ABSTRACT
For construction in the context of India, one of the most powerful stakeholders is indeed the
mason or the building artisan who is looked upon as a total solution provider for aspirants of a
durable home in the village.
For the rural mason to be able to fulfill this expectation in a context that is wanting as far as
technical guidance, affordable and appropriate products and local hand holding support is
concerned, it is imperative that the capacity of the mason or the building artisan be developed
Given the limited development of rural markets for provision of specialized services, the rural
mason invariably ends up shouldering the responsibility of undertaking multiple (specialized
tasks at each stage of construction of the house.
The present exercise is an attempt by the Government of India at bolstering the capacity of
existing masons in rural India, many of whom are essentially 'semi skilled' when viewed against
the National Qualification Framework instituted by the Government of India. It is critical that
these 'semiskilled masons' who are at the cutting edge of delivery of state sponsored housing, are
supported to develop into their expected role as a 'total solution provider’.
The Training Kit for Rural Masons, takes into cognizance additional condition that area typical
to rural India. The semi-skilled mason who are the ultimate targets of this entire effort, may not
have the time and the motivation to come to a central (mostly residential) programme for training
as is generally practiced for specialised skill training. Mostly, these individuals have been
observed to possess limited literacy and therefore the endurance for heavy, text based training
inputs. Additionally, disruption in their day to day livelihood efforts owing to centralised and
off-site training is often seen as a limiting factor.
The current initiative of the Government attempts to overcome each of these barriers to learning
in the following ways
1 Training is designed as a decentralised programme at the village level wherein the trainee
(semi-skilled) mason need not travel too far from the village and gainfully benefit from
'earn while you learn approach' as a rural house gets completed by each batch of trainees.
2 Sufficient inputs and aids for the master trainers to share all the necessary technical
knowledge with the trainees through visually rich teaching aids (accompanyin8 posters)
and the trainees handbook.
3 The trainee handbook itself summarises all the dos and donts along with ready reference
details relevant to simple rural constructions in an illustrated format.
