or other system, or a significant change to an
existing electrification system or other system, is to be introduced, verification of
interactions between the electrification system and other systems shall be
carried out in accordance with the process detailed in clause 5.2 to clause 5.4
inclusive.

The full requirements to ensure compatibility between electric trains and


electrification systems are contained in GE/RT8023.

5.2
An interactions plan shall be produced which shall define the appropriate
verification activities to be carried out for normal and credible failure modes of
both the electrification system and relevant other systems. The interactions plan
shall detail the rationale for the selected verification activities, together with the
criteria to be met, which shall be agreed by the parties responsible for the design
of the other systems.

5.3
For a new electrification system the interactions plan shall include, as a
minimum, verification activities which demonstrate that the criteria have been
met for normal and credible failure modes of the electrification system and for
normal and credible failure modes of the other systems in respect of:

• drivers’ visibility of lineside signals and signs;


• induced voltages on train control and communications systems/equipment
arising from the electrification system;
• the characteristic induced voltage and noise signature of electric trains
appearing on train control and communications systems/equipment;
• electromagnetic (EM) emissions from the electrification system, in relation to
relevant standards for EM compatibility;
• stray currents;
• the geometry of the collector system and its contact force characteristic, with
new or modified collector systems and/or new or modified electric trains;
• current collection quality, with new or modified collector systems and/or new
or modified electric trains; and
• compatibility between contact system discontinuities and train stopping
positions/train speeds.

For a significant change where it is considered that any of the above are not
appropriate for inclusion in the interactions plan the decision and rationale shall
be documented.

5.4
The results of the verification activities shall be reviewed and analysed against
the criteria contained within the interactions plan. Actions shall be identified and
implemented for the management of any residual risks.

6 Periodic Verification
of the Electrification
System and Interactions
with Other Systems
6.1
For an existing electrified railway, periodic verification of the electrification
system and interactions with other systems shall be carried out in accordance
with the process detailed in clause 6.2 to clause 6.4 inclusive.

6.2
A periodic plan shall be produced which shall define the periodic verification
activities to be carried out to demonstrate the continued integrity of the
electrification system and interactions. The periodic plan shall detail the
rationale for the selected periodic verification activities, together with periodicities
for these and the criteria to be met, which in the case of interactions shall be
agreed by the parties responsible for the design of the other systems. The
documented results of electrification system verification and verification of
interactions with other systems shall form the basis of these criteria.

6.3
The periodic plan shall include, as a minimum, periodic verification activities
which demonstrate that the criteria have been met in respect of:

• induced voltages on train control and communications systems/equipment;


• the control of the electrification system;
• accessible and touch voltages;
• traction return circuits;
• switchgear and protection operation;
• the geometry of the contact system; and
• current collection quality.

6.4
The results of the periodic verification activities shall be reviewed and analysed
