Executive Summary

The purpose of this document is to share food relief information applicable to Camden County Georgia.
Specifically,

 To help the food insecure 1 (individuals and families) locate an organization, service and/or
program that can help meet their immediate need for food to maintain health and wellbeing.
 To help people in Camden County understand the depth and scope of food relief available in our
community and the support and volunteer needs of listed food relief organizations.
 To stimulate communications, coordination, and cooperation among individuals and food
assistance organizations in Camden County Georgia.

These food assistance programs and activities are managed by government, nonprofit, and faith-based
organizations - often with interdependent rules and regulations.

In this document’s Table of Contents, nonprofit and faith-based organizations are presented in
alphabetical order. Government and public organizations and programs are listed at the end of the Table
of Contents table.

The USDA defines food insecurity as meaning “consistent access to adequate food is limited by a lack of money
and other resources at times during the year.” Food security means access by all people at all times to enough food
for an active, healthy life. Although related, food insecurity and poverty are not the same. Unemployment rather
than poverty is a stronger predictor of food insecurity.

4C Mission (Caring & Connecting Community 4 Camden)


Service: Via our cooperative, we provide food assistance directly to the food insecure using food
pantries, mobile food pantries, and meal deliveries. + 2

Mission: Working in concert with Camden County organizations to provide food to those in need.
(Organization’s primary support/focus is in the north end of Camden County.)

Beneficiaries: Food Insecure Families and Individuals

Synopsis of Food Service Activities:

1. Member pantries* serve throughout Camden County on a scheduled and emergency basis.
2. Food related activities to build relationships with the food insecure population.
3. Collaborate with other community organizations and help coordinate and staff the Camden Hunger

A Missions-for-Camden Collaborative – Clearing house for emergency needs

Food Service:

1. Community meal every Sunday from 3 to 4 pm at The King’s Village located at 451 South Lee
Street Kingsland, GA 31458.
2. Meals provided every other Tuesday for veterans and seniors from 11 a.m. until noon.
 A reservation is required.

Synopsis of Food Service Activities: Second Harvest of Coastal Georgia hosts a food distribution
once each month starting at 10:00 a.m. (usually on the second Wednesday of each month).

NOTE: Those coming to the event are asked to enter from Cole Avenue and West 4th St. to minimize
traffic congestion and help speed up the process.

The Helping Hands Food Pantry is here because too many of our neighbors are experiencing food insecurity. They
simply do not know where their next meal is coming from. We started as an outreach effort as part of the St.
Marys United Methodist Church. To help grow our reach into the community, in March 2020 we joined the
FaithWorks team to transform this small food pantry into a vibrant Camden Ministry.

New Life Body of Christ Christian Church

Service: “Blessing (Food) Box”

New Life Body of Christ Christian Church works and operates at the Community Office. The Community
Office is located at 291 N Lee St Suite A, Kingsland Ga. We maintain a Blessing Box containing food and
personal items, available to anyone 24 hours a day seven days a week. This box is outside of our office.
The Community Office operates as the church without walls, as Pastor Matthew Pettus as Senior Pastor.

Mission: The Community Office in downtown Kingsland. Community Office is a non-profit organization
that is reaching out to help others and to empower the lives of the people in our community. Pastor
Matthew Pettus serves as the Spiritual Counselor and his Sister Margaret Pettus as the Life Advisor.

OFFERS SOCIAL OUTLET, MEALS, AND ACTIVITIES FOR CITIZENS 60+

Service: Congregate Meal Program - OFFERS SOCIAL OUTLET, MEALS, AND ACTIVITIES

The Camden County Senior Citizens Center offers recreation activities for adults 60 and older. Services
include daily lunches and transportation to and from the center. Adults age 60 and older are eligible to
attend this congregate meal program. Participants may attend daily, or a couple times a week. There is
no fee to participate in this program. The only requirement is to spend time at the center and get
involved. Each client must be self-sufficient and aware of his or her needs. All the program’s operating
procedures follow those of the Older Americans Act and policies set by the Coastal Regional Commission
Area Agency on Aging, which provides funding for the center.

The center, located at 1501 Georgia Ave., Woodbine, is a public recreation facility designed to meet the
needs of the older population in all of Camden County. The Camden County Senior Citizens Center’s
mission it to create a place our older adults can socialize and feel a sense of independence by

The Women, Infants, and Children (WIC) program is a special nutrition program that provides
nutritional education, food supplements, and referrals to health care providers to eligible

The Commodity Supplemental Food Program (CSFP) works to improve the health of low-income elderly
persons at least 60 years of age by supplementing their diets with nutritious USDA Foods. Women,
infants, and children who were certified and receiving CSFP benefits as of February 6, 2014 can continue
to receive assistance until they are no longer eligible under the program rules in effect on February 6,
2014. Through CSFP, USDA distributes both food and administrative funds to participating States and
Indian Tribal Organizations.

process for seniors. Georgians are able to apply for food stamps online with Georgia COMPASS at
www.compass.ga.gov. After the application is filed, the applicant or a member of the applicant’s household
must be interviewed by a staff person from DFCS. The person who is interviewed must know about the
household situation.

b) TANF – aka Welfare

The Temporary Assistance for Needy Families (TANF) program is designed to help needy families achieve
self-sufficiency. It is the monthly cash assistance program with an Employment Services component for
low-income families with children under age 18, and children age 18 and attending school full-time.
States receive block grants to design and operate programs that accomplish one of the purposes of the
TANF program. The four purposes of the TANF program are to:

10. St. Marys Senior Activity Center


We are open daily (M-F) 9 am to 3 pm. Our monthly calendar of activities is posted on Facebook

Service: Operated by the City of St. Marys, the Center is open five days a week to offer a full array of
recreational, health and fitness and socialization programs for seniors 60 and over who reside in St.
Marys.

Mission: To enhance the health and wellbeing of St. Marys seniors ages 60 and above by providing
socialization, health and fitness classes and a nutritious lunch five days a week.

Beneficiaries: Senior Citizens (60+) who reside in St. Marys.

Synopsis of Food Service Activities: Mid-day Meal; Monday through Friday (except holidays). The free
meal is provided in conjunction with other programs provided. Lunch is served at 11:30 a.m. and
advance reservations are required. There is no cost for members. However, this is not a free lunch
program for walk-ins. Participants must register as members of the Senior Center before enjoying lunch
and engage in other social, recreational and health related programs offered by the Center.

11. The Emergency Food Assistance Program (TEFAP)

The Emergency Food Assistance Program (TEFAP) is a federal program that helps supplement the diets
of low income persons in Georgia, including the elderly, by providing them with emergency food and
nutrition assistance at no cost.

Under TEFAP commodity foods are made available to the states by the USDA United States Department
of Agriculture. The states provide the food to local agencies they have selected for distribution to the
needy. These agencies are Food Banks, Soup Kitchens and Food Pantries.

 Food Banks subcontract with other organizations throughout the state, like food pantries
and soup kitchens. Some food banks distribute food through brown bag programs to the

 Soup Kitchens provide meals to the needy and the homeless on a regular basis. Soup
kitchens receive foods from the local food bank in their area for a small handling fee.
 Food Pantries are any organization that distributes food to low income and unemployed
households for home consumption. Food pantries receive commodity foods from the local
food bank in their area for a small handling charge.

 All initial SNAP aka food stamp applications must be received in the local office and can no
longer be submitted on line. We can mail them to Camden County requesters or they are
available at our office. After an initial case is opened, case renewals can be handled on line.
 If several people in a household qualify for Food Stamps, the head of the household applies for
the program and lists the names and Social Security numbers of all adults in the household. For
food stamp purposes, any adults in the house who purchase and prepare food together are a
household even if they are unrelated.
 The funds allocated for SNAP can be used to purchase many types of food items sold at
approved retail stores. Prepared foods, such as hot deli sandwiches and precooked meals ready
for consumption are out rightly ineligible for purchase with SNAP benefits. This rule can
however be exempted when some homeless individuals may be approved for precooked meal
purchases if they do not have the ability to store or cook food.
 Foods Authorized to be purchased using SNAP benefits:
o Fruits, Vegetables and Grains: In Georgia, food stamps can be used to purchase all kinds
of fruits, vegetables and grains. Food stamps may be used to purchase these items at
participating stores and farmer's markets. You can also use your food stamps to
purchase seeds that produce fruits and vegetables.
o Food Supplements: A food supplement, or dietary supplement, can be purchased with
food stamps in Georgia. Acceptable food supplements that can be purchased with food
stamps include Ensure and PediaSure. If you are not sure if a dietary supplement is
covered by your food stamps check with store personnel.
o Ice and Water: Ice and water may be bought with food stamps in Georgia. Bottled water
and bags of ice are eligible for purchase as long as they are intended only for use
outside of the store. However, ice or water cannot be purchased with food stamps if
they are meant to be consumed in the store.
o Canned and Dried Goods: All canned and dried foods are eligible to be purchased with
food stamps, as long as they are for human consumption. Pet foods are not authorized
to be purchased with food stamps. Examples of acceptable foods in this category
include soups, canned meats and canned vegetables.
o Packaged Meat: Food stamps can be used to purchase meat from participating stores.
However, meat has to be intended to be consumed outside the store. Meat products
read for consumption do not qualify in most cases for food stamp purchase. Packaged
meats such as chicken, ground beef and pork chops may be purchased. Consult the
store personnel for restrictions on meat purchases with food stamps, if you are unsure.
 Restricted Food items: Food stamps may not be used to purchase household products, alcohol,
vitamins or medicines. In addition to those items, you may not purchase cigarettes or other
tobacco related products.

o Before receiving SNAP Food Stamp benefits in Georgia, you must meet SNAP's income
limits. The requirement states that families must not exceed two sets of monthly
income limits, gross and net. Gross income is the total of all income earned by the entire
household, while net is the amount remaining after deductions.
o Georgia mandates that healthy SNAP beneficiaries participate in work or school related
activities in order to keep their benefits. You must participate in any one or a
combination of the following activities as a condition of their SNAP eligibility:
 Secondary Education
 Job Search / Job Club / Job Readiness
 Community Service
 On-the-Job Training
 Employment
o Mandatory applicant requirements include:
 Adults aged between 18 years and 59 years who are not receiving
unemployment insurance or SSI.
 Working 30 hours or less per week
 Must not be a parent or guardian to a child less than six years old.
o Exemptions include:
 Children below 18 years old
 Adults above 60 years old
 Parent/guardian of child below six years old
 Unemployment insurance applicant or recipient
 Persons working more than 30 hours per week at federal minimum wage
 Caregiver of a person with disabilities
 Persons with health issues that affects their ability to participate
 Pregnant women in their fourth, or later, month of pregnancy
o Georgia counties require non-exempt SNAP recipient's to take part in community
service or engage in on-job training if they are not in school or sufficiently employed.
 Reporting Changes Affecting Eligibility: All SNAP participants must report any increase in their
monthly gross income. SNAP beneficiaries are required to complete a review process after every
12 months. Most recertification and report forms will be mailed to you. You may not be required
to report any other changes, but they may choose to report changes such as: (1) Addition of a
household member, and their income; (2) Increase in other household expenses, such as shelter
costs, daycare costs, etc.

But wait – not so fast!

Donating food provides something


money can’t – a donation experience.
The time a donor takes to choose their
donation, deliver their donation, and
share their experience with a friend or
family member has tremendous value.
For parents and educators, a food
donation can be a teachable moment.

But cash doesn’t dent, spoil or expire, and cash donations allow the nonprofit food assistance
organizations to purchase food in times when private food donations are low.

How much does a food-donation cost the donor? …


Full retail price.

Nonprofits can obtain food for pennies on the dollar.

But, let’s be clear: No one is suggesting that canned


good drives are bad, or that any community should
end canned good drives. Many canned good drives
have primary objectives other than ending hunger.
