17. The RBI (Classification, Valuation and Operation of Investment Portfolio of Commercial Banks)
Directions, 2023: new directives require banks to classify their investment portfolios into three main
categories:
1. Held to Maturity (HTM): Under this existing category, banks should hold securities with the intention
of keeping them until maturity. These securities should provide regular principal and interest payments.
2. Available for Sale (AFS): Securities categorized as AFS are those acquired with the objective of
collecting contractual cash flows while also having the option to sell them.
3. Fair Value through Profit and Loss (FVTPL): This is a new category introduced by RBI and includes
securities that do not qualify for HTM or AFS. Securities in this category are valued at fair market value,
and any gains or losses are directly reflected in the bank’s profit and loss account.
=>It’s important to note that the HTM category does not include certain securities, such as those with
convertible features or loss absorbency features. Preference shares and equity shares are also excluded
from HTM classification.

21. RBI releases list of 15 NBFCs in ‘Upper Layer’ under Scale Based Regulation (SBR). In October 2021,
the Reserve Bank of India (RBI) introduced a groundbreaking regulatory framework known as Scale
Based Regulation (SBR) for Non-Banking Financial Companies (NBFCs). This framework aims to
categorize NBFCs based on their asset size and other critical factors, providing a clear roadmap for
regulation.
I. Base Layer (NBFC-BL): The Base Layer primarily consists of non-deposit-taking NBFCs with assets
below Rs 1,000 crore. It includes NBFC Peer to Peer (P2P), NBFC-Account Aggregator (AA),
Non-Operative Financial Holding Company (NOFHC) etc.
II. Middle Layer (NBFC-ML): The Middle Layer encompasses deposit-taking NBFCs and
non-deposit-taking NBFCs with assets exceeding Rs 1,000 crore. Such as Standalone Primary Dealers
(SPDs), Infrastructure Debt Fund – NBFCs (IDF-NBFCs), Core Investment Companies (CICs), Housing
Finance Companies (HFCs), and Infrastructure Finance Companies (NBFC-IFCs).
III. Upper Layer (NBFC-UL): The Upper Layer includes NBFCs identified by RBI as warranting
enhanced regulatory requirements based on specific parameters and scoring methodology. The top 10
eligible NBFCs in terms of asset size will always reside in the Upper Layer, regardless of other factors.
IV. Top Layer (NBFC-TL): NBFCs in the Upper Layer can be moved to the Top Layer if RBI recognizes a
substantial increase in potential systemic risk. As of now, the Top Layer remains ideally empty, but it
serves as a contingency for increased risk.

115. The National Medical Commission (NMC) of India has received 10-year Recognition Status from the
World Federation for Medical Education (WFME). WFME was founded in 1972 by the World Medical
Association, the World Health Organization. The NMC has been constituted by an act of Parliament
known as National Medical Commission Act, 2019. The NMC acts as India's top regulator of medical
education and practice.
116. Benefits of WFME Accreditation: All the 706 existing medical colleges in India will become WFME
accredited . The new medical colleges that will be set up in the coming 10 years will automatically
become WFME accredited. It will also enable Indian medical graduates to pursue postgraduate training
and practice in other countries that require WFME recognition, such as the US, Canada, Australia, and
New Zealand. It will increase the international recognition and reputation of Indian medical schools and
professionals.
117. Mathematician Ruixiang Zhang, an Assistant Professor at the University of California, Berkeley, USA,
has been selected as the recipient of the prestigious 2023 SASTRA Ramanujan Prize, founded by
Shanmugha Arts, Science, Technology & Research Academy (SASTRA) located near Kumbakonam, India
(Tamil Nadu). The age limit for the prize has been set at 32 (the age at which Ramanujan died), and the
