AFFILIATION / ACCREDITATION OF CTTI CAMPUS KP RSC BY MoC

CTTI Islamabad

Construction Technology Training Institute (CTTI) was established as


Construction Machinery Training Centre (CMTC) in 1986 by Government of Japan
through (JICA) with 4 x short courses in Construction Machinery of 3 months duration
each. CMTC was established as a department of Ministry of Communication under
administrative control of FWO. On 2 March 1986 TO&E of CMTC was approved by
Ministry of Defence with 168 persons authorized to run CMTC. In 1989 CMTC was
inaugurated by Prime Minister Mohtarama Benazir Bhutto. In 1992, after the introduction
of Diploma classes in Mechanical Technology (with Specialization in Construction
Machinery), CMTC was upgraded to CMTI.

In August 2006 CMTI started 13 skill development short courses ranging from 3
to 6 months alongwith 3 years Diploma in Auto & Diesel Technology. The same year,
Prime Minister Shoukat Aziz during his visit to CTTI directed to launch next phase
for capacity enhancement to cope u p with the emergent requirements of
Government’s Skill Development Program. In pursuance to Prime Minister’s orders,
DAE Civil Engineering along with capacity enhancement of all departments
commenced. As the training mandate shifted from Construction Machinery to
Construction Technology, CMTI was renamed as Construction Technology Training
Institute (CTTI) on
14 September 2006.

On 18 June 2012 ICT Department project was approved and completed on


30 June 2015 through grant of KOICA, Government of South Korea. On 13 March 2017
short courses were started and later in 2019, DAE classes with intake of 50 x students
started, which were increased to 200 students in morning and evening shift in subsequent
years.

Presently 5 Diploma courses of 3 years duration e a c h and 52 vocational


short courses ranging from 3-6 months duration are being conducted by this Institute
with morning and evening shift intake of 1080 students for DAE and 3320 students for
short courses bi-annually.

CTTI gets annual budget of Rs 360 Mn (for year 2023-2024) from Ministry of
Communication for pay & allces of its TO&E / auth staff, TA&DA, Ration, POL, Sui Gas,
Electricity & Telephone Bills. Any addition or increase in staff or instructors is approved
by Establishment Division & Ministry of Finance after concurrence of Ministry of
Communications.

CTTI Campus KP Risalpur

CTTI Campus KP was established in 1994 by Federal Government as Technical


Training Centre at Risalpur and was administratively controlled by Engineers Centre
without any financial grant from Government of Pakistan. FWO took over the Institute
in February 2015 to bring it in line with CTTI Islamabad and renamed it as FWO
Institute of Technical Education (FITE) with DAE programs in Civil, Electrical and
Mechanical.

Massive renovation / upgradation of Institute was carried out in 2021 and the
Institute was renamed as CTTI Campus KP, Risalpur. Today the Institute is running 3 x
DAE programs (3 x years), 1 x DIT (1 x year) and 12 x Short Courses with a capacity of
training 580 x Diploma students and 480 x Short Course students.

CTTI Campus KP Risalpur is presently operating with a strength of 65 x


personnel. However, a new draft Table of Organization and Equipment (TO&E) was
devised in July 2023 to provide technically competent and skilled workforce to Army
Engineers, FWO, MES and civilians at national level by developing a demand driven,
standardized and integrated technical education training system. This Table of
Organization and Equipment (TO&E) authorizes 103 x personnel of various trade and
profession for optimum operation of the institute.

CTTI Campus KP Risalpur is affiliated / accredited with numerous governmental


and non-governmental bodies like National Vocational Technical and Training
Commission (NAVTTC) of Pakistan, Board of Technical and Commerce Education
(BT&CE) Peshawar, Trade Testing Board (TTB) KP and TUV Rhineland, Germany.

CTTI Campus KP Risalpur is facing financial viability issue because of non


approval of Table of Organization and Equipment (TO&E) since inception despite being
approved as Army Training Institute and non provision of financial grant from Federal
Government.

As CTTI Islamabad was established in 1986 and is receiving annual budget of


Rs. 360 Mn Approximately (for year 2022/23) from Federal Government. On similar
lines, FWO intends affiliating CTTI Campus KP with MoC / Government of Pakistan.
CTTI Campus KP has annual budget requirement of Rs. 120 Mn with major breakdown
as under:-

POL Charges (Mechanical Transport) - 1.368 Mn

Telephone Charges - 0.0463 Mn

Fresh / Dry Ration (Army Personnel) - 12.136 Mn

Repair / Maintenance of durable goods - 1.2 Mn

Advertisement - 0.32 Mn

TA/DA & Supply Pay & Allowances - 0.6 Mn

Total Amount (Mn) - 120.494

CTTI Campus KP Risalpur may be affiliated / accredited with MoC, Government


of Pakistan for annual budget.
