(Cleveland brake model 30-1614 may also be indentified by part number 030-16101.) DESCRIPTION This service letter transmits Cleveland service bulletin ESB7028 which provides operators information for bolt replacement (with added safety wire capabilities). COMPLIANCE MANDATORY. Brake Assembly Kit PN Heat Stack P/N, 30-1614 199-16900 235-01200 30-1894 199-17700 030-18902 199-16400 199-18000 2.0 PURPOSE: 2.1 103-2700 bolts do not offer any type of locking feature to insure maintainability of preload and engagement. 103-85300 bolts offer safety wire capability to insure maintainability of preload and engagement through out service life of aircrait. 3.0 APPLICABILITY: 34 Cessna Aircraft Models: 500, 501, 550, 551, S550 (or S/II) which are equipped with brake models 30-161A, 30-189A and 030-18902. 3.2 All part numbers listed in 1.1 which are in inventory. 4.0 EFFECTIVITY: Within the next ten flight hours. 4.1 Brake assemblies dated 11-92 or prior. (Ret. 7.3 for procedure.) 42 Brake Assemblies in rotating inventory or in un-installed kits - (part numbers 199-18000, 199-16400, 199-17700) dated 11-92 or prior. (Ref. 7.4 for procedure.) 43 Kit P/N 199-16900 received prior to 12-1-92. (Ref. 7.5 for procedure.) 44 Heat Stack P/N 235-0120 with a yellow tag dated 11-92 or prior. (Ref. 7.6 for procedure.) Material for this upgrade will be supplied in the form of kit 199-20600 which will consist of the following: Item #1 Bolt - P/N 103-85300 5 ea. Item #2 Safety Wire - MS20995C32 36" Item #3, Service Bulletin Compliance. Each 199-20600 kit will upgrade one brake assembly or one 235-01200 neat stack. Kits will be supplied free of charge. Please place orders thru the Aftermarket Sales Department, 1-800-272-5464. Thirty minutes of labor will be reimbursed per kit based on a shop rate of $50.00 per hour. Authorization for reimbursement will be initiated by returning the Service Bulletin Compliance card. Please retum to the attention of Sandi Schickel. installation. Verify nameplate date of 11-92 or prior for the following three cases: 7.1.1 On aircraft - in service brake assembly. 7.1.2 Brake assembly to be installed on aircratt. 7.1.3. 199-16900 Kits to be used to transition crake assemblies to the one piece backplate/torque tube design. Verity yellow tag date of 11-92 or prior for the following. 7.2.1 2935-01200 Heat Stacks to be utilized dunng a brake assembly overhaul or rebuild. RELEASE (307-11) NC 11-10-92 @ Aircraft Wheel & Brake Division Parker Hannifin Corporation 1160 Center Road Avon, Ohio 440° ‘Aerospace " ‘suBJECT: ENGINEERING SERVICE BULLETIN REPLACEMENT OF 103-22700 BOLTS USED IN CLEVELAND BRAKE ASSEMBLIES ON THE CESSNA CITATION ESB7028 7.3.1 Within the next ten flight hours, torque the five (5) brake assembly bolts (P/N 103-2270) to 150= 10 in.-Ibs. 7.3.2 After torquing, use torque seal or equivalent to mark torqued fasteners for visual inspection purposes. 7.3.3 Torque seal is then to be checked prior to every flight until 199-20600 kit is installed. 7.3.4 It torque seal is found to be disturbed, bolts must be re-torqued to 150+ 10 in.-lbs., re-striped and compliance to 7.3.3 continued. 7.4 After the correct date code has been established for rotating inventory brake assemblies, perform the following: 7.4.1 Prior tallation on the aircraft, torque the five (5) brake assembly bolts (P/N 103-22700) to 150+ 10 in.-Ibs. 7.4.2 After torquing, use torque seal or equivalent to mark torque fasteners for visual inspection purposes. 7.4.3 Install brake assembly on aircraft and check torque seal prior to every flight (following the first) until 199-20600 kit is installed. 7.4.4 If torque seal is found to be disturbed, bolts must be re-torqued to 150+ 10 in.-Ibs., re-striped and compliance to 7.4.3 continued. 75 After correct date code has been established during upgrading of a brake assembly to utilize the one piece torque tube/back plate design perform the fallowing: 7.5.1 Proceed with the instructions in kit No. 199-16900. 7.5.2 — Priorto installation on the aircraft, torque the five (5) brake assembly bolts to 150 10 in.-ibs. 7.5.3 After torquing, use torque seal or equivalent to mark torqued fasteners for visual inspection purposes. 7.5.4 _ Install brake assembly on aircraft and check torque seal prior to every flight (following the first) until 199-20600 kit is installed. 7.5.5 _ If torque seal is found to be disturbed, bolts must to re-torqued to 150+ 10 in.-tbs., re-striped and compliance to 7.5.4. continued. Ohi (307-11) NC "Aerospace inter Road Avon, Ohio 44011 110-92 fp ENGINEERING SERVICE BULLETIN REPLACEMENT OF 103-22700 SOLTS USED IN CLEVELAND BRAKE ASSEMBLIES ON THE CESSNA CITATION £S87028 11-10-92 7.6 Alter correct date code has been established, (during a brake rebuild or overhaul) when installing a new 235-01200 heat stack, pertorm the following: 7.6.1 Prior to installation of the aircraft, torque the five (5) brake assembly bolts to 1504 10 in.-ibs. 7.8.2 Atter torquing, use torque seal or equivalent to mark fasteners tor visual inspection purposes. 7.8.3 Install brake assembly on aircraft and check torque seal prior to avery flight (following the first) until 199-2060 kit is installed. 7.6.4 If torque seal is found to be disturbed. bolts must be re-torque to 150+ 10 in.-lbs., r@-striped and compliance to 7.6.3 continued 8.0 INSTALLATION INSTRUCTIONS - 199-20600 KIT: 8.1 Applicability. 8.1.1 Applicability per paragraphs 3.1 arc 3.2. 82 — Etfectivity. 8.2.1 Upon receipt of 199-20600 kits. 8.3 Instructions (on installed Brake Assemblies 8.3.1 Chock wheels and release parking brake. 83.2 Remove each 103-2700 brake assembly bolt one ata time. replacing each with a new 103-85300 bolt per maintenance manual (supplied in kit 199-2060) betore proceeding to the next 103-2700 bolt. RELEASE “APPROVED OY "Aerospace 1160 Center Road Avon, Ohio 44011 (307-11) NC dude 11-10-92 & 7 2 A, ‘SUBJECT: Bong b ENGINEERING SERVICE BULLETIN REPLACEMENT OF 103-22700 BOLTS USED — IN CLEVELAND BRAKE ASSEMBLIES ON eee THE CESSNA CITATION 1 92 ESB7028 8.3.5 Select the applicable revised maintenance manual pages supplied with this service bulletin and insert. 8.3.6 Make a maintenance manual and log book entry referencing compliance with ESB 7028 and return the aircraft to service. 8.4 Instructions: (Brake Assemblies in Rotating Inventory or in un-installed kits 199-18000, 199-16400 and 199-17700). 8.4.1 Proceed as defined in paragraphs 8.3.2, 8.3.3. 8.4.2 Select the applicable revised maintenance manual pages supplied with this service bulletin and insert. 8.4.3 Make a maintenance manual entry referencing compliance with ESB 7028. 8.5 Instructions: (Un-installed 199-1690 Kits. 8.5.1 Remove existing 103-22700 bolts supplied in 199-16900 kit and discard. 8.5.2 Replace with 103-85300 bolts suppiied in 199-20600 kit. 8.5.3 When installing kit 199-16900 to transition brake assemblies to one piece as an tube design, proceed as defined in paragraphs 8.3.3 and 8.5.4 Make a maintenance manual entry and log book entry (if applicable) referencing compliance with ESB 7028. 8.6 Instructions (235-01200 Heat Stack Installation). 8.6.1 Remove existing 103-22700 bolts supplied with heat stack and discard. 8.6.2 Replace with 103-85300 bolts supplied in 199-20600 kit. 8.6.3 When installing 235-01200 heat stack proceed as defined in paragraphs 8.3.3 and 8.3.5. 8.6.4 Make a maintenance manual entry and log entry (if applicable) referencing compliance with ESB 7028. of _S Cleveland Wheels & Brakes Poses sas
