Open Access: Gujarat

With the help of Open Access Mechanism, Industrial Consumers (ICs) can procure
electricity from source of their choiceinstead of their existing supplier/distributor. (e.g.
UGVCL/ MGVCL/ DGVCL/ PGVCL) to save purchase cost of electricity.

Open Access Definition:

According to Indian Electricity Act, 2003 (Section42), Open access is a non-


discriminatory provision which allows the use of transmission lines, distribution lines,
and all other facilities involved by a licensee or a consumer by paying some charges as
defined by the appropriate regulatory commission.

No need to establish fresh transmission lines for this purpose, power flow will be from
same lines as existing lines from which ICs are receiving power. ICs will pay
transmission charges for use of these established transmission lines.

Types of Open Access Transactions based on period of Transaction:

→ STOA (Short term Open Access)-Maximum up to 1 month.


→ MTOA (Medium term Open Access)-4 months to 3 years
→ LTOA (Long term Open Access)-12 years to 25 years.

Preliminary Requirements for Open Access-for Industrial Consumers Gujarat

→ Minimum Grid Connectivity of 11 kV


→ Minimum Contract Demand of 1250 kV
→ Special Energy Meters (ABT Meter) with minimum specification of 0.2s class
accuracy and other auxiliary equipment as directed by SLDC/DISCOM like CT,
PT
→ RTU (Required in case of EHT connection of 66 kV and above)

→ Bilateral Transaction (Round the Clock-RTC Power)

Investment and Expense

→ ABT Meter ~Rs 5.5 lakh (Main and Check for 11kV & 66kV)
→ CT/PT unit ~Rs 1.75 lakh (for 11kV)
→ RTU Installation expenditure ~Rs.5.5 lakhs (for 66 kV and above Connectivity)
