TITLE: Safety and Security Officer


TEAM/PROGRAMME: Safety and Security
LOCATION: Afghanistan CO
CONTRACT LENGTH: Fixed Term

CHILD SAFEGUARDING:
Level 3: The role holder will have contact with children and/or young people either frequently (e.g.,
once a week or more) or intensively (e.g., four days in one month or more or overnight) because they
work in country programs; or are visiting country programs; ore because they are responsible for
implementing the police checking/vetting process staff.

ROLE PURPOSE:
The post holder will insure the systematic application of safety and security management policies
and procedures in the operational areas of Kabul. This will include the ongoing assessment of threats
and provision of advice to manage risk. To assist Safety and Security Manager in the maintenance
and updating of security guidelines; ensuring that SCI office compound and guest houses are
securely maintained and make sure all staff are aware of and adhere to security management policy,
guidelines, and Standard Operating Procedures (SOPs). Ensure all security installations such as CCTV
cameras, door locks, tracking device, first aid kits and fire extinguishers are working properly and are
updated.

SCOPE OF ROLE:
Reports to: Safety and Security Manager
Staff reporting to this post: Radio Operators

KEY AREAS OF RESPONSIBILITIES:


• Line manages SC Afghanistan CO based radio operators to ensure that they perform their duties
and responsibilities according to SCI policy and procedure and check the radio operators logbook on
daily basis.
• Prepare the monthly duty schedule, leave schedule, and overtime payment sheets for radio
operators.
• Orient and train radio operators on his/her duties as well as SCI security protocol and procedures.
• Undertake continual assessments of equipment, and the protocols by which that equipment is
used, to ensure that minimal conditions for security are being met.
• Identify potential security risks through the security risk assessment tool and respond accordingly.
• Report and follow up on all safety and security related incidents and ensure that it is timely and
properly reported.
• Respond to emergencies and incidents within designated areas promptly and according to policy.
• Conduct risk assessments of contracted and prospective offices and areas of operations.
• Support field offices security focal points on daily basis, and maintain regular contact.
• Conduct safety and road checks daily, recommend approval or non-approval for travel, and
coordinate with other SCI teams on travel.
• Uphold the mission, values, and spirit of SCI.
• Follow and enforce all SCI codes of conduct and policies (worldwide and in-country).
• Report any violations to appropriate SCI authority and participate in preventative initiatives.
• Attend meetings as required to represent the SCI and support coordination in reducing risk.
• Pick/drop of international staff/visitors from airport and field offices, support international/visitors
during unofficial time for shopping or etc.
• Communicate to the line manager without delay any urgent/security information, theft, fire and
other accidents and other emergencies.
• Ensure systems are in place to instantly respond to a crisis management situation.
• Ensure that communication systems are adequate and maintained and provide training to staff on
the use of such equipment and communications protocols.
• Inspect SCI compounds and assets to protect against fire, theft, vandalism, terrorism, and illegal
activity.
• Identify security related information sources and create an information gathering network in SCI
impact areas.
• Provide security training and participate in providing training for staff.
• Supporting in monitoring and maintaining the vehicle tracking system, CCTV cameras, SMS
system, and staff headcount during security incidents.
• Checking the vehicles whether they are equipped with safety and security equipment, having seat
belts, vehicle tools, first aid kits, fire extinguishers, AC and Heaters during winter and summer times
and with good condition.
• Prepare and draft field visit reports from field offices and project sites.
• Updating the international staff/visitor log.
• Provide security briefing for national and international staff.
• Raise purchase requests for equipment needed for safety and security department.
• Perform any others task that requested by the line manager.

QUALIFICATIONS

Required:
• Bachelor’s degree and at least 2-3 years comparable related experience.
• Good level of speaking and writing in English.
• Ability to work under pressure.
• Able to operate and use communication equipment.
• Good training skill.
• Good communication skill.

Desirable:
• Must be proactive, flexible, hard working with irregular hours.
• Should be optimistic and a good listener.
• Dedicated to work in the interest of Children regardless of ethnicity, colour, race, gender, or other
biased preferences.

Additional job responsibilities


The duties and responsibilities set out above are not exhaustive and the post holder may be required
to carry out additional duties from time to time which are reasonable in relation to their level of skills
and experience. In the event of a significant humanitarian emergency, the post-holder will be
expected to work outside their normal job description; vary their working hours; and occasionally
work from a different location should the need arise.
