Considering: a. that Minister of Public Works Regulation Number 392/PRT/M/2005


concerning Minimum Service Standards for Toll Roads as
implementation of the provisions of Article 8 of Government
Regulation Number 15 of 2005 concerning Toll Roads has not
been able to meet the needs of toll road users in terms of service,
therefore adjustments need to be made ; b. that based on the
considerations as intended in letter a, it is
necessary to stipulate a Regulation of the Minister of Public Works
concerning Minimum Service Standards for Toll Roads;

DECIDE:

To stipulate: REGULATION OF THE MINISTER OF PUBLIC WORKS CONCERNING


MINIMUM TOLL ROAD SERVICE STANDARDS.
article 1

In this Ministerial Regulation what is meant by: 1. Toll roads are


public roads which are part of the road network system and as national roads whose users
are required to pay tolls.

2. Toll Road Minimum Service Standards are a measure of the type and quality of basic
services that must be achieved in the implementation of toll road operations.

3. Minister is the Minister who carries out government affairs in the field of public works.

4. The Toll Road Regulatory Body, hereinafter referred to as BPJT, is a body established by
the Minister, is under and is responsible to the Minister.

Section 2

(1) This Ministerial Regulation is intended as a reference for Toll Road Business Entities in
providing services to toll road users.
(2) This Ministerial Regulation aims to provide certainty of service to the public as toll road
users.
Article 3

(1). Toll Road Minimum Service Standards include the substance of the service
:

1. Toll road conditions;


2. Average travel speed; 3. Accessibility;

4. Mobility;
5. Security;
6. Aid/rescue and service assistance unit; 7. Environment; and 8. Rest Area
(TI), and Rest and Service
Area (TIP).
(2). Provisions regarding Toll Road Minimum Service Standards as referred to in paragraph
(1) are listed in Appendix I which is an inseparable part of this Ministerial Regulation.

Article 4

(1) Procedures for Measuring Toll Road Minimum Service Standards are a guide to
measurement methods in achieving Toll Road Minimum Service Standards that must
be carried out by every Toll Road Business Entity.

(2) Provisions regarding Procedures for Measuring Minimum Service Standards for Toll
Roads as intended in paragraph (1) are listed in Appendix II which is an inseparable
part of this Ministerial Regulation.

Article 5

These Toll Road Minimum Service Standards must be met by Toll Road Business Entities in
order to provide services to toll road users.
Article 6

(1). Toll Road Minimum Service Standards as intended in Article 3 are evaluated periodically
based on the results of monitoring functions and benefits.

(2). Supervision of the functions and benefits of the toll road network as follows
referred to in paragraph (1) is implemented by BPJT.
Article 7
When this Ministerial Regulation comes into force, the Minister of Public Works Regulation
Number 392/PRT/M/2005 concerning Minimum Service Standards for Toll Roads, is revoked
and declared invalid.
Article 8

This Ministerial Regulation comes into force 6 (six) months after the date of promulgation.
