1 PQC norms on General Advisory –
similar work for Civil , A) Bidders are uploading Work Order /Purchase Order. Many times the
Mechanical and scope of work in the submitted Work Order /Purchase Order is not
Electrical works for meeting the definition of similar work criterion of this tender, but the
C1 / C2 ; M1/M2 ; E1 bidder feels that the work is related to Civil or Mechanical or
/ E2 category Electrical for which he is applying. Hence there is confusion.

For clarity kindly be advised that –

Bidder should submit the Work Order /Purchase Order /Service Entry sheet
with highlighted line items where there is mention of work which exactly
meets the definition of similar work.

Following example, if submitting the following Work Order /Purchase Order

then kindly highlight the relevant line entries meeting the definition of similar
work viz.
 Development/Construction of Retail Outlet (RO) ,
 For Mechanical work in Retail Outlets – Kindly note that generally
there is no pipeline which is 150mm dia or more in Retail Outlets, so
works pertaining to Mechanical works in Retail Outlets shall not be
considered under Mechanical Works Category.
 Mechanical work- Should necessarily include welding of Pipeline at
least 150 mm dia.

- Also bidders to note that Work Orders on Maintenance & Repairs

works to buildings, structure, Painting of Buildings/Boundarywall etc,
cannot be considered in Civil category

- Also Only Drain construction / PCC work cannot be considered in

Civil category

Completion date should be as per period mentioned in tender document.

It is advised that kindly upload only copy of WO/PO/Completion certificate in

which –
(a) Completion date is as per tender conditions.
(b) Value of completed works is more than the minimum required.

Kindly do not upload old Work Order /Purchase Order, completion date of
which is beyond that required in tender.

Work completion certificate should necessarily include –

Start date and end date of work completion-
Contractual amount-
Executed value-

IN case of WO/PO from Private parties , CA statement on work completion

 is mandatory. It should be supported with bank statement / TDS towards
receipt of payment. Such line entries to be highlighted and then uploaded.
CA statement towards Turn Over (Excluding value of closing stock) and net
profitability for all the 3 financial year to be uploaded.

Sub-contracting of work is not allowed and accordingly it is advised that

such WO / PO should not be uploaded as it is not eligible.
Kindly remember to upload Bid Security Declaration and Safety
Conformance as per NIT
If applying for E1 or E2, kindly upload valid Electrical Licence & other
documents as provided in the Technical Bid.
During selection of category, kindly do not mention as All. Please tick the
relevant categories even if applying for all. Please recheck that it meets the
definition of similar work and value of Turn Over for all categories.
2 SOR Please post schedule of rates and items to be peformed under this tender.

Reply-This is empanelment Tender and based on Pre-Qualification Criteria

as indicated in Technical Bid & NIT, bidders submitted documents shall be
scrutinized and qualified bidders shall be empaneled as per their eligible
categories and selected categories.
Post Empanelment, based on requirement , Madhya Pradesh State Office
shall call Limited Tenders(LTs) from such empaneled parties & SOR
attached in those LTs shall be applicable. The nature of works for which LTs
shall be called from these empaneled parties are provided in Technical Bid-
Brief Scope of Works.
As such for this Empanelment Tender there shall be no requirement of
SOR.
