What is Compliance Monitoring Report?
a standardized report which a Proponent, through its
Environmental Unit or Environmental Officer, is required to submit
to the designated monitoring EMB Office on a semi-annual
frequency

CMR Three (3) Performance Level Requirement


a. Performance against the ECC conditions
b. Performance against the EMP
c. Performance against the monitoring actual of actual
impacts (including residual impacts) as against the
predicted impacts in the EIA Report and as related to
current project operations

PURPOSE OF COMPLIANCE MONITORING REPORT (CMR)

 to determine how the environmental mitigation and monitoring plan


previously submitted during the ECC process is working. This report
is submitted to the EMB-DENR semi-annually.

CMR vs Self-Monitoring Report (SMR)


 SMR narrates the quarterly environmental performance of the project
in terms of compliance with the water, air, and hazardous waste
standards set by DENR. This report must be submitted to the EMB-
DENR quarterly, or the proponent of the project could receive a notice
of violation.

 CMR is based on DENR Administrative Order No. 03-30 Series of


2003 while SMR based on DAO 2003-27 (self monitoring report
system.

When do we submit the 1st CMR?
Submitted mid-year after the start of project implementation
This is the instance where the proponent notify EMB on the start-up date of
project implementation
CMR are used on projects with issued ECC especially on Projects with MMT.
Respective notarized Sworn Accountability Statements shall be submitted.
DENR- recognized laboratories shall also be availed of the analysis of field
samples.

B. Impact Monitoring
