To + ALL WATER DISTRICTS.
Subject : Mitigating the Effects of the El Nifio Phenomenon
In view of the most recent E/ Nifio Watch Issuance by the Philippine Atmospheric,
Geophysical and Astronomical Services Administration’s (PAGASA’s), all Local
Water Districts (LWDs) are hereby directed to observe the following water
conservation measures, viz.:
1. Water Supply Inventory and Management.
1. Conduct an assessment of all existing and water sources of water within
the jurisdiction of the LWD.
2. Implement measures to reduce Non-Revenue Water, such as but not
limited to, performing regular checks of water pipes to locate the
presence of leaks and conducting checks on flow meter indicators.
3. Maintain an active database on:
(1) the effects of El Nifio on surface water and groundwater with
historical data;
(2) statistical data on households/population affected by El Nifio;
(3) extent of supply shortage in the Water District service area; and
(4) description of best and worst scenarios.
4, Watershed Management.
MN, Standard Procedures and Policies
1. Enforce Water District standard procedures and policies on water
conservation, rationing, unauthorized use, and pilferage with appropriate
sanctions, resource allocation, and others as may be necessary;

facilities and/or equipment for water rationing;
3. Prioritize hospitals and schools in the distribution of water; and
4. Coordinate with all concerned local government units (LGUs), government
agencies, non-governmental organizations (NGOs) and civil society
organizations (CSOs) for the successful implementation of the action plan.
NL. Communication and Information Drive
Conduct public information activities to promote general awareness on:

. Use dipper and pail when taking a bath;
d. Take shorter showers;

Repair leaking faucets;
Don’t let the water run unabated while washing dishes;
. Limit the use of washing machines;
. Use dipper and pail in washing cars instead of running hose;
. Collect the water used in rinsing fruits and vegetables for reuse in
watering plants;
i. Teach children to turn off faucets tightly after each use; and
Encourage the use of reusable plastic containers instead of water
bottles.
2. Health and Hygiene.
All Water Districts are hereby further enjoined to submit their respective El Nifio
2023 Action Plan to LWUA not later than May 15, 2023.
