‘SH-No,2020.001 TPSC PHILIPPINES CORPORATION COVID 19 Guidelines for the work place Prepay Pete Ste: indo Approved by: ma Ident No, 258-1 1008-- 312 COVID 19 Guidelines for the work place of TPSC Philippines Corporation Introduction ‘This pertains to the arrangements that will play an important role to prevent contract and spread of Corona Virus Disease (COVID-19) at work place, and to all those work related activities carried out by TPSC personnel outside the office, including the protection of allied third party individuals with direct association to the operation of TPSC Philippines Corporation. Specific arrangements on prevention and advices for mitigation measures were made available for guidance in the implementation at workplace amidst the existence of COVID-19 in the country. Objective ‘The interest of this guideline is to control the spread of the disease in the workplace and for the safety and health protection of all TPSC personnel and its stakeholders against COVID-19 in their performance of duty for the business operation of the company. ‘TPSC Philippines corporation aims to: a b. Provide clear instruction pertaining to COVID-19 prevention and mitigation measures. Enable members of the organization to respond appropriately when someone suspected or confirmed to have COVID-19 has been in the workplace. Establish arrangements on travel, meetings and inevitable physical interaction to other personnel. Ensure preparedness on managing employees that had acquired COVID-19 infection; had been exposed to a confirmed COVID-19 patient, and or employee with current travel history of not more than 14 days from places with COVID-19 case, Create arrangements on travelling from home — accommodation-workplace and vice versa Scope This guideline will be implemented for the protection of all personnel and workplaces covered by TPSC Philippines Corporation against COVID-19, including its affiliates and other external business partners. Specific Guidelines ‘A, General guidance for prevention and control Currently there is still no approved pharmaceutical drug for treatment of COVID-19. Thereby the best approach to prevent infection is to avoid exposure to the persons infected by the virus or having contact to objects that could possibly be contaminated. The challenge now is on how get everyone to work without transmitting the virus. There are numbers of factors that needs be considered in keeping employees from contracting COVID-19 which is vital to achieving our goal in protecting the health and safety of all employees and the general public. To be able to prevent transmission to the virus the management should facilitate the following: TPSC Covid-19 Guidelines for the workplace ‘SH-No.2020.001 = Implement mandatory wearing of face mask at all time in the workplace except when eating and drinking = Provide soap and water and alcohol-based hand rubs in the workplace in multiple locations and in common areas to encourage hand hygiene. Frequent handwashing with soap and water and discourage touching of the eyes, nose and mouth. = Provide adequate supply of sanitary tissue and waste bins lined with a plastic bag so that, they can be emptied without contacting the contents, = Instruct workers to clean their hands frequently, using soap and water for at least 20 seconds or with an alcohol-based hand sanitizer that contains at least 60-95% alcohol. = Provide adequate information and education on COVID-19, including prevention and the countermeasures recommended by the government through dally toolbox talk = Continue routine environmental cleaning and consider scheduled disinfection of commonly handled objects. (Door knobs and handles, shall be cleaned and disinfected regularly, at least once every 2 hours). = _ Brief the workers that anyone with even a mild cough or body temperature >37.5° Celsius needs to stay at home. They should also stay home (or work from home) if they have had to take simple medications, such as paracetamol/acetaminophen, ibuprofen or aspirin, which may mask symptoms of infection. - Any employee who develops flu-like symptoms (i.e. cough, shortness of breath, fever or temperature >37.5° Celsius) should go home immediately and contact the public health service. If there is any reason to suspect that they may have been in contact with COVID- 19. = Employees shall accomplish and submit health status checklist daily for monitoring. In the event that an employee is sick or has fever but is not suspected to have COVID-19 (ex. Urinary infection, wound infection or any diseases not related to lungs or respiratory tract) the management must advise the worker to take prudent measures to limit the spread of communicable disease. ~see below: i, Stay at home and keep away from work or crowds. ii, Take adequate rest and take plenty of fluids lil, Practice hygiene to prevent spread of disease iv. Seek appropriate medical care if there is persistent fever, when difficulty of breathing has started, or when he or she becomes weak. = Ifitis feasible, promote teleworking across the organization; and allow workers to work flexible hours to minimize crowding the workplace; Avoid public transport and crowded places. It wll help us keep the business operating while staying safe by limiting exposure in dally commute from home to workplace. (This is best to those employees that do not need to appear physically at workplace but can still carryout task at home using thelr PC's). = Promote basic respiratory hygiene and coughing etiquette. Conduct brief orientation on proper coughing and sneezing, handling and disposal of contaminated object such as paper napkin, face mask, hand towel and the likes. = Place posters that encourage staying home when sick, cough and sneeze etiquette, and hand hygiene at the entrance to the workplace and in other areas where they willbe seen. = Workstations should be arranged to comply with the minimum Imeter physical distancing, in4 sides of the employee, front, back, left and right. Staggered or alternate placement of seating arrangement of personnel for office desk or workshop table shall be implemented. IPSC Covid-19 Guidelines for the workplace SH-No.2020.001 In some cases, with limited space and have no enough room for the staggered arrangement of employees, provision of physical barriers between each employee can be the alternative solution, Work station layout should be designed to allow unidirectional movement in the aisles, corridors and walkways. 8. Increasing physical and mental resilience Ensure access to basic needs of employees including food and water, safe shelter and 00d sanitation at workplace. Provide assurance on personal protection by giving adequate and suitable PPE’s (eye and face protection such as face mask, spectacles and or face shields), sanitary and disinfection supplies while at work and during travel from home to work and vice versa. Ensure managements support for workforce who have contracted COVID-19 through transmission at work or in line of duty. Constantly communicate with employees and evaluate the psychological impact of COVID-19 pandemic to each employee as a unique individual, other employees might need counseling in managing and coping with their anxieties brought about by this rational healthcare crisis. Recognize areas potential for exposure of personnel to COVID-19 in the operational activities carried out shall be carefully assessed and planned activity. Encourage personnel to stay fit and healthy by taking nutritious foods and well cooked foods, drinking plenty of fluids and avoid alcoholic beverages. Increase body resistance by having adequate rest and sleep of at least & hours daily. Discourage smoking and drinking alcoholic beverages. Encourage regular exercise and other physical activity. Environmental disinfection It is highly recommended to conduct cleaning and disinfection of work stations; including desktop, mouse, remote controls, desks, cellular phone, keyboard, chair, armrest, etc. before start of work. Make disposable wipes available in strategic locations so that commonly used surfaces can be wiped down by anybody before and after use. Routinely clean all frequently touched surfaces in the workplace, such as workstations, countertops, door handles, switches, push start buttons, etc. Use cleaning agents/ disinfectants that are compatible to surface areas for cleaning and disinfection, follow the directions found in label or product data Employees, suppliers and other incoming visitors shall step on the disinfectant foot bath provided at the main entrances for every entry to doors of warehouse, offices, staff house, etc. Hand saritation should shall also be a mandatory requirement upon entry thereby hand sanitizers must be made available near to the door opening for easy access, Disinfection with 2hour interval for shared objects and communal facility is highly recommended D. Appropriate use and care nal protective equipment IPSC Covid-19 Guidelines for the workplace ‘SH-No.2020.001 ‘The use of face masks may be considered when working in closed spaces with other persons, or ‘when it is not possible to maintain a safe distance of 1 meter from other people. Such situations may arise not only in the workplace, but also at client’s premises, when carrying out visits or receiving and sending deliveries, or when using public transport. Face masks should only be considered as a complementary measure and not @ replacement for established preventive practices, such as physical distancing, cough and sneeze etiquette, hand hygiene and avoiding face touching. It is essential that workers use face masks properly so that they are effective and safe. It should fit properly, completely covering the face from bridge of nose to chin, Clean hands properly before putting the face mask on or taking it off. nly touch the cord or elastic at the back of the face mask when removingit, not the front, If the face mask is disposable, be sure to do so safely in a proper container. If reusable, wash the face mask as soon as possible after use with detergent. The best way to reduce any risk of infection is good hygiene and avoiding direct or close contact, (closer than 1 meter) with any potentially infected person. Any worker who deals with members of the public from behind a screen should be protected from airborne particles, €. Travel and tran: ion A. Business Travel and Reassignment of Personnel 1. Evaluate the purpose of travel and consider reasonable alternative solution to avoid unnecessary travel and exposure to high risk areas for COVID-19. 2. Carry out surveillance or background checking of destination to travel. 3. Refer to the updated |ATF guideline to identify the local government requirement for inter-zonal travel 4, Orient the employee about the government travelling protocols of the destination. 5, Secure all necessary permits required prior to dispatch, 6. Execute declaration form to the employee prior to deployment to acknowledge the risks of travelling 8. Personal Agenda 1. All personal appointments are discouraged, if urgent matter arise and the employee needs to leave and travel, the Main office must be informed to evaluate the situation and to ensure that all precautionary measures will be observed by the concerned employee. 2, Should the employee return to staff how in ess than 3 days, he/she must be screened using the health declaration form, provided that the employee has no signs and symptoms related to covid-19, only then he/she will be allowed to enter and stay in the company provided staff house. IPSC Covid-19 Guidelines for the workplace SH-No.2020.001 3, Should the employee return to staff house after more than 3 days, he/she must present a health certificate from the local barangay health center indicating that the employee is covid- 19 free and not in the watch list of possible covid-19 case. In addition to this, the employee ‘must undergo covid-19 antibody test to secure negative result as part of safety measures. The test cost in this case shall be covered by the employee. F. Use of shared objects, machines, equipment, welfare facility etc. "Canteen, pantry, rest and changing area + Physical distancing should be maintained at alltime in these areas. = Removal of mask will be strictly prohibited anywhere excent when eating and drinking, however engaging in unnecessary conversation when dining is discouraged. = Prolonged face to face interaction between personnel or other individuals is discouraged. ~ Shared tables and chairs must be disinfected every after use. = Regular disinfection and maintenance of good housekeeping must be proactively performed by the last user. + Sanitary practices must be observed; disposal of contaminated objects and other waste should be appropriately discarded in a trash bin lined with plastic bag to prevent contamination during collection. = Utensils and other shared items at the pantry area should be washed thoroughly with soap and water. Clean utensils should be protected from contamination. = Relevant signs or educational materials for good hygiene practices such as handwashing technique, sneezing and coughing etiquette, good housekeeping must be posted visibly in strategic locations. = Food must be properly prepared and should be stored appropriately at designated areas for storage to avoid spoilage and contamination. = Elevator = Inusing the elevator face mask shall never be removed while inside, face the wall if necessary; observe physical distancing and limit number of persons to ensure Imeter distance. See demarcation lines for guidance. = Avoid touching the wall, and sanitize hands right after contact with control buttons. = Practice proper coughing and sneezing etiquette = Avoid interaction with other passenger inside the lift - You may also use disinfection wipes to clean the control buttons before use but ensure to dispose used wipes properly in the designated trash bin, G. Alternative work arrangement For prevention of unnecessary interaction and physical contact, avoidance or minimization of employee's exposure is considerably one of the best countermeasure for COVID-19 infection. ‘Thereby work arrangements shall be conservatively designed in conformity to the return to work protocols provided by the government. 1. Teleworking or Work from home IPSC Covid-19 Guidelines for the workplace ‘SH-No.2020.001 The management shall identify the task of the employee and decide if teleworking is possible, Pros and cons of this approach must be carefully recognized and if teleworking is, pursued, the chance of employee's exposure to COVID-19 will also be eliminated, ‘Work from home arrangements is recommended to those employees that are capable of doing their normal task while working at home and that does not require their physical ‘appearance at the workplace. (rotation of employee will be under discretion of company) Most at risk employees and vulnerable groups are highly recommended for work from home setting (ex. High risk employees aging more than 60 years old, with co-morbidity or pre-existing iliness-ie., hypertension, diabetes, cancer, with immune deficiency, pregnant women). Number of personnel at workplace shall be limited to the recommendation provided by the current guideline under MECQ where only 50% skeletal workforce is allowed. Reduction in the number of personnel will minimize face to face interaction at workplace with consideration to work spaces, difficulty in transportation and reduction of personnel exposure. H. Standard protocol inside office premises 4 2, Keep all areas and frequently handled objects clean; disinfect every two (2) hours. Practice personal hygiene by frequent hand washing; avoid touching eyes, nose and mouth Observe physical distancing by staying 1m apart from each other. Practice proper cough and sneezing etiquette. Cover mouth and nose when sneezing and coughing Limit prolonged face to face interactions in the workplace, Avoid more than 6 participants in a meeting room or use alternative platform; virtual meeting; 200m or skype. All personnel are encouraged to proactively report their symptoms for immediate implementation of action plan for symptomatic personnel Break Time arrangement: In the office setting, break periods must be carefully planned to avoid congestion inside the pantry. Employees may take turns during break to ensure that physical distancing is complied, Discourage unnecessary conversation and stalling at dining tables, close interaction shall be kept at minimum. |. Standard protocol in project sites Sharing of construction equipment is strongly discourage. Shared equipment must be disinfected in between transfer among personnel. Limit prolonged face to face interaction in the workplace. Discourage eating in communal areas and avoid conversing during meal times. Lunch break shall be done in batches, first half at 11 AM and the second half at 12 noon to minimize crowding and personal close interaction during break period TPSC Covid-19 Guidelines for the workplace SH-No.2020.001 4, The safety officer at every site shall ensure proper implementation of safety standards and quarantine protocols and shall continuously monitor manpower's compliance to wearing of PPE's, 5. Delivery and disposal of all materials end equipment will be handled and supervised by warehouseman in an isolated loading/ unloading zone. All delivery/disposal materials, shall be duly disinfected as much as possible. 6. All personnel are encouraged to proactively report their symptoms for immediate implementation of action plan for symptomatic personnel. 7. Adhere to set work schedule and ensure physical distancing at all times. J. Recruitment ‘A. Recruitment of TPSC Staff 1. Recruitment process is highly suggested to be shift into online platform to minimize face to face interaction and lessen the risk of acquiring covid-19 infection. 4.1 Applicant/s shall be interviewed via phone call, zoom, skype or whichever is accessible, 4.2 Initial submission of requirements shall also be through e-mail. Applicants will send scanned copy of their requirements including Pre-employment medical results and recent covid-19 antibody test results for evaluation of admin staff. 2. Once all the requirements were assessed and ensured that the applicant has undergone and cleared from covid-19 antibody test, qualified applicant shall be advised to report to the office and observe standard precautionary measures in covid-19 prevention, submit all his/her requirements, attend company orientation and official on-boarding. 2.1 Applicant must enclose all his/her all requirements in clear envelop. 2.2 Ensure all applicants have face masks and must be worn at all times. 2.3 Check the applicant's temperature. (=<37.5C), 23:1 lif body temperature exceeded 37.5C, despite the second checking, hold the ‘applicant from entering the office and advise to go home for sef- isolation and repeat covid-19 antibody test, if necessary or obtain clearance from local barangay of origin.) 2.4 Applicant must disinfect his hands and shoes. 2.5 Applicant must fill out Personal health declaration form. 25.1 (ifthe applicant manifests any signs and symptoms of covid-19, advise applicant to ‘go home, do selfsolation and repeat covid-19 antibody test, if necessary or obtain ‘clearance from local barangay of origin.) 2.6 Admin staff must disinfect first the clear envelop (requirements) or use gloves, if necessary before checking the documents, 27 Proper physical distancing must observe during company orientation, final interview or any interaction with applicant. 8, Recruitment of manpower (Subcontractors) TPSC Covid-19 Guidelines for the workplace SH-No.2020.001 1. Recruitment process of manpower (subcontractor) are also suggested to be shift into online platform to minimize face to face interaction and lessen the risk of acquiring covid- 19 infection. 2. All those pre-qualified applicants are strictly prohibited to enter and stay in barracks/ staff house due to high risk of covid-19 exposure of other manpower/employees. Only those pre-qualified applicants who already undergone covid-19 antibody test with negative result will be consider to enter and stay in the barracks/staff house provided that they observe the health screening protocols. All violators of covid-19 safety measures will be dealt with accordingly. 3. Should there be instances where an applicant already traveled for the purpose of hiring process and require a place to stay, the company shall provide a separate place where they can stay until such time they eccomplished all necessary screening procedures before they can be allowed to join other employees in their barracks/steff house, 4, Should the pre-qualified applicant tested positive in covid-19 antibody test, the company reserve its right to stop the hiring process as the screening procedure is vital and necessary to ensure the safety of its employees. ‘Those who tested positive in covid-19 antibody test shall be advised to observe strict, home quarantine for 14 days and shall not be allowed to enter the company premises. May endorse to Barangay Emergency Response Team (BERT) 5. All pre-employment requirements must be completed before a pre-qualified applicant be scheduled for on-boarding. K. DURING EMERGENCY AND URGENT CONCERNS 1. fan employee/ manpower suddenly becomes ill at work, immediately notify supervisor/ safety officer/ Nurse who is present at the area. 2. Isolate the employee by accompanying him/her to the designated isolation area. 11. Ifthe employee manifests mild symptoms, the employee shall be sent home and advised for monitored self-isolation/ quarantine. 11 Dally self-assessment (body temperature, signs and symptoms of covid-19) must be reported to admin staff via messenger. 1.2 If showing severe symptoms of cough, fever and difficulty of breathing during 14 days of self-solation/quarantine, notify admin staff or JR san to facilitate arrangement of transport vehicle in sending out the sick employee to accredited hospital of Maxicare for the immediate appropriate medical treatment. IPSC Covid-19 Guidelines for the workplace ‘SH-No.2020.001 ‘Accompanying personne shall be provided with appropriate PPEs which shall include but not limited to face masks, goggles, and gloves. 121 Admin staff will notify family member of the employee and the management. 122 Upon notification, admin staff/ Safety officer/ Nurse shall immediately start contact tracing. The following details shall be collected from all who have had close contact with the unwell employee; Name, Address, Contact Numbers. L._ RETURNING EMPLOYEES All quarantined employees shall present a certification from local official or barangay that he/she has. undergone 14-day quarantine procedure requirements or mut present a ccovid-19 antibody test negative result before they can be allowed to report back to work. M. Management of employee/s with positive covid-19 antibody test result 1. Employee/s with positive antibody result shall immediately be isolated with strict implementation of quarantine procedures. 1.4 Symptomatic and asymptomatic employees with positive antibody test result shall immediately be referred to medical doctor for proper medical evaluation and referral for RT-PCR testing. 2. Contact tracing shall start immeciately. The following details shall be collected from all who have had close contact with the employee who had positive antibody test result; Name, ‘Address, Contact Numbers. 3. Temporary work cancellation of work at site assignment shall take place immediately to allow disinfection of the work area and staff house. 4, All employees who have had close contact to the employee who tested positive in covid-19 antibody test shall be advised for home quarantine until the release of RT-PCR result. 4.1. IF RT-PCR result is positive, all who had close contact with the patient shall continue observance of home quarantine protocol. 4.1.1 If anybody develop any signs and symptoms related to covid-19, he/she must inform the main office and immediately consult 2 medical doctor for a thorough assessment and medical treatment. IPSC Covid-19 Guidelines for the workplace ‘SH-No.2020.001 4.2 IF RT-PCR is negative, all those who had close contact with the patient may resume normal work routine. NN. STAFF HOUSE IMPLEMENTATION GUIDELINES A To ease the difficulty, danger and risk to TPSC employees travelling from their home to thelr assigned project site and vice versa, the company will provide a designated staff house on each project site to accommodate project based employees who are residing far from their work areas. All staff house provided by the company shall have a designated isolation room with separate bathroom, only to be used by a sick employee or anyone showing signs and symptoms related to covid-19 in observance of self-quarantine safety measure. ‘The designated isolation room must be disinfected after use, open the window to promote air exchange, wash all ines and conduct wall to wall scrubbing, if necessary. Unauthorized visitor to company provided staff houses is strictly prohibited to prevent possible cross-contamination, Social gathering, inviting and/or accepting visitor outside or from other staff house is strictly prohibited during pandemic period. ‘New tenant in all staff house shall present @ negative result of covid-18 antibody test and a certification from local barangay health center indicating the new tenant is free from covid-19 and is not included in the watch list of suspected positive case. ©.
