POWERS AND FUNCTION OF THE EB

1. The executive board ensures the implementation of plans, project proposals and
decisions adopted by the senate of the council.
2. It shall decide on the organizational structure of standing committees and other
organs of the council responsible to it; it shall coordinate their activities and provide
leadership.
3. It shall draw up the annual budget and, when approved by the senate, it shall
implement it.
4. It shall lead the council's external relation with similar organizations, the college
administration and EMSA St. Paul’s.
5. It shall ensure the observance of law and order in the GA.
6. It shall submit a draft ground rule to the GA that will guide the members of the GA.
7. It shall supervise the conduct and efficiency of the directors and vice directors and
takes such corrective measures as are necessary.

RESPONSIBILITIES OF THE PRESIDENT


1. The president is the Chief of the executive board, the Chairman of the general
assembly, and the official spokesperson of the council.
2. The president shall submit for approval to the senate, the nominees for directors and
vice-directors of standing committees from among members of the senate or from
among students who are not members of the senate and possess the required
qualifications.
3. He shall follow up and ensure the implementation of directives and other decisions
adopted by the senate.
4. He leads the GA, coordinates its activities and acts as its representative.
5. He exercises overall supervision over the implementation of plans and proposals
adopted by the GA.
6. He exercises overall supervision over the implementation of the council’s external
relations.
7. He shall submit to the senate periodic reports on work accomplished by the GA as
well as on its plans and proposals.
8. He shall discharge all responsibilities entrusted to him by this Constitution. He shall
also ensure that every responsible person is discharging all responsibilities entrusted
to him by this constitution.
9. He can delegate responsibility for implementing plans and proposals to a member of
the executive board.
10. He has the power to call general and special meetings of the GA, EB and standing
committees.
11. He shall authenticate by his signature, when necessary, all the acts, orders and
proceeding of the union, declaring its will and in all things, obeying its command.
12. He shall perform such duties or acts required in emergency situations where the
approval or disapproval by senate and/or EB is impossible to attain.
13. He shall be the official representative of the students in the college’s senate as well as
school academic commission.

RESPONSIBILITIES OF THE VICE-PRESIDENT


1. The Vice-president is an officer with high executive power immediately below the
president.
2. He shall act as a president in his absence.
3. He shall perform the activities assigned to him by the president.
4. He shall provide full support to the president to ensure the aims and objectives of the
council are achieved.
5. He shall be accountable to the president of the council.

RESPONSIBILITIES OF THE GENERAL SECRETARY


1. The General Secretary is an officer with high executive power immediately below the
vice-president.
2. He shall act as vice-president in the absence of the vice-president and as a president
in the absence of the president as well as the vice president respectively.
3. He shall keep the stamps, maintain and file all the documents concerning the council.
4. He shall ensure meetings are effectively organized and recorded. He is responsible for
liaising with the President to plan meetings, receiving agenda items from members of
the GA as well as EB, circulating agendas and reports, taking minutes, circulating
approved minutes, and checking that agreed actions are carried out.
5. He is responsible for keeping up-to-date contact details (i.e., names, addresses and
telephone numbers) for the EB and members of the GA. He is also responsible for
compiling lists of names and addresses that are useful to the council, including those
of appropriate officials or officers of voluntary organizations.
6. He shall keep a record of the council’s activities, keep a diary of future activities, and
prepare a report of the council's activities for the year, for the senate Meeting.
7. He shall type minutes and submit them to members for approval on next meeting.
8. He shall ensure voting during meetings are in line with stipulated procedures.
9. He is accountable to the president of the council.
RESPONSIBILITIES OF THE TREASURER
1. He shall oversee and present budgets, accounts, and financial statements to the senate.
2. He shall ensure that effective financial monitoring, reporting, appropriate financial
systems, and controls are in place.
3. He shall advise on the council’s fundraising strategy and ensure use of funds
complies with conditions set by the college.
4. He shall prepare and present budgets for new or ongoing work as well as advise on
financial implications of plans and proposals.
5. He shall present revised financial forecasts based on actual spend.
6. He shall manage all bank accounts of the council and set up appropriate systems for
book-keeping, payments & petty cash.
7. He shall ensure everyone handling money keeps proper records and documentation.
8. He shall prepare office facility request form for procurement to be signed by the
college concerned officer(s).
9. He shall be accountable to the president of the council.

RESPONSIBILITIES OF THE AUDITOR GENERAL


1. The Auditor General shall audit and inspect the accounts of the council to ensure that
expenditures are properly made for activities carried out during the fiscal year and in
accordance with the approved allocations and submit his reports thereon to the senate.
2. The Auditor General shall audit and inspect the plans and project proposals submitted
by each standing committee at the beginning of the fiscal year.
3. The Auditor General shall review the plans and project proposals, submitted by each
standing committee, quarterly and submit his reports thereon to the senate.
4. He shall be accountable to the senate of the council.

RESPONSIBILITIES OF THE PUBLIC RELATIONS OFFICIER


1. He shall monitor students’ opinion regarding the council or particular issues.
2. He shall work with Media and Communications Committee to develop and
implement communication strategies for the council and advise the executive board
on the public relation implications of their strategies, programs, and practices.
3. He shall present arguments on behalf of the council to the college, other
organizations, and special interest groups.
4. He shall respond to enquiries from the students, and other organizations.
5. He shall prepare and distribute media releases and liaise with Media and
Communications Committee and make statements on the official social medias of the
council.
6. He shall write speeches and make public presentations.
7. He shall conduct internal communication courses, workshops, and media training.
8. He shall develop risk assessments and implement crisis management plans to ensure
the council's reputation is maintained.
9. He shall plan, develop, and manage brand identity.
10. He shall be accountable to the president of the council.
