Bidding is open to all eligible firms who are pre-qualified / registered with DISCOS /
NTDC / WAPDA.

2. FESCO invites sealed bids on percentage basis (Above / below) on estimated amount,
under Single Stage-Single Envelope bidding procedure, from eligible firms under National
Competitive Bidding (NCB) basis in accordance with Provisions of PPRA Rules.

ELIGITBILITY
3. This Invitation for Bids is open to all Bidders meeting the following requirements: -
Written request accompanied with attested copies of: -
a. Pakistan Engineering Council Certificate renewed for the year 2021-22 with Category
having Specialization Code as mentioned against above must be provided.
b. The contractors are required to submit their registration for sales tax with Punjab
Revenue Authority.
c. Identity Card of Contractor / Managing Partner / Director of the firm.
d. Bidding documents will be issued only to the owner / Managing Partner / Director of the
firm.
e. The bidder must have completed at least two contracts of same nature along-with its
completion successfully as main contractor within last five years in WAPDA / NTDC /
DISCOs. Value of this contract shall at least be equal to 80% of the value / work of
contract which the bid is submitted.
f. The bidder should have an Average Annual Turnover equal to the amount mentioned
against this work during last three years certified from audited financial statement.
g. Bidder shall demonstrate Cash or Cash Equivalents equal to 25% of contract value and
current contract commitments. In this regard bidder shall provide the bank statements of
last one year.
h. Income Tax Returns for last three years.
i. The contractor will submit separate application for issuance of each tender with
relevant documents.
4. Eligible Bidders may obtain further information, inspect and acquire the Bidding Documents
from the Office of Project Director (GSC) FESCO, Faisalabad up-to 29.03.2022 for
Tender No. 373 & 374 and 30.03.2022 for Tender No. 375, 376 & 377.
5. A complete set of Bidding Documents may be purchased by any interested bidder, meeting
with the eligibility / qualification criteria, on submission of a written application to the above
office and upon payment of a non-refundable fee for Rs.3000/- each.
6. All bids must be accompanied by a Bid Security amounting to 2% on Bid amount in favor of
Project Director GSC FESCO Faisalabad of any scheduled bank of Pakistan and shall be
valid 28 days beyond bid validity. The bid shall be valid for 150 Days.
7. The bids will be opened at the office of Project Director GSC FESCO Faisalabad in the
presence of bidders / bidder's authorized representatives who choose to attend the tender.
8. Tender rates and amounts should be filled in figures as well as in words. Tenders documents
should be signed as per general directions given in the tender documents.
9. No rebate on tender rates will be acceptable.
10. All the procurement will be done according to PPRA Rules-2004.
11. Conditional / Electronic Bid shall not be permitted.
12. The bids covering partial and incomplete work shall be rejected.
Note: - FESCO reserves all its rights regarding rejection of tenders without providing
any justification as defined in Clause-33(1) of PPRA Rules-2004.
