NOTICE INVITING E-BIDDING

1. The C&W Department Office of the Executive Engineer Building Division-II Peshawar Government of
Khyber Pakhtunkwha invites Electronic: Bids from the eligible firms/bidders in accordance with KPPRA
procurement rules 2014 on single stage two envelop procedure for the below mentioned works. The Bidders
should be registered with KPRA & Pakistan Engineer Council (P.E.C) for the Year 2021-22 in relevant category-&
field of specialization, enlisted with C&W -department.

2- Bid documents Instructions / Condition to bidders can be downloaded up to one day prior to the
opening date from C&W web site www.cwd.gkp.pk . A Complete set of Bid Solicitation Documents
may be obtained on submission of a written application one day prior to the opening date from the
office of the undersigned otherwise bids submitted without these documents will not be processed
for post qualification.
3- All bidders are required to be registered with the Khyber Pakhtunkwha Revenue Authoqty,
established under the Khyber Pakhtunkwha Finance Act, 2013 (Khyber Pakhtunkwha Act No. XXI of
2013), for works, consulting and non-consulting services as listed in Schedule-II of the Act ibid.
4- Allthe bidders will have to submit CDR from scheduled Bank on Account of bidding entry fee (Not
refundable) for each bid@0.03% of the estimated cost without fail, otherwise his bid will not be

7. Technical Proposal should be accompany the following:

8. All the bidders will have to submit CDR from scheduled Bank on Account of bidding entry fee
(Not refundable) for each bid@0.03% of the estimated cost without fail, otherwise his bid will
not be entertained.
a. Bid Security 2% of the Estimated Cost in the shape of call deposit in (original) in the name of
Executive Engineer Building Division-II Peshawar shall be sealed in separate envelope clearly
marked as "Bid Security" and shall be put in Technical proposal failing which the Bid will be
considered as non responsive.
9. i The contractors quoting their bids up to a limit of 15% below Engineer Estimate shall submit bid
security to the extent of 2% of Engineer Estimate only.
ii. The contractors quoting their bids more than 15% below on Engineer's Estimate shall submit
along with their bids an Additional Security to the extent of their bid/rates more than 15% below
on engineer estimate in the form of percentage. ii
iii. In case the bidder quotes more than 15% below the Engineer Estimate and the bid is not
Accompanied by the Additional Security then the bid shall be considered as non-responsiv,evondF

the 2nd lowest bidder and so on will be considered accordingly.

iv. In case a contractor quotes more than 30% below on Engineer Estimate, the procuring entity
shall in addition to additional security. Require the contractor to produce detailed rate analysis
of his bid price in relation to any or all the items of bill of quantities, scope of work, allocation of
risks and responsibilities and/or any other requirement of the bid solicitation document. The
contract shall be awarded to the lowest evaluated bidder who has satisfied the procuring entity
on rate analysis. However, if the procuring entity determines that the contractor has failed to
demonstrate its capability to execute the contract at the offered price the matter shall be
referred to the next higher authority for rejection of the bid on the basis of being financially
unviable.
v. The procuring entity may offer the contract to next lowest bidder after.due diligence in the
context of financial difference between such two bids or, may advertise procurement
opportunity afresh.
vi. After commencements of work by the successful bidder, the procuring entity may replace the
Additional Security with a bank guarantee of the same amount from the scheduled bank; if the
already deposited security is not in the form of bank guarantee.
vii. The Additional Security shall be released to the contractor in four installments that is 25% to be
released upon completion of 25% of the project 50% of the project, 75% to be released upon
completion of 75% of the project and the remaining amount to be releasQ. after completion of
the project.
vii. All pervious orders, instructions and regulations issued regarding additional security shall stand
superseded.
b. The title page of broChure shall also contain the nomenclature of the work for which the bidder
intends to apply.
c. Copies of valid regittration with PEC and KPRA.
d. Copy of valid enlistment certificate of C&WD.
e. National Identity Card (CNIC photocopy).
f. Form H of the company/firm.
g. Detail of similar nature and other general works, in hands and completed during last five years
supported by work orders and completion certificates duly attested from Executing Agencies
concerned.
h. Machinery (Tools, Plants & Equipments etc) supported with the purchase documents as evidence
of ownership.
i. Particular of technical Staff/engineers along with updated CVs and their agreement (for the
current year) on stamp paper with the firm together with their qualification. Affidavit to the
effect that the said personnel or their equivalent shall be made available for the job should also
be given along with their registration number of PEC and contact numbers.

j. Financial soundness supported by annual audit reports for the current year.
k. Tax Return Certificate for the current year.
I. Any other document to support the technical bid.
10. Evaluation of Technical Proposal will be carried out with pass/ fail threshold in passing all the
field including PEC registration in relevant code, Enlistment with C&W in relevant code, Tax payer
proof, relevant experience in past five years, performance, technical personnel, required
equipment, financial status, auditors reports, managerial capabilities, litigation status etc.
Evaluation criteria in this regard can be obtained from office of the undersigned on any working
day in office hours or can be downloaded from the official website of C&WD.
11. All the bidding will be through E-Bidding system. Technical Bid should in sealed envelope clearly
marked: "Technical bid" addressed to the Executive Engineer Building Division-II Peshawar and
shall be submitted through Pakistan Post/UMS/Courier before closing time.
13. The bidders are.required to quote their rates (electronically) "ABOVE/BELOW/AT PAR" for both
priced BOQ/Engineer Estimate based on MRs-2020 and NSI as well. Only two digits after the
decimal point shall be considered for evaluation purpose.
13. The successful bidder shall be subjected to all admissible taxes including Stamp duty, service
charges, sales tax and any other at prevailing rate.
14. Financial Bid shall be filled online; Complete bid must reach this office on or before the fix date
and time.
15. Time allowed for the completion of the work as specified in the NIT shall start from the issuance
of work order.
16. Electronic Bid validity period is 90-days.
17. Successful Bidders should sign the Agreement with C&WD within (28) days after issuance of letter
acceptance.
18. Call deposit and Bank guarantee of scheduled banks shall be acceptable.
19. If the evaluated electronic bid cost of two or more than two bidders are equal than the successful
bid will be declared through open draw.
20. Technical Bids will be opened in office of the Executive Engineer Building Division-II Peshawar
after 30 minutes of closing time in the presence of bidders/their representative who choose:to
be present.
21. Financial bids (Electronic bids) will be opened in office of the Executive Engineer Building Division.-
II Peshawar on later date which will be communicated to technically qualified bidders only.
22. The procuring entity has the authority to reject any bid or all the bids assigning cogent reason.
23. Bid security of the first, second and third lowest bidders for the specific work will be retained by
the Authority till the approval of bids.
24. All the information in documents provided by the bidders must be based on facts beyond any
doubt. Any misrepresentation, false statement or fake document found in the proposal at any,
stage, would lead to debarment/blacklisting of the firm. The matter may also be reported to the
PEC for cancellation of registration/license of the respective firm.
25. Financial electronic bids will be opened after opened of Technical Evaluation.
26. Bidders who submit their financial bids without a valid C.D will be debarred from participating in
bidding process for one year.
27. All bidders are required to be registered with the Khyber Pakhtunkwha Revenue Authority,
established under the Khyber Pakhtunkwha Finance Act, 2013 (Khyber Pakhtunkwha Act No. XXI
of 2013), for works, consulting and non-consulting services as listed in Schedule-II of the Act
