SUBJECT : Stakeholder Consultation for the Implementing Rules and

Regulations of Republic Act No. 11966 or the Public-Private
Partnership Code of the Philippines on January 29, 2024

Republic Act No. 11966, otherwise known as the Public-Private Partnership (PPP) Code of the
Philippines, was signed into law by President Ferdinand R. Marcos, Jr. on December 5, 2023 and
became effective on December 23, 2023. The PPP Code reinforces the country’s investment
ecosystem by creating a more stable and predictable policy environment for collaboration
between the public and the private sectors in high-impact infrastructure or development projects
and services.

Pursuant to Section 34 of the PPP Code, the Implementing Rules and Regulations (IRR)
Committee shall promulgate the PPP Code IRR within 90 calendar days from effectivity of the
Code. To develop a comprehensive IRR, consultations shall be conducted in order to provide key
stakeholders a platform to offer valuable insights and expert feedback. This is vital to ensure that
the PPP Code IRR aligns with sector-specific realities and challenges, ultimately contributing to
a balanced, equitable, and effective PPP environment in the Philippines.

In line with this, we invite your office to attend the face-to-face IRR consultation scheduled for
January 29, 2024, 10:00 AM to 5:00 PM, at the Asian Development Bank Office,
Mandaluyong City. This session is specifically for all NGAs, GOCCs, GFIs, GICPs/GCEs,
ecozone authorities, and water districts. Your insights and contributions to the draft IRR are highly
valued.

Interested participants may register via bit.ly/pppcodeirr-ngas on or before January 26,

2024, 11:00 AM. Due to the limited capacity of the venue, we can only
accommodate two (2) representatives per institution. Reference materials will be provided
to all confirmed attendees.

or suggestions through written submissions to the IRR Committee Secretariat via the email
