OF AN ANDROID BASED

DESCRIPTION:
PROJECT PROPOSAL

EXECUTIVE SUMMARY:
The word “vote” means to assert a formalized choice in an election. In the
political environment of tertiary institutions, voting allows students’ choice
emerge leaders. Majority of the tertiary institutions in Nigeria have problems
when it comes to voting. Some of them include vote-rigging during the election,
overcrowded voting centers, inaccessible and unsecured polling arena,
inexperienced personnel and so on because voting in these institutions has been
found to be limited to methods like Ballot paper, on the spot counting,
electronic voting and others not specified. This android voting app seeks to
resolve the above problems. With this app up and running, ample time could be
given to University/College of Education/Polytechnic student users during
voting sessions.

BACKGROUND:
The Federal Republic of Nigeria comprises of 6geopolitical zones organized
into 36 states and the Federal Capital Territory (FCT). The country is located in
West Africa, and is bounded in the east by Cameroun, in the west by Benin
Republic, in the south by the Atlantic Ocean and in the north by Niger Republic
and Chad. There are about 151 tertiary institutions in Nigeria.
In various Nigerian tertiary institutions, student elections are carried out
every session. There are basically three arms of government in which student
representatives or executives are usually elected; the Students Union
Government (SUG), Departmental and Hostel levels. They are elected by
students only. Lecturers are believed to have no influence as to who emerges
successful in such elections.
In other words, for any students-election, students of any given tertiary
institution vote their fellow students who have shown interest in the above-
listed posts.
Election first started from the oral voting system to raising of hands, to the
Kudavolai system (formerly utilized in the ancient
India). In the ancient Greece, people would put either a white or a black
ball/stone in a bucket. Oral voting was then substituted by the paper ballot first
in Rome (139 BC) according to Douglas Jones.

OBJECTIVES:
The main objective is to develop an Android app that solves the challenges of
the current voting system in tertiary institutions.
This project aims at the following:

 Provide a centralized campaign platform for participating candidates.

 Idealizing an automated voting system for Tertiary institution using the

very common Android phones.

 Implementing an automated/Android-app voting system.

 Verifying the system's security that only allows legible student voters to
votes.

METHODOLOGY:
The Android voting app is web-based and several software/tools will be used
during the implementation. They include: HTML, CSS, SQL, PHP, JAVA, and
XML.
The application has three (3) users namely:
Voter: This is a student who can use the application to cast vote.
Candidate: This is a student who is contesting for a position in the Students’
Representative Council.
Administrator: This is also a student who will handle the system.

The website will also allow the admin, voters and candidates to login, allow
Admin to generate report, allow candidates to campaign to voters, allow
candidates and students to cast votes.

EXPECTED OUTCOME:
The expected outcome of this project is a fully functional Android Based
Student Voting website which makes it easier for students to participate in the
election from various locations. Students can follow up the progress of the
election in real-time and also gives no room for impersonation and multiple
voting.

CONCLUSION:
In conclusion, advances in technologies have changed almost every facet of our
lives. One of the exceptions to this trend is in the area of the voting system. A
manual voting system offers reasonable balance between security and
reliability. However, it is not a scalable and feasible model for the modern
world. Android Based Voting systems guarantee benefits in terms of remote
accessibility and ease of use. The application is specially developed for tertiary
institutions to get students vote for any new administration in the student's arm.
Students can then cast their votes by ticking against their choice aspirant’s
name.
